 Background:

The National Democratic Institute for International Affairs (NDI) seeks a Parliamentary development specialist to support the development of TLC members and staff technical capacities and to ensure the implementation of activities agreed with the TLC and key partners.

The ideal candidate will have in-depth familiarity with Sudan’s democratic transition. and will provide support to strength the functioning of the TLC, including its Secretariat.

Under the supervision of the Resident Country Director, the Parliamentary Development specialist will be responsible off the following tasks.



 
 Duties and responsibilities:

  • Develop and maintain relationships with TLC.
  • Conduct parliamentary needs assessment.   
  • Support TLC efforts to develop and implement internal and external communication strategies.
  • Provide technical Assistance to develop Parliamentary Procedures.
  • Establish the parliamentary training institute (PTI)
  • support the development of TLC members and staff technical capacities.
  • Provide technical assistance for new technologies to build stronger transparency and accountability and link between parliament and citizens.
  • Other duties as assigned by the Country Director.

 
 Minimum Qualification, Skills and Experience Required:

  • A bachelor’s degree (master’s or higher-level preferred) in a relevant field of study, such as, but not limited to political science, history, conflict studies, international development, peacebuilding, peace and conflict resolution, organizational management, and leadership development.
  • Excellent public-speaking and training skills
  • Excellent communication skills in English and Arabic required (written and verbal)
  • Minimum of three (3) years of project management experience at national or international level.
  • Strong experience in research and policy-level analysis and the design, formulation and coordinating of project activities.
  • Familiarity with the parliamentary reform and good understanding of policy making.
  • Excellent analytical skills ;
  • Experience in cooperation with parliament structures would be an asset.
