 Background:

Job creation and vocational qualifications are key to Europe and Germany’s development cooperation with Sudan. In 2019, Germany’s Federal Ministry of Economic Cooperation and Development (BMZ) commissioned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to implement the “Employment Initiative Khartoum: Perspectives for the Future for Refugees and Host Communities”. Co-funded by the European Union since July 2021, the initiative works to enable the private sector, vocational training institutions and entrepreneurs to create a better future for refugees and local communities in Khartoum by helping to improve employment conditions for these target groups. The programme therefore runs various measures for vocational qualification, employment promotion and information management.  

  

Employment is essential to improving the livelihood of refugees and local communities in Khartoum. Young people and adults often lack the necessary skills to gain employment, while adequate qualification measures are scarce. Micro, small and medium-sized enterprises rarely offer new jobs. At the same time, larger enterprises cannot fill vacancies for lack of a skilled workforce. The potential of successful self-employment remains idle and untapped to its full extent, a discrepancy the local labour market is currently unable to address. A lack of offers for qualification measures and advisory services hinders improving inadequate employment conditions for refugees and host communities (core issue). Among the various possibilities for sustainable development, start-ups are a promising trend in a country with a demographic comparable to Sudan’s. They require the right ecosystem to flourish and grow the private sector so it can offer jobs for many more people.  

  

Co-funded by the European Union and the German government, the Employment Initiative Khartoum promotes cooperation between the Sudanese government, vocational training institutions and the private sector (in an integrated approach). The aim is to encourage market-oriented education and develop a skilled labour force for the market. The initiative works with various levels of cooperation, focusing on organisations and individuals. To improve access to practically oriented vocational education and employment, the project approach also includes measures for strengthening government institutions, business development services, and civil society organisations. As a basis for expansion of the private sector and a thriving start-up ecosystem, the programme works to create opportunities for entrepreneurs so they can build business ideas, launch them and get financing and investments. Furthermore, small businesses can qualify to receive training, mentoring and coaching through a pool of trainers, providing further training measures to male and female entrepreneurs. To generate awareness of the measures, address the right target groups and help both job seekers and budding entrepreneurs find orientation, an online platform will complement the above measures and improve access to information on business establishment and employment.



 
 Duties and responsibilities:

  1. Responsibilities

The position holder acts as technical advisor to the infrastructure rehabilitation of vocational education institutions. The technical expertise will focus on assessing, supervising and managing the rehabilitation of selected vocational training centres. 

They will coordinate the project activities in line with the partners and the project team.  

 

 

  1. Tasks
  1. Coordination and Management
  • Participating in project planning, management, monitoring, evaluation, communication and documentation of rehabilitation works in vocational education institutions 
  • Coordinate implementing companies in order to meet deadlines and quality standards 
  • Monitor and document project progress and the activities of the construction or rehabilitation works; 
  • Review reports, technical design documents and documents on the project progress, identify bottlenecks and recommend alternative options; 
  • Participating in the preparation of “Terms of Reference” and in the tendering process 
  • Plan, design, coordinate and conduct meetings with project partners, consultants and contractors, support site visits; 
  • Contribute to the Monitoring and Evaluation of the project; 
  • Participate in the development of ready-to-use strategies and technical concepts, including guidelines, manuals and procedures 

 

  1. Advisory and Supervision
  • Engage in architectural/engineering consultations to design, tender and supervise design and construction activities based on GIZ and local Standards; 
  • Manage, direct and monitor progress during each phase of construction work and ensure the project runs smoothly and structures are completed within budget, quality and on time; 
  • Ensure efficient, traceable and transparent conduct of all construction activities, procurement, supervision, time and financial monitoring and control; 
  • Project feasibility assessment by assessing materials, costs and time requirements;   
  • Ensure quality of all material used according to detailed Bills of Quantity; 
  • Make sure the project complies with legal requirements of local authorities and GIZ; 
  • Maintain and monitor project plans, project schedules, work hours, budgets and expenditures;  
  • Ensure all necessary plans, specifications, permissions and contracts are in place prior to commencement of construction activities based in GIZ and local standards 
  • Participate in Negotiations with authorities and public supply/disposal companies to obtain all required permissions as well as elaborating, compiling and submitting of the required documents; 
  • Prepare and participate at official contractual steps of project implementation (site handing over; taking over and official handing over); 
  • Participate in regular meetings with partners and contractors and contribute to quality assurance of the projects; 
  • Supervise engineering and construction contractors and conduction of site inspections to assure quality control, identification of construction defects and ensure the remedy of defects by responsible contractor; 
  • Provide support and guidance to contractors and assist in resolving site problems as necessary. 
  • Participate in the claim management; 
  • Ensure all documentation is maintained appropriately for the projects; 
  • Prepare on a weekly basis progress reports for the International Advisor or Line Manager. 
  • Ensure that Health, Safety and Environmental requirements are followed at all stage of the project.
  • Performance of additional duties and tasks at the request of international advisor or line manager which lay in the framework of the expert’s professional qualification;

 
 Minimum Qualification, Skills and Experience Required:

  1. Qualification
  • University degree (at least Master or equivalent) in Civil Engineering or Architecture; 
  • A bachelor’s degree in combination with relevant years of experience may be accepted in lieu of master’s degree.  

 

  1. Professional Experience
  • 10+ years professional experience on site in reputable company of the sector 
  • Experience in evaluating and supervising construction work 
  • Experience in tender and procurement management; establishing of Terms of Reference and/or Bill of Quantities 
  • Experience in working with international organizations is an asset 
  • Sound experience in project management of construction projects 

 

  1. Other Knowledge, Competencies
  • Excellent knowledge of the construction sector and relevant stakeholders of the sector 
  • Patient and good follow-up ability, with a creative outlook toward problem solving 
  • Ability to organize own work, set priorities and meet critical deadlines and interact effectively with co-workers and project colleagues 
  • Ability to work independently under broad supervision 
  • Strong negotiating and diplomatic skills 
  • Strong client relationship management skills and ability to establish strong credibility 
  • Ability to work effectively in teams, communicate ideas clearly and confidently, articulate issues and recommend solutions 
  • Proactive work ethic and ability to handle confidential matters with the utmost professionalism 
  • Willingness to spend time on the construction site 
  • Very good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office) 
  • Excellent English and Arabic communication skills and the ability to work with a wide range of people
