 Duty Station: Eastern Sudan Area Coordination, Gedaref (main) and Kassala States, with extended travel in different localities of both States or in other States for short missions.

 Background:

Cooperazione Internazionale (COOPI) is an international Italian NGO established in 1965. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI Sudan started its operation in 2004 and has been primarily implementing emergency, relief and early recovery programs in water hygiene and sanitation, food security and livelihood, nutrition and protection sectors.

COOPI is currently implementing several projects in East Sudan (Kassala and Gedaref States) supporting Refugees and Host communities mainly in the WASH sector.

 

Under the framework of on-going projects, COOPI is looking for qualified and competent Water Engineer



 
 Duties and responsibilities:

  • Support the development or rehabilitation of water supply infrastructures and ensure delivery of facilities in a timely manner and on budget;
  • Provide technical support in the management and supervision of water system development – rehabilitation works, construction, and installation of distribution networks;
  • Ensure Project implementation plan are developed, followed up on, and completed in a timely fashion to keep activities on track;
  • Support and participate in WASH technical assessments as directed by the PM;
  • Engage and participate in sector coordination meetings and working groups to provide regular updates on progress of activities;
  • Develop facilities management and maintenance plans in collaboration relevant stakeholders to enhance equitable access and use of facilities;
  • Ensure all operations adhere to national laws, guidelines and regulations of camp and humanitarian authorities;
  • Support other COOPI staff members in the realization of procurements and procedures realtated to the realization of WASH infrastructure

 

 

Quality assurance

  • Ensure appropriate participation and contribution of key stakeholders (communities/local administration, partners UN and I/NGO agencies) in the process of water supply systems development to enhance equitable access to safe clean water at inception;
  • Ensure water supply systems are developed to the highest quality standards; general work site and safety measures maintained and are in place at all times, procedural and regulatory requirements are followed and adhered to through the process of activity implementation;
  • Water Quality Testing; Ensure WQT protocols are adherent to guidelines, properly filed, and appropriately corrected if needed;
  • Document and report any discrepancy/anomaly, including repairs needed in the water system, and material/tools needed for the program activities file reports, and ensure the supply of clean safe water at all times;
  • Follow up on local contractual engagements, to ensure activities are carried out as per required standards;
  • Provide regular project up-dates and reports to line manager to ensure activities are on schedules as planned;
  • In coordination with M&E, develop and support a water use monitoring system to measure project indicators.

 

Supervisory responsibilities

The position works in consolidation with the Project Manager, the field coordinator and with the civil engineer, and directly supervises activities of WASH field officers.


 
 Minimum Qualification, Skills and Experience Required:

Qualification and Experience

  • Master’s degree level or equivalent/higher Degree Water Resources Engineering, or Geology field related to Water;
  • Preferably additional training courses (with certification) specific to Program Management or humanitarian intervention strongly preferred;
  • Minimum 3 years relevant working experience in a WASH management; supervisory capacity required;
  • Strong computer literacy (excel, word), organizational, planning, and report writing skills
  • Experience in the INGO/NGO and humanitarian context.
