 Background:

Job Summary:

 

The Health and Nutrition Program Manager will be responsible for over- all management of nutrition program and projects in East Darfur State. S/H will be responsible for planning, coordination, implementation, monitoring, evaluation and reporting of all nutrition program and projects in all localities. Also S/H has to ensure program objectives are met on effective and efficient manner. The Health and Nutrition Program Manager is responsible for providing guidelines, technical support and strategic direction to nutrition officers, assistants and partner organizations. The Health and Nutrition Program Manager will assume overall responsibility for nutrition related reporting requirements and ensuring that the program’s Nutrition Information System (NIS system) is accurate and meets the reporting needs. The program manager will have strong analytical skills, and s/he will suggest practical strategies for responding to changes in the operating environment as well as maintaining a focus on longer term objectives. S/he will be an active member of CARE Country Office Extended Senior Management Team and will be required to contribute to Country program strategies. S/H will be required to make regular monitoring efforts and periodic visits to field sites and program locations and provide advice and support to program staff. S/he will represent CARE at nutrition sector meetings and other key stakeholders’ meetings/events at the state/localities level.



 
 Duties and responsibilities:

Responsibilities / Percentage of time

Tasks

  1. Establish and manage the overall health and nutrition program in East Darfur (20%)
  1. Support program development and coherence across field sites, in line with donor proposals, the country strategic plan, and in close coordination with the Head of Program and Operations (HoPO) and Deputy Country Director – Program (DCD-P)
  2. Manage Health and Nutrition program staff and provide support.
  3. Ensure integrated program approach with other CARE sector by working with program team.
  4. Assist in the recruitment and induction of new CARE health and nutrition staffs.
  5. Prepare and submit timely donor reports, in coordination with the HoPO and DCD-P.
  6. Contribute to proposal development in collaboration with HoPO and DCD-P.
  7. Ensure close coordination with local authorities and community management structures.
  8. Promote partnerships at locality and state levels with related institutions (SMOH, INGOs, NNGO and CBOs) and provide needed support in coordination with the senior partnership officer in Khartoum.
  9. In close coordination and communication with the HoPO and DCD-P, lead CARE’s response/involvement to new emergencies and/or disease outbreaks. 
  10. In collaboration with Health and Nutrition sectors, develop emergency preparedness plan and ensure management of outbreaks.
  1. Guide program staff through coaching, mentoring as well as training to improve their performance through capacity building.  (20%)
  1. Review and monitor staff individual annual performance plans
  2. Perform mid-term as well as annual staff performance appraisals
  3. Enhance personal professional development (both on-job support, and formal training opportunities)
  4. Ensure implementing NNGOs have appropriate staff and monitor government seconded staffs

3. Monitor program implementation (20%)

  1. Work with MEAL officer in Khartoum, HoPO and DCD-P to develop appropriate monitoring and reporting formats meeting donor and government requirement
  2. Support staffs to maintain an accurate, consistent monitoring and evaluation system through support to nutrition staffs and partners. Regular analysis of data with feedback to field based health nutrition teams
  1. With support the HoPO and DCD-P ensure the health and nutrition services provided are in-line with national protocols and standards.
  1. Conduct training on needs assessments, develop and provide on the job training to State Ministry of Health (SMOH) staff in preparation of activity plans, project implementation and administrative systems
  2. Ensure the implementation of evidence based and timely activities
  3. Pay regular visits to program sites and provide needed support.
  1. Organize and facilitate training programs (10%)
  1. Work with program team to provide appropriate technical and leadership skills to key implementing staff members;
  2. Provide technical support to field based staff and ensure standards are met
  3. Coordinate and/or implement staff training for critical areas of primary health care and nutrition, especially in emergency settings
  1. Work closely with HoPO and DCD-P, SMOH departments at locality levels- in identification of resource persons to conduct training programs
  1. Prepare terms of reference/scope of work and contract for resource persons and keep program coordinator informed on the process
  2. Review training reports for training conducted, including onsite training

5. Ensure financial reporting and accountability of project funds (10%)

  1. Ensure that projects are adequately budgeted and properly spent.
  2. Ensure that financial and programmatic reports are prepared in line with donor policies and requirements
  3. Ensure that contractual obligations are followed up as outlined in the contractual agreements
  4. Ensure timely submission of the reports to the concern staff
  5. Analyze project needs and technical gaps that need to be addressed and identify technical inputs / resources required.

6. Develop systems that serve to enhance the capacity of project partners (10%)

  1. Ensure that project partners, especially NGOs and CBOs, are receiving technical support from nutrition staff, especially in grant/project management, activity work plan and budget preparation, reporting and other technical aspects.
  2. Monitor and discuss regularly with local partners the future of their partnerships with CARE at locality and state levels.
  3. Supervise execution of all nutrition sub grant agreements at locality/state levels.
  4. Ensure proper utilization of training equipment’s.
  5. Coordinate with partnership coordinator on a partnership issues and identify issues in time.

7. Contribute to the Success of CARE Partnership Approach (5%)

  1. Work with partnership staff at Khartoum to ensure all requirements are met in working with NNGOs and government sectors
  2. Act as a lead to bridge departments at CARE with partners for mutual learning, cooperation and successful implementation of agreements
  3. Organize forums to enable timely monitoring and reflection on performance and ensure actions are taken
  4. Produce a quarter report on the type of support given by CARE to partners: NNGOs and CBOs
  5. Brief report on the assessment of partners progress
  6. Keep communications regular and escalate issues and concerns to high level for quick actions
  7. Ensure that project partners NGOs and CBOs, are receiving technical support from health and nutrition staff, especially in grant/project management, activity work plan and budget preparation, and other technical aspects.
  8. Ensure that contractual obligations are followed as outlined in the contractual agreements
  9. Ensure staff APOs include the interaction and support to NNGOs

8. Uphold CARE´s values and contribute to the CO shared priorities

  1. Be aware of the CARE Safety and Security Management Plan (SSMP) and comply with it at all times
  2. Be aware of CARE’s commitments to Gender and Diversity, and strive to uphold them

9. Any other assignment (5%)

  1. Directly reports: technically to DCD-P and administratively to the HoPO 

Directly supervises: Health and Nutrition Program staff

IV. Contacts and Key Relationships:

The position contact includes all CARE staff at field office and related local authorities, UN, NGOs and partners.

 

V. Working Conditions:

  • As stated in the terms of contract and the CARE HR manual
  • The Health and Nutrition Program Manager will be based in Ed Daein with regular field travels to inspect the implementation of projects at different locations.
  • East Darfur is a security sensitive area, the staff shall comply with and be facilitated to operate within the framework of the CARE safety protocols

 
 Minimum Qualification, Skills and Experience Required:

  • Public Health qualification with at least 3 years post-graduation experience in management of nutrition programs
  • At least 2 years of practical experience in managing health and nutrition programs for an international NGO or equivalent experience for another organization with international management responsibilities
  • Demonstrate analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities
  • Excellent communication and training skills with track record of building/developing cohesive teams
  • Good team player, flexible and capable of working with a multi-national Sub Office and Country team
  • Ability and willingness to travel to locations outside base station to program operational areas and live in sometime basic conditions.

 

Desirables

  • Master degree in Public or Community Health Postgraduate study or relevant work experience in Public Health, Reproductive Health/ Community therapeutic feeding program/development studies programming.
