The United Nations High Commissioner for Refugees is seeking for qualified candidate to fill the following post:
Background: The political context in Sudan remains complex, diverse, and fast-changing necessitating high levels of political sensitivity and solid coordination and communication skills. The operations in Sudan includes emergency response, regular refugee programmes, IDP support (emergency, durable solutions), voluntary repatriation, statelessness, and special projects, for example peacebuilding support funded by the UN Peacebuilding Fund. UNHCR also plays a catalytic role in convening a wide range of partners to support local integration and solutions for refugees hosted by Sudan, including through advocacy with the government and development partners to further socioeconomic inclusion opportunities for refugees, and improve standards of living for host communities and refugees, and to provide sustainable support to IDPs and returnees. UNHCR Representation in Sudan has presence in five main regions of Darfur, Kordofan, East Sudan, White Nile Kosti, Blue Nile. The Representation Office in Khartoum provides the overall strategic guidance and implementation of the operations, security, policies, and liaison with key Government stakeholders, donor communities, UNAMID/UNITAMS, UNCT/HCT and NGO partners. The Representation Office in Khartoum provides an oversight of activities in Sudan being supported by 15 offices; four Sub Offices, seven Field Offices, three Field Units and Damazine office that is being opened. The security threat level for most locations of Sudan remains moderate to high risk due to the number of security incidents, such as recurrent demonstrations all over Sudan as a result of the economic challenges and heightened insecurity, particularly in locations of Darfur and Kordofan states.
In the current configuration of the office, the Deputy Representative oversees the solutions and development agenda which covers a range of initiatives including strategic partnership with development actors, support to the Government of Sudan on implementation of its GRF pledges, and support on development-related aspects of the Solutions Initiative for Sudan and South Sudan, and furthering the evidence base on socioeconomic aspects of inclusion, among others. Under the supervision of the Deputy Representative, the Development Officer covers these workstreams working with other colleagues across the operation including protection, programme, external relations, registration, and the field offices, etc. It is expected that the Associate Development Officer would work under the supervision of the Development Officer, within the aforementioned structure. The incumbent of this position should demonstrate: Three (3) years of direct work experience in a large international development institution in a relevant position and of which at least one (1) year in field operations. Preferably with knowledge of, or experience in, local or area based economic development, direct engagement in a technical sector such as education, WASH, social protection, health, energy. Practical experience working with and an understanding of the different aspects of economic growth, governance, fragility and conflict. Expertise related to the governance of specific multilateral development banks or bilateral development actors most relevant to the AoR. The applicant should also demonstrate significant experience working in Sudan, with strong understanding of the local political economy and ability to build networks with government counterparts, development partners and UNHCR colleagues across the country. |
