 Background:

Job Summary:

Under the direct supervision of the Program Manager, the Senior Health officer (medical doctor) will be in charge of CARE’s Primary Health CARE service provision including community outreach activities in East Darfur State by working together with other health and nutrition officers. S/he will implement and monitor activities in an evidence-informed, timely and efficient manner with respect to Maternal, newborn health interventions. Coordinate the implementation of activities under with the main focus on prevention through social behavior change activities, use of low cost and high impact interventions. Identifying opportunities, synergies with community-focused interventions and ensuring no duplication with other initiatives. Facilitate trainings on these subjects and develops monitoring plans of activities. S/he is responsible for providing guidelines, technical support and strategic direction to other Health staffs under his/her supervision, seconded staffs from the ministry of health and partner field officers/assistants. Carry out regular monitoring visits and spot checks of the range of activities such as community activities including supportive-supervision visits, training, workshops, etc. Conduct household monitoring and integrate with other health interventions where possible. Verify documents/ reports submitted against actual activities. The Officer will assume overall responsibility for health related reporting requirements and ensuring that the program’s Health Information System (HIS system) is accurate and meets the reporting needs. This project will be implemented in close coordination with Ministry of Health (MOH), WHO, UNICEF, WFP, Mubadiroon and other health and nutrition implementing partners. Therefore, the incumbent is expected to have high team work and coordination spirit. The project also requires extensive field visits, more than 75% of the time.

  1. Implementing CARE’s Health and Nutrition activities (35%)
  • Work closely with the Program Manager, other team members, SMOH and partner organizations to achieve program objectives and targets effectively and efficiently.
  • Help with activity verification and monitoring (stock and program quality) at supported facilities to ensure smooth, high-quality program implementation
  • Lead in the establishment and trainings of care groups for the promotion of health and nutrition behaviors indicated in the design document
  • Facilitate coordination meetings, advocacy meetings and awareness raising sessions at the community level, together with community health promoters, mother support groups and other volunteers
  • Participate in conducting situational analysis and other M&E activities as necessary under the guidance of the Program Manager and other relevant staffs
  • Collect and compile project data regularly to submit to the Program Manager and Health and Nutrition Advisor, including case studies, success stories and photographs of facilities
  • Improve the quality of primary health care (PHC) and Nutrition services delivered at supported facilities throughout the project areas through priority setting, on-job training, and continuous monitoring
  • Ensure diagnosis and treatment of patients is based on standard procedures (national and international guidelines)
  • Ensure program targets are met using indicator / activity tracking table
  • Ensure the community based activities such as EPI, nutrition screening, health education and defaulter tracing are done properly and meet different standards including CMAM
  • Actively participate in the identification and management of any disaster or epidemics
  • Build the capacity of national staffs through proper coaching and training
  • Prepare weekly, monthly and annual work plans for grants include donor reports
  • Provide inputs for donor requirements for data collection, proposal development and reporting for health and nutrition grants in East Darfur
  • Organize activities to promote good health with emphasis on reproductive health, Mother to child Health Care, expanded immunization program including Infant and Young Child Feeding Practices in the community.
  • Assist health team in developing behavior change communication strategies.
  • Organize training for health committees and Active Case finders based on capacity Building assessment.
  • Serve as a liaison between communities and State Ministry of Health (SMoH) and CARE
  1. Drugs & Medical Supplies Management (10%)
  • Use the Essential Drug List (EDL) according to the National & international standards, in terms of the generic names or INNs for drug management.
  • Ensure that stock registers, indent preparation, and other formats are available with all CIS supported clinics
  • Arrange drugs, medical supplies and equipment in the ware house and pharmacy, ensuring that items are stored in a proper way in terms of space, temperature, humidity and sun protection
  • Receive procured and donated drugs, medical supplies and equipment, including delivery kits, ensuring checking and documenting names and quantities (items and quantities against way bill) and expiry dates of supplies, and reporting any inconsistencies to the office
  • Supply the clinic pharmacies with the required items and quantities based on accessibility and seasonality
  • Monitor and document the expiry date and take appropriate measures
  • Identify and list expired medicines for the disposal according to MoH regulations, ensuring safe storage until the disposal
  • Entry statistical data on a routine basis (manually / computerized) according to standard procedures, e.g., weekly pharmacy exit reports; monthly inventory report.
  • Prepare partial and complete inventories according to the implemented inventory control system
  • Prepare weekly / monthly consumption reports and ensure that all CIS supported clinics prepare and submit weekly / monthly usage reports
  • Plan procurements based on utilization reports
  1. Coordination (10%)

 

  • Ensure the Health and Nutrition projects are implemented integrated with other CARE projects
  • Develop, maintain and enhance CARE’s relationships with SMOH, UNICEF, WFP, WHO, UNFPA and other relevant partners for a better and sustainable project implementation
  • Coordinate CARE’s daily health and nutrition activities implementation with trained the different community volunteers (nutrition volunteers, health workers, mother support groups, fathers group, etc.) and community leaders to gain full support in the implementation of health and nutrition activities.
  • Support medical assistants and community health workers in identifying targets in communities for health education sessions.
  • Organize campaigns and sensitization to promote good health in communities
  • Prepare progress reports to be shared with local government and other relevant stakeholder by the Team Leader
  • Capacity building of local MOH and partner staffs on different health and nutrition initiatives 
  • Builds and maintain effective relationships, with your team, colleagues, members and external partners and supporters
  • Participate in conducting situational analysis and other M&E activities as necessary under the guidance of the Program Manager and the Health and Nutrition Advisor
  • Attend external meetings if/when assigned to represent CARE

 

  1. Supervision (10%)
  • Supervise the seconded staffs working at the different health and nutrition facilities including the stabilization center  
  • Supervise the local health and nutrition partners working in the targeted areas
  1. Assessment (10%)

 

  • In collaboration with other team members, the incumbent undertakes detail project specific need assessments, prepares reports and analyses, budget estimates in response to emerging emergencies throughout the state and forward to supervisor for review
  • Collect data and maintain records related to camp/host community health and nutrition situations
  • In coordination with community volunteers, collect health and nutrition data to identify gaps
  1. M&E and reporting (10%)

 

  • Assist health team in developing health information system to track progress on community mobilization activities.
  • Pay regular visit to CIS supported clinic pharmacies to oversee the storing, management, record keeping, including in-out records, preparation of consumption and indent reports
  • Check if any medicines are expiring soon and advise appropriate measures
  • Motivate and supervise clinic staff to comply with standard procedures
  • Organize orientation and / or training for CIS supported clinic pharmacy staff on identified areas
  • Document the visit findings and observations, and communicate with supervisor and senior management
  • Monitor the performance of local partners involved in the implementation in the health and nutrition activities and report to the Team Leader
  • Submit monthly reports
  • Participate in overall health and nutrition sector planning, review and development
  • Ensure all work is carried out as per the community needs and project standards
  • Participate in project appraisals, reviews and evaluation
  • Report areas of concern to the Program Manager immediately
  1. Contribute to the Success of CIS Partnership Approach (5%)
  • Coordinate with Partners, NNGOs, CBOs, etc.
  • Support partners in monitoring and reporting of Health and Nutrition activities  
  1. Uphold CARE´s values and contribute to the CO shared priorities (5%)
  • Follow of the CIS Safety and Security Management Plan (SSMP) and comply with it at all times

III. Authority:

  • Reports to the Program Manager.
  • Supervises – seconded staffs from the ministry of health (MOH) and works closely with community based volunteers.

 

IV. Contacts and Key Relationships:

  • Works closely with the other Health and Nutrition and WASH staffs, SMOH, local partners and other actors in the target areas.

 

V. Working Conditions:

  • As stated in the terms of contract and the CI Switzerland HR manual. The position is based in Ed Daein with frequent travel within the State including overnight stays.


 


 
 Minimum Qualification, Skills and Experience Required:

  • A University degree in medicine
  • Current state medical license
  • Board certification in emergency medicine or family medicine is an asset
  • Previous clinical experience as a primary care provider preferred
  • Minimum of 2 years’ relevant experience in implementing primary health care services with INGOs or NGOs in humanitarian sector
  • Demonstrate analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities
  • Able to offer methodical care to patients both at short stay and in out-patient clinics by using appropriate devices like blood-pressure monitors and stethoscopes.
  • Good knowledge in monitoring and has ability to compile and prepare reports. 
  • Strong communication & interpersonal skills; comfortable engaging in dialogue with a range of actors including communities leaders and other community structures, government departments, local authorities, CBOs and other NGOs.
  • Good communication skills (verbal and written) in both Arabic and English; Ability to write reports in both English and Arabic
  • Good team player, flexible and capable of working with a multi-national Sub Office and Country team
  • Ability and willingness to travel to locations outside base station to program operational areas and live in sometime basic conditions.
  • Excellent computer skills – Microsoft word, power point and excel
  • Experience in engaging the community and community mobilization
  • Ability to work with minimum supervision.
  • Willing to work with the disadvantaged / vulnerable people under stress and in difficult situation
  • Fluent in both Arabic and English languages in order to write reports and translate documents
