 Duties and responsibilities:

 

  1. Responsibilities and Related Tasks:

Under the supervision of the Field Coordinator, the Deputy Field Coordinator ensures the good functioning of all support activities at base level.

The Deputy Filed Coordinator also assists the Field Coordinator in his/ her daily tasks.

 

In particular, he/she is responsible for:

Accountancy and Finance:

  • Ensure that finance procedures are respected
  • Manage accountancy at base level and ensure functioning of the office
  • Ensure communication with Khartoum’s Finance team

à Related tasks

  • Ensure good communication about financial and logistics internal procedures.
  • Update and follow accountancy through our internal procedures;
  • Ensure timely payments in coordination with relevant departments;
  • Manage cash for the functioning of the office with support of Field Coordinator
  • Ensure that all the needed documents concerning finance are checked and sent to Khartoum Finance Department.

 

Administration, Human Resources:

  • In collaboration with Field Coordinator, ensure that administrative and HR procedures are followed.
  • Ensure communication with Khartoum’s HR team.

à Related tasks

  • Ensure good communication about HR internal procedures & regulations and ensure that Sudanese laws and regulations are followed
  • Prepare and update all HR related files (data salary, travel allowance, daily worker follow-up);
  • Set up, manage and maintain personal folders for National Staff (leave requests, absences related documents and leave requests sick report, scratch card follow-up, valid ID card, etc.)
  • Follow the recruitment procedures at field level with the support the Field Coordinator
  • Communicate needed HR information’s and documents to Khartoum’s HR Department.

 

Support of Logistic Department:

  • Ensure that logistic procedures are followed.
  • Ensure the supervision of the Logistic Supervisor.
  • Follow up with the logistic team the procurement process and make sure all PSR closed before end of the each project.

  • Ensure good communication about Logistics internal procedures.
  • Check, revise and follow up of all logistic tools.
  • Provide coverage of tasks of the logistic supervisor should he be absent.

 

Internal and external coordination:

  • Ensure good collaboration & coordination between all department at base level and with general administration at Khartoum level
  • Assists the Field Coordinator in his/ her tasks of internal communication and reporting

à Related tasks

  • Report any specific problem (HR, logistic, field issues…) to the Field Coordinator and Khartoum team;
  • Support the Field coordinator if needed in the follow-up of activities, making sure that the teams have sufficient means in order to manage their duties;
  • Support the Field Coordinator if needed in reporting of meetings, weekly and monthly report;
  • Support the team if needed in terms of analysis of activities.
  • Replace the Field coordinator when he is on leave and insure the coordination between TGH and the community and local authority; and the good implementation of activities.
  • Replace the field coordinator when he is on leave in all external meetings with OCHA, HAC, and ES&NFI, INGOs forum, UNDSS, RRR, AISCG, authoring and other sectors.
  • Build good relations with stakeholders and represent TGH if field coordinator is absent or delegates task to DFCO.  
  • Update the population movement tools and share with program team.
  • Support program team in the HAC annual evaluation and quarterly report.
  • In coordination with the Field Coordinator, represent TGH when donors have field mission to TGH projects.

 

Security:

 

May lead to during the absence of the Field coordinator:

  • Conduct security assessment to area of implementation before deployment of staff to field
  • Get security clearance form local authority prior to go to the field
  • Send mission tracking sheet to person who is in charge of security validation prior 24 hours to go to the field.
  • Manage general security situation assessment and report head of mission with the field coordinator.
  • Report any security incident when it happened, first report to TGH security focal point HoM or any other person delegated by HoM.
  • Report incident report to UNDSS and WFP radio room.
  • Ensure that team have all communication means before move to the field.

 

Follow up programs activities:

 

  • Follow up of program activities is led by the Field Coordinator, the Deputy Field Coordinator supports these tasks and acts for the Field Coordinator if he is not present.
  • Meeting with  local community and leaders of returnees before implementing activities to inform them about assessment, verification, or in case of distribution to inform them together with beneficiaries, day of distribution, type of items to be distributed, quantity per HH, determined distribution, submit distribution to affected communities leaders,
  • Carry out NFI need assessment, verification, distribution and reporting
  • Implement shelter’s need assessment, verification, and distribution and report to programme manager, Head of Programs or Head of mission (as previously agreed before project implementation).
  • Conduct education need assessment, education kits distribution, and collection of student’s attendance each month and report to programme manager.
  • Implement intention survey, NFI fair distribution and report to programme manager
  • Conduct post distribution monitoring after each NFI distributed and report to Programme manager or Head of mission online.
  • Population movement follow up and send report to programme manage.
  • Collect pupil’s attendance each month and send report to programme Manager.
  • Any other task related to programs that may require support from the Deputy Field Coordinator, upon request of the Head of Programs or Head of WASH Programs.

 

Capacity-building

  • Participate actively in the training activities and share new skills and knowledge with his/ her team
  • Inform the Base Manager and the Capacity-building Coordinator about any training opportunities available either in the location of his/ her  base or elsewhere in Sudan, and about any training need identified among the staff
  • Co-operate in the supervision of partner organizations according to the content of partnership agreement

 

NB: Any other tasks may be required for the running of the base and the projects


 
 Minimum Qualification, Skills and Experience Required:

 

  1. Required Knowledge, Skills and Personal Features: 
  1. BSC degree in relevant field.
  2. At least 3 years of experience in the same field.
  3. Previous experience in Humanitarian field will be an asset.
  4. Humanitarian values
  5. knowledge in logistics, finance and administration
  6. Good Project and team management skills
  7. Excellent computer skills (Excel, Word, Outlook, Internet)
  8. Excellent spoken and written English and Arabic
  9. Pro-activity
  10. Aptitude to work in insecure environment
  11. Previous working experience in NGO highly appreciated
  12. Middle diploma required
  13. Personal features : Human quality (calm, diplomacy, self-control, respect of values and cultural differences), Flexibility and pragmatism, rigor and team spirit
