Background:
1.Purpose of Consultancy:
Welthungerhilfe (WHH) is seeking to contract the services of a consultant/firm with technical expertise in carrying out data collection, analysis and reporting for the baseline survey for the Sustainable Food and Nutrition Security in Red Sea State (SFNS- RSS) The project is multi-sectorial, and a questionnaire and FGD scope have been prepared across all sector activities of the project..
1.1Baseline Survey
The overall objective of the baseline survey is to document the initial status of indicators (disaggregated according to sex/gender and age) and the situation of the targeted groups and individuals to inform on the status of the intervention areas. Baseline studies are conducted to act as a benchmark for all future activities, where project managers can refer to for the purposes of making project management decisions, and for measuring project success or failure. Thus, the baseline is a crucial reference to determine the impact of a project later. Baseline studies are also important in establishing priority areas for a project. This is especially true when a project has several objectives. The results of the baseline study shall inform further adaptation of the project focus and activities.
Baseline intended to measure project goal, outcomes and output based on project logframe, accordingly the required methods of data collection will be based on project indicators as indicated in table No (1) above.
In addition to project indicators that exist in logfram, the base line aim to measure the WHH measuring success indicator using standardized WHH questionnaire which will be provided later. The WHH
measuring success indicator is a mandatory and being used to present the success of WHH projects globally. The standardized Welthungerhilfe indictors within this project include the following

MS1: Average # of months of food sufficiency (of targeted HH) in the previous 12 months Months of household food provision is an indicator that measure food accessibility during all year. It is intended to calculate the average of months in which HHs reported sufficient access to food as unit for measurement. The assessment of this indicators will be undertaken through survey as well as FGD using the standardized WHH MS reporting template and questionnaires. Enrich information will be provided with contract signing
Beside project indicators and measuring success indicators, the baseline study will assess the water situation in targeted village and determine the degree of gaps and required intervention per village, also baseline will provide an overview of sanitation situation in village as well as school
Additionally, baseline study will address and provide inputs on establishing Feedback and Complaint Response Mechanism in Red Sea State Field Office and define the effective and suitable mechanism for feedback, reporting, and complaint tools and channels for community through community consultation approach.
Finally, baseline is required to provide a good recommendation for project effective implementation and intervention.
2.Organization Background
“Deutsche Welthungerhilfe e. V. is one of the largest non-governmental organizations in Germany operating in the humanitarian assistance and development fields. It was established in 1962, as the German section of the “Freedom from Hunger Campaign”, one of the world’s first initiatives aimed at the eradication of hunger. Welthungerhilfe’s work is still dedicated to the following vision: All people have a right to a self-determined life in dignity and justice, free from hunger and poverty.
By 2018, Welthungerhilfe and its partner organizations ran 404 international projects in 37 countries with an overall financing volume of EUR 184 million, comprised of private donations, public national and international funds. In addition, Welthungerhilfe operates a marketing and fundraising department in Germany to engage and educate a wider public in development-related topics and to mobilize funds from currently more than 57,000 permanent private donors.
Welthungerhilfe registered with the Sudanese Ministry of Social Affairs since 1998. In Red Sea State WHH has been introduced in September 2010. Since 2010 WHH is implementing different projects with aim of improving communities’ livelihood and contributing in reducing hanger gaps”. Project Objective, Outcomes, and Indicators
SDN 1170 Sustainable Food and Nutrition Security in Red Sea State (SFNS-RSS), 3 years project, 36 Months from (09/2021-08/2024). The project funded by Swedish International Development Cooperation Agency (SIDA) which aims to improve the food security of people in 5 areas includes Sudan, Red Sea State: Agig, Haya, Dordieb, Tawkar and Sinkat localities. The project will ensure food security through NRM approach promote sustainable natural resource management, The overall objective of the SFNS-RSS project is sustainably improved of Food and Nutrition Security of smallholder agro-pastoralist households in the 5 targeted localities. The project has 2 outcomes (results) that will contribute to its achievement as illustrated in bellow table No (1).

In order to measure the above indicators within the project period, the baseline should provide data and information base on and not limited to the stated outputs.

Targeted population and area
In total the project aims to reach 12500 HH (62500) as following classification:

In Agig locality 2,500 HH (12,500 beneficiaries) in 10 villages: Garoa, Aitarba, Agitai, Adobana, Warhat, Adarat, Ait, Andil, Doheb and Girair.

In Sinkat locality 2,500 HH (12,500 beneficiaries) in 10 villages: Haritri, Salalat, Amigolida, Aishaf, Nasit, Barasiet, Kowbal, Halgiet, Tomsi, and Baramio.

In Tawkar locality 1,500 HH (7,500 beneficiaries) in 8 Villages: Khojali Daweer, Dolabyay, Dabait Awataib, Batab, Elsalm, Odwan, Farak Salaib, and Tawkar town

In Haya locality 3,500 HH (17,500 beneficiaries) in 12 villages: Musmar, Toligarib, Shidyab, Sarobia/Shabta, Amasa, Asout East, Asout West, Kilo, Shora Hamad Amarab, Shora Hamad Hawn, Okour, Hamisait, and Gadamayaib.

In Dordieb locality 2,500 HH (12,500 beneficiaries) in 10 Villages: Gdamal, Dilay, Algarada, Lashoub Hadaliet, Adarout, Toleek, Khour Dordieb, and Andri Yaff.
Indirect beneficiaries will be the total population of the communities served approximately 43,400 households consisting of 217,004 individuals.

Duties and responsibilities:
2.Scope of work and Expected Outputs and Deliverables:
The scope for this assignment should include a methodology that encourages participation and incorporate feedback from project participants. A mix-method approach and methodology will be used to gather key data to inform program implementation. WHH is having AkvoFLOW as a digital tool to use for quantitative data collection. The methods can include and are not limited to the following:
Methodology:
The ToR provided is comprehensive and provides detailed guidelines for the issues to be covered in the base line data. Also, the TOR requires the collection of quantitative and qualitative data for the baseline conditions and for the analysis of such data. To respond to such requirements a combination of data collection methodologies will be followed. Such methods include:

Sample size and strategies:
In total the project aims to reach 12500 HH (2500 in Agig locality 2,500 in Sinkat locality 1500HH in Tawkar locality, 3500 HH in Haya locality and 2500 in Dordieb locality. According to the requirements of the study the sample size will be decided by the consultant and has to be mentioned on the inception report. The sample size will be collected from the five localities in consideration of gender inclusion and targeted sample per intervention sector.
Deliverable:
The deliverable of the consultancy will include proper workplan with exact timeline will be developed by the consultant depending on the methodology however it is expected to be as following deliverables:

The consultant will provide an inception report outlining the most appropriate methodology required for the above-mentioned deliverables, sampling, work plan, roles and responsibilities, to be discussed with Welthungerhilfe before the start of the assignment. The consultant will work closely with the Welthungerhilfe Sudan office in RSS (2 days)

WHH team to provide feedback on the share IR. (2 days).

Consultant to submit final IR (2 days).

Traveling, Methodology and data collection tools including FGD and KII guide. (20 days)

Briefing and debriefing session outlining the most important preliminary findings and recommendations in RS and Country office in Khartoum (After field mission immediately).

Data analysis and PowerPoint presentation of preliminary findings. (3 days)

Draft report (7 days)

Presentation of the draft report to stakeholders. (1 day).

WHH & stakeholders to provide feedback and comment on the Drafted report (2 days).

Final report, including executive summary of evaluation report has to be handed on also as an additional document in a format to be provided by Welthungerhilfe. pictures and maps where possible and a clean data set of the data collected in Excel format. (5 days).
Photos: The consultant should provide a digital file with photos of the evaluation follow the EU/WHH photo taking regulations of persons, etc., including photos related to the baseline process (e.g. of group discussions, interviews, final workshop). The photos should be submitted in a JPEG or GIF format. (By the time of the final report).
3.Consultancy Roles & responsibilities:

Do a desk review including review of key project documents before arrival.

Provide inception report including draft methodology and appropriate data collection tools data collection tools has to be more elaborated and the number of FGD and Key informant interview should be clearly identified with whom and where.

Field work plan and data collection will be discussed further with RSS team for more consideration of time and distance between village and localities..

Responsible for field process such as data collection, including training and supervising enumerators and insure the collection of accurate date and daily cross check with enumerators for any limitation and difficulties.

Conduct fieldwork in an ethical manner and in line with WHH values

Responsible for drafting and finalizing the evaluation report within the agreed timelines.

Facilitate opening (inception) and closing (dissemination) workshops at project’s locations, field
offices level.

Provide final report with recommendation.

Financial offer with total budget and working days.
WHH (RSS office) responsibilities:

Provide consultant with required supported documents (Project Proposal/TOR, Log Frame, etc.).

Provide consultant with required material of #MS indicators

Coordinate with community and stockholders for groups discussion and key informant interviews and data collection as well.

Provide consultant with required persons for data collection and support them with training if required in area of date collection using tablet .

Coordinate with HAC for any required documents (field trip permission and questionnaire approval).

Tack the logistic responsibility for field trip includes cars and it is required items (travel permission)

Provide the logistical support for consultant from Airport, Hotel to WHH office (if required)

WHH not responsible for any Tax and insurance related to consultant

Provide team with required tablet for data collection purpose.

MEAL unit in contrary office will assist in uploading of baseline survey and provide consultant with digital raw data.
4.Confidentiality
All documents and data acquired from documents as well as during interviews and meetings are confidential and to be used solely for the purpose of the evaluation.
The deliverables as well as all material linked to the baseline (produced by the consultant or the organisation itself) is confidential and always remains the property of the contracting part.

Minimum Qualification, Skills and Experience Required:
The applicant should possess the following;
-
Proven background and experience in conducting baseline surveys and reviews of multi-sectorial projects in Red Sea and Sudan within the last 5 years.
-
A degree in agriculture, rural development, social sciences, public health or nutrition. Master’s degrees combining technical knowledge on natural resource management, agriculture, development economics with a social sciences perspective would be an added advantage. Alternatively, a team of consultants can cover various of the afore mentioned fields.
-
The consultant must have demonstrated consultancy track record and be recognized as seasoned professional in conducting surveys with a high degree of proficiency.
-
Extensive experience in measuring social behaviors, knowledge, attitudes in an agricultural context.
-
5 years Previous consultancy experience working with agricultural community of varied vulnerability with non-profit organization, UN agencies, profit organizations and private public partnerships.
-
Proficiency in statistic data analysis, presentation, and interpretation skills.
-
Excellent report writing skills and communication skills.
-
Ability to present ideas and concepts to various audiences.
-
Must be able to commit their time fully throughout the consultancy period.
-
Must be able to travel in all the project areas with varied terrain and work on tight schedules.
Fluent in English, and/or Arabic language and local languages will be an added advantage.
Bid Requirements:
A Consultant that meets the requirements should submit an expression of interest (maximum of 5 pages) which should include the following:

A suitability statement, including commitment to be available for the entire assignment.

A brief statement on the understanding of the terms of reference, proposed assessment methodology and approach and a detailed work plan.

Financial Offer (It should include all the taxes and V.A.T, accommodation and travel cost of consultant(s) and concluding with no open amounts.)

Updated resume of key staff that clearly spells out qualifications and experience.

Reports of two (2) organizations that have recently (but preferably in the last 2 years) contracted the firm/consultant(s) to carry out relevant research/survey or related work.
