 Duties and responsibilities:

Job Purpose:-

The Area Manager is responsible for the oversight of all CONCERN’s projects in South  Kordofan State; this responsibility covers the operational/support functions (human resources, logistics, finance & administration, and staff safety) and direct programme activities including coordination, programme planning and overseeing the day-to-day operations of senior field staff. In fulfilling these responsibilities the Area Manager will work closely with the Area Coordinator and Programme Director to ensure that the programmes are carried out in line with CONCERN’s policies and procedures.
Main duties and Responsibilities:.

Programme Cycle Management

  • Participate in the finalisation of programme proposal documents, taking a lead on Health, Nutrition, WASH, FSL and Emergency Response activities, including the global proposal, logical frameworks, results frameworks, implementation plans, monitoring and evaluation plans and budget and participate in reviews and revisions as necessary during the life cycle of the programme.
  • Prepare and implement programme activity plans that correspond to the approved donor proposals and budgets and update these on a timely basis.
  • Prepare and share recruitment and procurement plans with HR and Logistics colleagues, and update these on a timely basis.
  • Prepare regular narrative reports on programme activities for internal management purposes and for donors, Dublin etc.
  • Prepare complete, accurate and realistic budgets for donor proposals and as part of Concern’s internal budget procedures, ensuring that all direct and indirect costs are fully and accurately budgeted.
  • Ensure all expenditure is authorized and spent in accordance with Concern’s internal procedures.
  • Ensure the allocated budget is utilized effectively and any necessary adjustments are requested in a timely manner.
  • Monitor monthly management account reports from Finance to ensure that expenditure is being accurately recorded and to avoid any under- or over-spends.
  • Provide monthly reports on expenditure v. budget to the Country Management Team, explaining any variances.
  • Ensure all aspects of South Kordofan programme activities adhere to programme quality standards and policies (PM&E, accountability and mainstreaming) in a coherent and integrated manner.
  • Ensure that the South Kordofan programme activities are accurately reflected in the integrated M&E system, identifying activities to be monitored and data to be collected.
  • Integrate mainstreaming activities (gender, HIV&AIDS, accountability) in the South Kordofan programme.

Capacity Building:

 

  • Design, plan and implement a capacity building plan for all relevant Concern South Kordofan staff on key elements of the different components of the South Kordofan programme.
  • Contribute to the daily capacity building and strengthening of decision making capacities of South Kordofan staff.

Team Management:

  • Line manage all program and system line reports, contributing to their capacity building and career development through technical support and on-the-job training and coaching, including in particular a thorough induction at the start of their contract.
  • Ensure that all department positions have accurate job descriptions and that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work.
  • Ensure that all department staff are aware of and comply with all of Concern’s policies and procedures.
  • Monitor and review performance of all the staff reporting to him/her and hold staff accountable for meeting their success criteria; give corrective feedback where required and take decisive action in the case of poor performance.
  • Ensure that work within the team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.

Representation & Networking:

 

  • Establishing and maintaining strong relationships with peer NGOs, local authorities and communities with which we work.
  • Capacity building and monitoring of local implementing partners.
  • Participate regularly in cluster and other relevant coordination meetings.
  • Share information with other actors (other NGOs, UN agencies, private sector etc) for effective coordination and cooperation.

Other:

  •  Actively participate in collective exercises such as preparation or updates of Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP) and other Concern initiatives.
  • Take active measures to address equality issues, particularly relating to gender, in programme as well as operational activities.
  • Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the organisation.
  • Be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc).
  • Contribute to ongoing security management and planning as necessary.
  • Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
  • Undertake other related duties as may reasonably be assigned by the line manager.

 Minimum Qualification, Skills and Experience Required:

Essential

 

  • Proven experience in program/team management, operations, program implementation, and field coordination including humanitarian emergency response management.
  • Financial, HR and administration management experience with extensive knowledge of budget development/management, logistics management, procurement and resource control.
  • Understanding of HR and administration principles and ethics. Experience with donor funding system such as: UN SHF, ECHO, USAID/OFDA funding, donor rules and regulations will be an added advantage.
  • This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment within limited time.
  • Creativity, flexibility, strong work ethic is required.
  • Demonstrate experience and team building.
  • Master’s degree in a relevant Humanitarian/Development field or Bachelor’s degree with commensurate work experience; technical experience in health, nutrition, WASH, food security and livelihoods, strongly preferred.
  • Minimum of 5 years professional program implementation experience in fragile working environment
  • Excellent interpersonal, communication, and strategic planning skills required.
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently.
  • Excellent time management skills and resourcefulness with strong attention to details.
