 Background:

The Assistant Civil Engineer will work under the direct supervision of the Field Officer and receiving technical support from UNHCR engineer at Country Office level. His/her functions will entail physical planning of camps, shelter, infrastructures and monitoring WASH activities implemented by implementing partners and host communities within and outside the camps. The incumbent will keep frequent internal contact with other UNHCR staff members to exchange information and with the external contacts generally with local authorities, development actors, UN agencies, operational partners, leaders of the refugee community, host communities and implementing partners (IPs) on routine subject matters under the direction of the supervisor. The incumbent will assist in the management of activities pertaining to the acquisition and management of administrative (office) premises in all UNHCR operations. She/he is responsible to maintain up to date data in premises database by means of collecting, recording and analyzing data. The incumbent will assist in the provision of technical and specialized guidance and support to the implementation of civil engineering activities of UNHCR operations in accordance with the prevailing rules and regulations. Furthermore, the incumbent contributes with technical inputs to the development, updating and dissemination of technical guidance documents. Finally, the incumbent is responsible to maintain hard and soft copy of project and technical documentation and will have contacts with UNHCR staff, technical counterparts in other UN agencies, commercial service providers, etc. on relevant subject matters in close coordination with the direct supervisor.  Duties and responsibilities:

Accountability

 

  • UNHCR's country operation has sufficient support in the field of site planning and thus better able to meet the needs of persons of concern.
  • UNHCR operations have unimpeded access at all times to quality engineering expertise and project management support services.
  •  UNHCR is able to adequately implement and account for investments made in respect of acquisition and management of properties including office premises, staff accommodation, etc
  • UNHCR has up to date property management records.

 

Responsibility

 

  • Support the preparation of plans and specifications for office premises, staff accommodation and any land and buildings projects according to operational needs.
  • Provide civil engineering advice and technical support for management of office buildings including support for tendering processes as well as development of service contracts.
  • Conduct regular periodic physical verification and report of UNHCR land and buildings (infrastructure development) and their status.
  • In cooperation with relevant technical units and departments formulate proposals for disposal of premises and/or support identification, selection and alteration of new buildings/ premises.
  •  Assist in the selection of engineering / construction consultants and contractors.
  • Support finding civil engineering solutions to buildings/ office premises construction projects and provide feedback to Engineering Service Requests (ESR) from UNHCR operations.
  • Ensure timely delivery of civil engineering projects, according to "best practices" and prevailing UNHCR rules and regulations.
  • Guide and support maintenance of premises database and other records on civil engineering activities.
  • Analyze relevant data and draft status reports and updates.
  • Draft quotation requests and/or tenders and assist in the evaluation of offers and proposals as well as assist in provision of technical clearance for awarding contracts.
  • Monitor and support the implementation of office premises projects.
  • Provide technical support to the management of assets (land & buildings) to AFS and AMU.
  • Analyze and report on the quality of services delivered by contractors in relation to premises projects with reference to contractual quality standards.
  • Ensure coordination of project activities between communities, partners, local authorities and development actors in the region.
  • Any other duties as required.

 

 

Authority

 

  • Support identification and selection of vendors for designing construction, renovation and leasing of premises.
  • Develop delivery schedules for the acquisition of premises (purchase and/or lease) in timely and cost-effective manner.
  • In consultations with the supervisor and other technical departments, provide civil engineering advice and support to UNHCR operations implementing construction projects for office premises.
  • Collect and analyze data relating to civil engineering projects in close cooperation with UNHCR offices and technical units at HQs.

 

 


 
 Minimum Qualification, Skills and Experience Required:

(ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

 

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNHCR Assistant Civil Engineer must hold a University degree in Civil Engineering or Architecture.
  • At least two years of previous relevant professional job experience with special reference to documented construction supervision.
  • Good working knowledge of the following software: AutoCAD (2D), Microsoft Project, MS Office.
  • Fluency in English language, knowledge of local language and institutions.
  • Experience in all disciplines of civil engineering, rural settlement development, emergency management and environmental planning, and ability making the linkages to rehabilitation and development programmes.
  • Previous professional experience in the areas of rural development, natural resources and environmental management.
  • Familiarity with and Field exposure to UNHCR programme planning and implementation and on humanitarian operations.
  • Proficiency in another UN language.
