 Background:

The International Republican Institute (IRI) is a Washington, D.C. based nonpartisan, non-governmental organization dedicated to advancing democracy worldwide by developing political parties, civic institutions, open elections, democratic governance, and the rule of law. IRI provides technical assistance in the areas of political party strengthening, developing civic institutions and open elections, promoting democratic governance and advancing the rule of law.

 

In Sudan, IRI works with partners to enhance the responsiveness and accountability of governance institutions, improve political party inclusiveness and capacity to conduct issue-based, citizen-responsive campaigns, to enhance the participation of citizens, civil society, media and other stakeholders in electoral and political processes, and to promote citizen-centered governance in Sudan’s democratic transition.

 

IRI needs a local Program Officer to perform programmatic duties on a full-time employment basis.

 

POSITION: Program Officer

 

Job Summary:

The Program Officer (PO) will oversee the development and implementation of IRI programs in  Sudan in an efficient, timely manner and in line with the values of the organization. PO will work as part of the organization’s program team and assist in developing program strategy, drafting program reports and proposals, organizing and implementing program activities, conducting research and analysis, assisting in program monitoring and evaluation, and overseeing program and activity budgets.



 
 Duties and responsibilities:

  • Designs, plans, organizes, implements and monitors programmatic activities individually or in cooperation with other staff members and partners, ensuring that reporting requirements are met, projects remain within budget allocations, and program objectives are completed on schedule.
  • Monitors budgets and expenditures for assigned program areas, and negotiate and prepare contracts, sub-grants, and other financial and project implementation documents.
  • Identifies and cultivates relationships with local partners, relevant government officials, and members of the diplomatic and donor community; represents IRI at meetings, events and other activities as needed.
  • Fulfills reporting requirements of assigned program areas and manages the drafting and editing of meeting and training reports as well as weekly, quarterly, annual reports; provides guidance for written work of junior staff.
  • Work in concert with IRI’s Monitoring, Evaluation and Learning (MEL) and program personnel to monitor and evaluate the performance of IRI and partners’ activities, identifying successes and failures and recommending program adjustments accordingly.
  • Develops short and long-term plans for specific programmatic objectives, and design, draft and edit project proposals with the Sudan program leadership.
  • Monitors regional political developments and provides political and programmatic analysis and recommendations as needed.
  • Provides efficient and timely action on administrative and financial matters, written assignments and submission of reports.
  • Performs written and oral translation when required.
  • Reviews training materials for content and cultural sensitivity.
  • Keeps IRI’s information confidential and ensures its security.
  • Travels from time-to-time, independently and/or as part of a team, to various locations outside of Khartoum to support IRI’s programmatic objectives.
  • Mobilizes program participants, the media and stakeholders for events and program activities;
  • Performs any other duties as assigned.

 
 Minimum Qualification, Skills and Experience Required:

Minimum Qualifications:

  • Bachelor’s degree in Political Science, International Relations, Law or related field;
  • At least 3 years of experience in international development; experience working with political parties and civil society or organizational strengthening; youth and women inclusion work a bonus.

 

Requirements:

  • Experience in project cycle management, coordinating project activities, and monitoring and evaluation.
  • Experience writing reports and project proposals.
  • Ability to prioritize, plan and organize workflow to tight timeframes, handle multiple tasks, and be flexible with changing priorities.
  • Fluency in written and spoken English and Arabic is required.
  • Demonstrated computer proficiency and advanced knowledge of the Microsoft Office suite; strong familiarity with social media and online applications.
  • Must be able to travel independently.
  • Must have the legal right to work in Sudan. Visas, resident permits and work permits are the applicant’s and staff member’s responsibility.

 

Desired Competency and Experience:

  • Experience working on international donor-funded democracy, political party strengthening, organizational development and good governance programs. Familiarity with U.S. government regulations is an asset; experience working on USAID-funded projects is an asset.
  • Experience with project design, planning and management tools that include but not limited to log frames, Gantt charts, monitoring and evaluation plans, stakeholder’s analysis matrices, and budgets;
  • Strong command of English language, with excellent written and oral communication skills and interpersonal communication skills;
  • A demonstrated commitment to high professional ethical standards and a diverse workplace;
  • Understanding of the social, political and economic context of Sudan;
  • Basic financial management skills.
