Chemonics International is hiring for a new USAID program that aims to support civil society organizations and independent media to advance key transition priorities. The implementation of this program requires a highly integrated and dynamic team approach to creative, coordinated, and effective program implementation in order to meet the program’s objectives.

 Background:

The USAID/Office of Transition Initiatives (OTI) Transition to New Sudan (TNS) program aims to support the consolidation of Sudan’s democratic transformation through activities that 1. enable the civilian-led government to demonstrate progress on key transition processes; 2. strengthen civic engagement; and 3. expand independent media. The HR Officer will report directly to the HR Manager or their designee and will work closely with the HR Assistant and the Deputy Chief of Party - Operations to support recruitment and HR related activities to achieve TNS objectives.
 


 
 Duties and responsibilities:

Supports the recruitment and onboarding of all long-term and local national staff.
Responsible for all project HR files and procedures. 
Ensures compliance with all applicable local labor laws and regulations. Ensures compliance with Chemonics HR policies and procedures. 
In coordination with the DCOP-operations, serves as project liaison with home office HR team.
Maintains apprised of all HR-related developments in Sudan, including changes in circulars and labor laws. 
Continually updates and audits HR files; addresses all HR inquiries emerging from office personnel. 
In consultation with COP and Office Business Conduct, ensures any matters that require formal investigation or suitable escalation are addressed in timely manner and with expediency. 
In consultation with Finance department, supports the daily management of all mandated and supplemental pay-related allowances, tax matters, and other payroll and HR deduction matters
Directs and collects employee endorsement of all applicable policy, manuals, and other informational resources; ensures wide understanding and dissemination of HR policy across program staff.
Collects timesheets on a monthly basis, ensuring all supervisor approvals are received in a timely manner.
 

 
 Minimum Qualification, Skills and Experience Required:

Bachelor’s degree required in management, HR/Human Capital Management, administration, business management, or a related field
At least three years of relevant HR and personnel administration experience is required
Knowledge of HR and local labor law is required, as well as general HR/administration best practices in Sudan
Fluency in written and oral Arabic required. Strong English-language abilities required
