 Supervisor: Senior Health Officer

 Background:

SUMMARY:

Under the managerial and technical supervision of the Senior Health Officer, the Medical officer will have overall responsibility to support quality implementation of health care services in RI program in Blue Nile state.  S/he ensures clinical protocols/ guidelines are followed by clinicians at the HF Level and holds weekly and monthly meeting with all clinic staffs to identify gaps in activities implementation, motivates and inspires staff in the clinics.  Medical Officer supports Snr Health Officer in the day to day administrative running of Health program. Medical Officer directly supervises the Medical assistants in RI supported rural clinics in all aspects of health programming and quality assurance for service delivery; supports clinical doctors when deemed necessary. S/he ensures clinical aspects of the health program meet RI and International standards and Sudan Ministry of Health’s Minimal Package of Primary Health Care implementation protocols.



 
 Duties and responsibilities:

ESSENTIAL JOB FUNCTIONS

Under the supervision of the Snr Health Officer, the Medical Officer will:

 

Activity implementation

  • Ensure that activities in the detailed implementation plan/work plan are implemented in line with the budget and in coordination with SMOH
  • Raises Purchase Request (PR) for activities and follow up with other members of the team to ensure timely approvals
  • Ensure that RI supported HFs are operational and delivering quality services
  • Works with Pharmacy doctor to ensure that there is no stock out in RI supported HFs
  • Report any challenges observed to Snr Health Officer

 

Conduct service quality monitoring and data collection:

  • Conduct regular visits to health facilities at the field level to monitor program implementation and quality of services provided in the HF
  • Provide supportive supervision to medical assistants and heath cadres at the field level to build capacity and ensure quality service delivery
  • Review and verify the completion of monthly data entry from the HFs as presented by the HIS Officer for submission to Khartoum.
  • Ensure all MOH and WHO guidelines and protocols are being followed in managing patients.

 

 

 

Reporting:

  • Prepare reports of all activities implemented and monitoring visits conducted and share with Snr Health Officer and HIS officer
  • Review data/ information for health related to donor reports in close coordination with field teams.
  • Support the health team to deliver weekly/bi-weekly updates in a timely manner.

 

Contribute to activity design

  • Contribute to the planning and implementation of health education and hygiene promotion messages.
  • Ensure health activities are implemented at field level as per project work plan
  • As necessary, contribute to activity planning and design for upcoming project proposals

 

Other duties as assigned by the supervisor or Snr Health Manager or Area Manager.


 
 Minimum Qualification, Skills and Experience Required:

  • Medical doctor, degree in Medicine (MBBS, MBCHB) from an accredited University, with a Master’s degree in Public health or other related health discipline, would be an advantage.
  • Minimum of 3 years working in the implementation of primary health care/public health programs at field level; At least 1 year working with NGOs or international organizations in the provision of curative and preventative services
  • Ability to implement effective projects with sometimes limited resources, to get things done and deliver results
  • Familiarity with humanitarian principles, accountability standards and other international quality assurance mechanisms, including Sphere, Red Cross Code of Conduct, Humanitarian Accountability Partnership, Do No Harm, People in Aid Code of Good Practice, etc.
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
  • Working knowledge of English, with the ability to write in both English and Arabic languages.
  • Strong communication, management, problem solving and capacity building (coaching) skills
