 Duties and responsibilities:

 

KEY AREAS OF ACCOUNTABILITY :

·              Ensure the implementation of HR systems, policies, procedures and guidelines as required by Save the Children including Oracle, ER , TALEO and any other HR developed system to ensure sustainability and continuity of systems.

·              Maintain confidentiality in respect of all candidates and employees' records whether manually or computer maintained and ensure that all records are kept securely.

·              Proactively contribute to the development and support on review of SC Sudan benefits and compensations.

 

Oracle HR system & LMS:

·         Ensure the implementation of HR systems, policies, procedures and guidelines as required by Save the Children including Oracle, ER and any other HR developed system to ensure sustainability and continuity of systems.

·         Regular training of staff on HRIS and ER

·         Ensure high data quality of Country Office in Oracle system.

·         Co-manage SC Sudan LMS.

All Sudan Staff payroll administrator:

·         Work with the finance Manager on the national staff payroll processing ensuring all payroll changes are updated in the payrolls system.

·         Review authorized overtime sheets.

·         Review and update staff lists to ensure all staff are included in payroll.

·         Share the updated staff list and other personnel reports with Head of HR including leavers and new hired

·         Review the payroll drafts from field offices to confirm accuracy.

·         Share monthly Pay Slips with field offices for sharing with staff in their locations.

·         Review and compile the entire country payroll.

Raise and discuss any issues related to payroll, Pay Slips or timesheets (effort reporting), staff

  • bank accounts with the Head of HR and Finance Manager.
  • Send final payroll to Finance Manager or his designated staff for final reviews and feedback
  • Process Temporary payments for temporary staff

Staff Medical Insurance Responsible (Contract Management):

  • Ensure staff medical insurance contracts, agreement signed, and endorsed by the CD.
  • Act as country Focal Point with the agreed medical insurance provider.
  • Follow staff medical insurance registration completion and keep high confidential records for active contracted staff and their dependants.
  • Follow insurance of staff medical insurance ID cards and make sure all staff and dependent have received ID cards in time.
  • Update all staff on medical networks and ensure activation of the medical networks at all operating offices.
  • Report to HR advisor and Head of HR on staff medical insurance issues and concerns.
  • All Staff Leaves Control sheet and Annual leave reconciliation
  • Report to HR advisor and Head of HR on staff medical insurance issues and concerns.

 

All Staff Leaves Control sheet and Annual leave reconciliation:

  • Staff annual leave follow up and tracking in Oracle
  • Maintaining an updated leave tracker and monthly report.

 

 

HR Reports:

  • Provide timey HR reports and analysis.
  • Support Head of HR in submitting regional reports
  • Provide data on staff work load, staff working on how many projects

 

Benefits & Compensation:

  • Support Head of HR in salary review & updating HR matrix
  • Provide recommendation on benefits review.
  • Follow up food basket & inflation rate.

 

Social Insurance and Personal Income Tax:

  • Responsible for keeping monthly follow up and keeping records of SC staff registration with the National Social Insurance Fund and the monthly payment records in all offices and quarterly reporting updates to the HR &Social Security Department.
  • Responsible for keeping records and follow up on monthly payment of the Personal Income Tax to SC staff at all offices and keeping proper records and quarterly reporting updates to the HR&SSD.

 

  Effort Reporting Administration:

  • Responsible for monitoring timesheet completion including running the super user reports on a weekly basis and following up with staff who have not started to enter hours on weekly basis.
  • In the final days of the month, significantly increase time commitment to running the super user reports several times a day depending on timesheet completion rates.
  • Chasing users, field HR staff and individual staff to enter timesheets, and line managers to approve them ensuring timesheets are submitted and approved in a timely manner.
  • Work closely with the HRIS Super Users in Khartoum and field offices to ensure the HRIS system is as up- to-date and as accurate as possible and it is important that this practice continue to ensure level of completion and accuracy of records in HRIS.
  • Follow closely with line managers to ensure that their direct reports and new hired staff are trained in how to use the effort reporting system and complete their timesheets on a regular basis using the correct codes.
  • Follow with line managers for approving the timesheets of the staff on the 1st working day of the following month, and being available to approve any resubmitted timesheets by the 3rd working day of the following month.
  • Follow with Proxy users in Khartoum and HR team in field offices for submitting timesheets on behalf of users who are not able to access the online system and offline users.
  • Follow with IT specialist in Khartoum and other IT team in field offices for ensuring that all offices that will be inputting timesheets have the minimum required level of connectivity, monitoring system speed and performance to put in place mitigation strategies to improve performance.

The job duties and responsibilities as set out above are not exhaustive and the post holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

 


 
 Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS

 

EXPERIENCE AND SKILLS

Essential

·         Minimum 4 years of working experience in a HR administrative role with proven record of managing staff rewards and benefits, HR online systems and Payroll.

·         First-rate organizational skills with a strong eye for detail and the ability to priorities effectively whilst working to tight deadlines.

·         Excellent skills on Microsoft Excel/Word and analysis and presentation of personnel data

·         Good attention to detail

·         Experience of working in remote field bases with limited infrastructure

Strong customer orientation and ability to work collaboratively with HR colleagues Excellent interpersonal and communication skills

·         Experience in managing HR records i.e. for both paper and electronic systems

·         Good verbal/written communication skills, a clear understanding and awareness of HR processes including the importance of confidentiality.

·         Good facilitation skills and ability to deliver induction briefing/training

·         Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams

·         Experience of a range of assessment techniques (including assessment centers)-

Desirable:

Experience with Odoo payroll system
