 Background:

Under the managerial supervision of the Area Manager, and technical direction of the Health Coordinator, The Health Manager will be responsible for the overall delivery and quality of the health program at the field level across Blue Nile State. This includes all RI supported health facilities in the state. S/he will be responsible for the daily running of the program including planning, coordination, training, reporting, problem solving, and providing program/technical leadership in the implementation of Health activities and program deliverables in Blue Nile State.



 
 Duties and responsibilities:

ESSENTIAL JOB FUNCTIONS

Under the supervision of the Area Manager and Technical guidance of the Health Coordinator, the Senior Health Officer will:

 

Manage the daily running of all health program activities in Blue Nile State

  • Oversee implementation of health program in Blue Nile State, ensuring all activities are completed and deliverables achieved fully and timely
  • Manage the division of labor among health department, providing guidance and supervision to the health team comprising of a Medical Officer, Pharmacist Doctor, HIS officer and Medical doctor and other field level health staff on daily tasks as necessary/appropriate
  • Develop and follow-up health/project work plan for implementation of activities in all RI supported health facilities in the area of operation
  • Ensure active, continuous disease surveillance and raise timely alerts for suspected disease outbreaks to RI senior management, State Ministry of Health, and other humanitarian health actors in the area of implementation
  • Ensure availability of medicines and supplies at the health Facilities by ensuring the Pharmacist doctor delivers the supplies to the health facilities.
  • Ensure monthly review of Budget versus Actual (BVA) to ensure project activities are being implemented in line with budget
  • Makes monthly/quarterly forecast/spending plans for the projects, to ensure implementation is done in line with project proposal

 

Ensure quality health service delivery at the field level

  • Ensure all health program activities meet RI and accepted global minimum standards for quality health service delivery in emergency and fragile settings
  • Conduct regular visits to health facilities at the field level (when accessible) to monitor program implementation and quality of services provided in the HF
  • Provide supportive supervision to the Medical officers, Medical Doctors and heath cadre at the field level to build capacity and ensure quality service delivery
  • Ensure all MOH and WHO guidelines and protocols are being followed in managing patients.

 

Contribute to proposal development

  • Prepare field-level health program inputs for donor quarterly, interim and final reports and verify accuracy of health indicator progress for area of implementation
  • Contribute to health program planning in area of intervention for upcoming proposal development
  • Actively monitor health needs in program implementation areas to identify gaps in health service delivery for potential expansion of interventions

 

Coordinate with all government and humanitarian health actors at Blue Nile level

  • Provide regular updates on health implementation to State Ministry of Health and coordinate on identification of needs and gaps in health service delivery in areas of intervention
  • Actively participate in interagency Health Sector meetings, including emergency committee for response to unforeseen disease outbreaks, to provide updates on RI activities and gather information on partner activity implementation
  • Contribute to interagency 4W (Who does what, Where, for Whom) mapping activities in the health sector

 

Reporting:

  • Write/review data/ information that includes narrative for health-related donor and monthly reports in close coordination with the health team, MEAL team and the Area Manager.
  • Support the health team to deliver weekly/bi-weekly updates (BHA/other donors) in a timely manner.
  • Write, review and compile all Health monthly reports (internal) in close coordination with the Medical officer, HIS officer, Pharmacist Doctor and MEAL team to develop Health Indicator Monitoring and Evaluation Tools and review the same regularly to adjust to program requirements.
  • Review and verify monthly HIS data and narrative reports, as necessary, for submission to Health coordinator
  • Ensures availability of accurate consumption reports and other pharmaceutical reporting through review of pharmacists reports

 

Supervision

  • Supervises all the health staff in BN state that includes the Medical Officer, Pharmacy doctor, HIS Officer, Medical doctor
  • Ensures the team works together and with a common vision to actualize and deliver on all project performance indicators and deliverables

 

Other duties as assigned by the supervisor or Health Coordinator.


 
 Minimum Qualification, Skills and Experience Required:

  • Medical doctor, degree in Medicine (MBBS, MBCHB) from an accredited University, a Master’s degree in Public health or other related health discipline, would be an advantage.
  • Minimum of 5 years working in the implementation of primary health care/public health programs at field level; Minimum of 2 years working with NGOs or international organizations in the provision of curative and preventative services
  • At least 1-year supervisory experience in managing a team and working as part of a team, with little supervision
  • Ability to implement effective projects with sometimes limited resources, to get things done and deliver results
  • Excellent coordination skills and familiarity humanitarian coordination structures and the cluster system/ emergency sector working groups
  • Familiarity with humanitarian principles, accountability standards and other international quality assurance mechanisms, including Sphere, Red Cross Code of Conduct, Humanitarian Accountability Partnership, Do No Harm, People in Aid Code of Good Practice, etc.
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
  • Working knowledge of English, with the ability to write in both English and Arabic languages.
  • Strong communication, management, problem solving and capacity building (coaching) skills
