Finance Manager

 Background:

The job holder is responsible for all finance functions of the GAH, manages the finance staff and ensures

compliance with GAH procedures and guidelines in relation to all finance functions. The role provides

technical support and leadership to the Finance team in the use of the GAH management system and provide guidance in preparing reports and managing transactions in the system.

The responsibility for financial management in GAH lies with the Board of Directors, the General Manger, and the Finance Function. the function of Financial Management is include Planning(Business planning, budgeting, forecasting and capital budgeting), Control( accounting, financial and compliance reporting, procurement and general financial administration such as payroll and financial analysis) and Stakeholder’s relations(communications with all stakeholders, such as the monthly, quarterly and annual report)The Finance Manager will work Under the overall guidance of the General Manager and the direct supervision of country director.



 
 Duties and responsibilities:

Financial Management

  • Ensure compliance with GAH financial procedures with the government legislation and donor guidelines and procedures.
  • Work in improving of structures, systems and routines in Finance that enhances the effectiveness and efficiency of GAH program implementation in general.
  • Develop the GAH annual budget in collaboration with the Budget Committee and Participate in the preparation of budgets for new project proposals in close collaboration with the Senior Management Team, CD/PMs and Grants Manager.
  • Responsibly of maintaining efficient controlling mechanisms within the finance function and contribute the development of GAH Financial plans and according to GAH financial Policies and guidelines that will ensure the GAH staff adhere to plans and monitor results against expected outcomes and indicators.
  • Perform site visits to provide financial control, field finance oversight and staff training.
  •  Verify of documents submitted for payment and providing budget codes for Operation costs.
  • Ensure accuracy and timeliness of data entered GAH Management System (GAHMS) and that all expenses are
  • in accordance with the donor budgets.
  • High quality and timely reporting to donors, headquarter etc.
  • In line with GAHs policy maintenance transparent and consequent cost allocation system for shared costs.
  • Ensure that donor budgets are fully utilized.
  • Control of cash holdings and cash flow.
  •  Prepare GAH financial statements; Statement of Financial Position, Income Statement; and
  •  Review all receipts and disbursements.
  • Review the payroll.
  • Maintain and reconciles the general ledger monthly.
  • Overseas the petty cash float.
  • Overseas the fixed assets register.
  • Liaise with the internal and external auditors.

People Management.

 Lead and manage the Finance team.

 Provide functional guidance to the Finance teams in HQ and field offices.

 Participate in the recruitment of key Finance staff in the HQ and field offices.

 Work to build the capacity of finance staff (HQ and field offices) through frequent in-service training sessions and mentoring support.

 On-going training and support to Finance team and relevant project managers.

GAH Management System (GAHMS)

  • Leading the implementation of all finance functionalities in the GAHMS, including Expense reports, cash advances, PO and cost invoice functionality in addition to the standard ones.
  • Ensure GAHMS Finance and project functionality is properly used by relevant staff according to their rights.
  • Organize and train on GAHMS Finance and projects functionality in the HQ and field offices.
  • Act as Heavy User for most of the Projects & Finance functionality.

 
 Minimum Qualification, Skills and Experience Required:

Experience and technical competencies:

  • At least five years progressive financial management experience in a complex, dynamic environment such as a nonprofit organization with operating budgets, diverse funding streams, and substantial financial and material assets.
  • Proven Management and supervision skills, team leading and proven commitment to accountability practices.
  • Strong analytical and conceptual skills, Strong grants management, financial and audit experience.
  • Knowledge of major donors’ regulations including UN system and INGO procedures is a plus.
  • Knowledge of financial systems software, computer skills in QuickBooks, Excel, Word, etc.
  • Ability to communicate and interact well with people of different educational, linguistic, cultural, and socio-economic backgrounds.

Education:

Master’s degree in finance or Accounting or final certification in CPA or ACCA with at least 5 years work

experience in finance or accounting.

Languages: (indicate fluency level):

 Fluency in English and Arabic is required.
