Background:
Cooperazione Internazionale (COOPI) is an international Italian NGO established in 1965. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI Sudan started its operation in 2004 and has been primarily implementing emergency, relief and early recovery programs in water hygiene and sanitation, food security and livelihood, nutrition and protection sectors.
COOPI is currently implementing several projects in North Darfur, Kassala and Khartoum in the sectors of WASH, Food Security and Livelihood, Climate Change adaptation, Disaster Risk Reduction (DRR) and Refugee Response.
In Khartoum, COOPI is implementing WASH (Water, Hygiene and Sanitation), Shelter and DRR programming, specifically in the Open Areas in Khartoum state. As such, COOPI is looking for a qualified and competent WASH Coordinator to carry out the assigned activities in the sector.

Duties and responsibilities:

Provide technical expertise for WASH programming in Khartoum

Lead WASH needs assessment, baseline surveys and reviews at community level to determine interventions that are required

Lead the Engineers and WASH Officers in the development of design plans, working drawings, technical specifications and Bill of Quantity
-
Supervise efficiently controlling the quality of work during drilling, rehabilitation of bore holes, construction/installation of water yards and hand pumps, cleaning water drainage systems and other civil works, as well as water quality testing

Lead and coordinator sector-specific resources for WASH, including SOPs, guidelines, monitoring and evaluation tools, ensuring adherence to international and COOPI standards

Contribute to Concept Note and Proposal Development for WASH component

Implementation, Monitoring and Reporting

Oversee and coordinate the WASH components of all project interventions in Khartoum State, in close coordination with the Project Managers
-
Provide leadership and support to WASH Officers and Engineers in the unit, and report to the Project Manager
-
Support the M&E officer in the monitoring and evaluation of project activities including baseline and endline surveys, pre and post surveys, lessons learned, needs assessments and evaluations

Report possible problems or conflicts during the execution of project activities

Community Engagement and Accountability
-
Participate together with the Hygiene Promotors in the establishment, strengthening and capacity building of community-based structures, including WASH committees, through training, sensitization workshops, awareness campaigns and regular follow up

Ensure Accountability to Affected Populations in line with COOPI standards
-
Ensure gender and disability mainstreaming in all WASH activities, with special attention to those who are marginalized and overlooked in community decision making aspects are adequately considered during the planning and implementation process

Conduct participatory monitoring of water and sanitation facilities usage and maintenance with community

Coordination and representation

Participate in meetings with communities, CSOs/CBOs, and local authorities, including the locality and other government stakeholders, when needed and agreed with the project manager/assistant project manager

Collaborate with relevant Internal and External technical experts on issues related to WASH implementation

Represent COOPI at WASH meetings and other relevant technical coordination meetings organized by the WASH partners or state at community level

Minimum Qualification, Skills and Experience Required:
Requirements:

Master’s degree level or equivalent/higher Degree in civil engineering, Natural Resource Management, environmental science, development studies, humanitarian action and/or other relevant fields; qualifications and training on WASH are an asset

At least seven years of relevant professional work experience

Previous experience in carrying out assessments and surveys
-
Previous experience in community engagement and capacity building, conducting trainings and workshops on WASH and crosscutting themes

Strong computer literacy (excel, word), organizational, planning, and report writing skills
-
Experience in the INGO/NGO and humanitarian context

Excellent interpersonal skills
-
Respect to culture, belief of diverse ethnic communities;

Excellent at coordinating a team as well as working independently

Understanding of humanitarian principles and values, including SPHERE

Proficiency in Arabic and English

Salary and Benefit: Gross salary from 900 to 1,100 Euro per month based on qualifications and experience, including benefits required by Sudanese law
