 Background:

The Sudanese Red Crescent Society (SRCS) is a lead National society in providing quality humanitarian work, was established in 1956. (SRCS) was accepted into the Red Cross and Red Crescent Movement. (SRCS) a member of the International Federation of Red Cross and Red Crescent Societies (IFRC). The SRCS operates across the Sudan with 18 branches, more than 75 units and an active volunteer base of about 35,000.

The mission of (SRCS)  is to Provide humanitarian aid services towards building secure and capable urban and rural communities through the transition to resilience, recovery, rehabilitation  and development, in compliance with International Red Cross and Red Crescent Movement Principles and guidelines and in conformity with international human rights, through a sustainable development approach where environment conservation and rationalized use of natural resources are considered top priorities to help guarantee a safe global environment for future generations.

SRCS operates

In West Darfur State health services have been under resourced, qualified staff were scarced to be part of minimizing the mass internal displacement of people. NGOs, UN, and other agencies have made massive efforts to address the health needs of the IDPs and to some extent to the host populations.

According to the National program of the Federal Ministry of Health to reduce the malnutrition diseases especially among under five years, where there were many interventions, studies and surveys to reduce malnutrition diseases.

West Darfur state is prone to emergencies including outbreaks of diseases, flooding and conflicts. WD has one of the highest under-five mortality rates of 91.4 per 1000 live births compared with the national average of 52 per 1000 live births (MICS 2014).
Health services are not well developed anywhere even before the war, and have been deteriorated in the long conflict period, affecting remote rural areas especially in nomad settlement areas.

In this project SRCS with the support of UNICEF will provide health and nutrition services in some of the facilities in El-Geneina, Sirba and Habila locality in collaboration with UNICEF and Ministry of Health at both levels (State and Federal) and the other line ministries.

 

Communication for Development (C4D) is a very important part in this project, aiming to inform caregivers and communities about the importance of health and nutrition specially for children in order to ensure their support. To achieve it, C4D employs a strategic mix of communication channels and approaches including the engagement of health workers, community volunteers, traditional and social media, community and religious leaders, non-governmental partners and other stakeholders.

 

OBJECTIVES:

The objective of C4D Officer is to provide technical support to SRCS Head Quarter and West Darfur State to implement and monitor communication and social mobilization activities for Health and Nutrition Project in order to get Integrated high-impact within the community.

 

Specific objectives include:

Provide technical assistance to evidence-based planning, implementation, monitoring, evaluation and documentation of communication activities. 

Contribute to improving community, caregivers and volunteers’ awareness of health issues and nutritional status for children.

Contribute to remembering the eight family practices and at least adopt four positive family practices by mothers, fathers /Caregivers and adolescents (boys and girls).

 

 

Purpose:

Provide technical C4D expertise and supervision for planning and implementation of quality communication response to health & nutrition project in West Darfur State. 

 


 



 
 Duties and responsibilities:

DESCRIPTION OF THE ASSIGNMENT (SCOPE OF WORK) / SPECIFIC TASKS:


Under the direct supervision of the community Health Coordinator and in close collaboration with related departments at HQ, the C4D Officer will perform the following duties and responsibilities:

  • Provide technical support to HQ and health and nutrition coordinators at state level to enable them achieving the tasks.
  • Provide support to Health Promotion to map out hard-to-reach areas, special populations (refugees, IDPs, migrants, nomads, etc.) as well as communities, who may not able to get the health information.
  • Ensure that national communication guidelines are well received and understood at state level.
  • Provide technical assistance in planning of training / orientation of WD State.
  • Provide support to quality assurance of capacity building of all stakeholders engaged in social mobilization and communication.
  • Ensure timely and on-time distribution of media and other communication inputs in accordance with communication plan.
  • Support advocacy and awareness-raising on all aspects of community-based management of acute malnutrition (CMAM), IYCF and health.
  • Participate in training and mentoring of nutrition and other staff members in response to capacity building needs
  • Technical assistance for effective monitoring of rumors and misinformation, and device strategies, identify to tackle them by providing the strategic support.
  • Oversee the implementation of communication and social mobilization activities especially in areas with underserved and hard-to-reach populations focusing on skills and knowledge on key family practices.
  • Encourage and facilitate community participation in coordination meetings at all levels.
  • Encourage and facilitate participation of community and religious leaders.
  • Support the collection and reporting of communication data (monthly and final reports).

Other tasks and assignments as required.
 

REPORTING REQUIREMENTS:

As outlined in the deliverables, the following are the reporting requirements:

  1. A detailed work-plan for each month.
  2. Monthly technical reports on completed tasks and activities as per TOR 
  3. Final technical report at the end of the project.

 
 Minimum Qualification, Skills and Experience Required:

The expected consultant is required to have the following technical background, experience and competencies:

University 1st degree in one of the disciplines of social/behavioral/communication sciences or university degree in other fields with relevant certified trainings in behavioural and social communication.

A minimum of three years of professional experience in advocacy, social mobilization and C4D programme planning and management at the national or sub-national level.

Relevant experience in health and nutrition programmes, risk communication and community engagement (RCCE), project development and management.

Experience of working in an emergency setting is required.

Ability to work in most extreme hardships.

Ability to work independently and to meet deadlines. 

Ability to write clear and concise reports in English.

Demonstrated ability to effectively work and communicate in a multicultural environment.

Computer literacy with high ability to use excel spread sheets.

Fluency in Arabic and English is required.
