Duties and responsibilities:
sustainable ESSENTIAL JOB RESPONSIBILITIES

Design of MEAL system
-
Work closely with the Consortium Director on the SAFE MEL systems design and measurement of outcome; and advise on design of consortium member-specific outcome evaluations to maximize their contribution to program-wide learning.

Provide leadership and technical support for the development and review of detailed SAFE MEL plan specifically the tools in line with the set standards such as DCED, MSD MRM, Beam exchange etc.

Lead in design or review of strategic and thematic area specific results chain and / or Theory of Change (ToC) and identify the assumptions that underpin the expected pathways of change, and subsequently direct data collection efforts to test those assumptions. To be adapted throughout the program period to interpret and structure findings.

Management and Implementation of the MEL system

In coordination with the Consortium Director and program managers, ensure that the MEL Plan is implemented as much as is practically possible.

Manage all operations related to the MEL according to the MEL plan, budget, and implementation strategy.

Monitor program implementation, measure impact, and calibrate program strategy and implementation accordingly.

Ensure continued re-evaluation of program activities and that achievements and best practices are captured and disseminated with resulting activity adjustments.

Coordinate the design and implementation of partner monitoring and evaluation plans as required under the partnership Strategy

Support the development of MEL system that will provide information for measuring program outcomes and impact and supervise the activities.

Design, carry out and supervise studies such as verifications, surveys, assessments, research exercises, etc. as appropriate and support program development, monitoring, evaluation learning.

As part of the Learning function, seek to identify learning points within and across program interventions, and identify opportunities to share this learning with the program team

Implement a robust research design to assess the impact of the program on participant’s economic and non-economic outcomes over time. Tracking of outcomes and impact will be conducted via outcomes surveys for both youth and market actors.

Oversee data management (collection, cleaning, entry, analysis, storage, and maintenance of approved databases etc) including timeliness and completeness of reporting.

Collaborate with the program managers to provide weekly, monthly, quarterly and any other types of reports as required with the required level of data analysis and reporting.

Coordinate with program managers to ensure regular monitoring is performed as scheduled and that data collection is adequately completed, analyzed and reported

Serve as a liaison between Mercy Corps program staff and collaborating research institutions for data-based research projects, as directed by the Consortium Director.

Team Management

Directly be responsible for the performance management of the MEL officers from both Mercy Corps and ADRA in meeting MEL objectives, carrying out studies as required by the priorities of the plan

Monitor and advise on MEL staffing needs and manage the recruitment and training of the MEL staff when necessary to ensure staff are of the quality and capacity for successful implementation of activities.

Facilitate capacity building and technical assistance for MEL staff including from the consortium and implementing partners to improve the quality of monitoring data and maximize program-wide learning from consortia-specific evaluations.

Provide direct and ongoing supervision and managerial support to all staff in the MEL unit.

6.ACCOUNTABILITY TOPROGRAM PARTICIPANTS

Mercy Corps team members are expected to support all efforts toward accountability, specifically
to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
Supervisory Responsibility: two Monitoring, Evaluation and Learning officers
Accountability
Reports Directly To: Consortium Director
Works Directly With: Environment officer, Gender officer, Farmer field school officer, DCD, Program Heads, Support Departments, (Finance, Operations, Logistics & Human resources) and other MC staff.

Minimum Qualification, Skills and Experience Required:
Knowledge and Experience
-
A master’s degree statistics, quantitative studies or related field
-
At least 5 years of relevant experience including three years in a management position
-
Wide experience in design and execution of monitoring and evaluation systems is essential and experience in working in consortia or partnerships is an added advantage.

Proven technical experience in monitoring and evaluation of market facilitation, development programs, livelihoods, agriculture and value chain, climate smart, resilience programming is an added advantage.

Practical and theoretical knowledge in program monitoring and data collection methods, including interview techniques.
-
Quantitative skills including knowledge of basic statistics and mathematics.
