 Background:

The OPO  will provide administrative support with the overall target to maintain efficiency and quality delivery of 249Startups facility, activities & services. The OPO will also oversee the administration of all the procurement services provided or needed by 249Startups, ensure that the needed procurement processes are effective, efficient, ethical and provide the best possible value to the organization. The officer will be reporting directly to 249Startups Support Functions Managers. OPO responsibilities include but not limited to: Coordinating and following up with the facilities and resources management, developing forms and templates, identifying needs, recruiting and evaluating vendors, negotiating contracts and preparing reports (e.g. on orders and costs.) For this role, the officer should have good administrative skills  knowledge of market research, along with communication and analytical skills.The OPO Officer will provide administrative support with the overall target to maintain efficiency and quality delivery of 249Startups facility, activities & services.  Duties and responsibilities:

Operation Activities:

  • Plan and Coordinates all facilities and procurement services and needs based on 249Startups guidelines.
  • Manage the upkeep of supplies, equipment’s and requirements to meet required standards
  • Review utilities consumption and strive to minimize costs
  • Supervise all service providers and contractors.
  • Control activities and services.
  • Allocate resources according to needs.
  • Handle services plans and contracts.
  • Keep financial and non-financial records.
  • Perform analysis and forecasting.

Procurement Activities:

  • Pre-qualification of suppliers and service providers.
  • Source and interview vendors; negotiate contracts terms of agreements and legal matters.
  • Creates purchase orders, requisition forms and ensure relevant procurement procedures have been applied and all supporting documentation is attached.
  • Ensuring that invoices received reconcile to purchase orders and created and matching receipts to purchase orders.            
  • Carries out periodic controls to ensure that the filing system are properly used and that documents being regularly updated and filed easily accessible.
  • Comparing and evaluating offers, suppliers bills and purchase orders to verify accuracy.
  • Track orders and ensure timely delivery
  • Review quality of delivered services and purchased products
  • Enter order details (e.g. vendors, quantities, prices) into internal databases
  • Prepare, maintain updated records of purchased products, delivery information, invoices, and price lists.
  • Prepare and communicate reports on purchases, including cost analyses & management and vendors performance.
  • Recommend new processes or systems for improvement; implement new ideas and strategies.

 


 
 Minimum Qualification, Skills and Experience Required:

Technology Skills:

  • Accounting software 
  • Data base user interface and query software
  • Electronic mail software 
  • Enterprise resource planning ERP software

Skills:

  • Reading comprehension understanding written sentences and paragraphs in work related documents.
  • Speaking, talking to others to convey information effectively.
  • Active listening, giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
  • Writing, communicating effectively in writing as appropriate for the needs of the audience.
  • Complex Problem Solving.
  • Strong negotiation skill.
  • English language

Procurement Job Requirements and Qualifications:

  • Bachelor’s degree in procurement, business, finance, or related field
  • 2-5 years of previous experience in procurement or purchasing
  • Experience in Entrepreneurship procedures, costs, and terms
  • Proficient computer skills, including Microsoft Office Suite
  • Experienced at compiling and following strict budgets

Able to multitask, prioritize, and manage time efficiently
