 Background:

Alsalam Organization for Rehabilitation and Development (AORD) is a Voluntary, non-governmental, non-profit organization. It was established in 2006 and registered officially in Humanitarian Aid Commission (HAC) on 2007. Since its foundation, AORD has been working effectively among the communities towards spreading the message of peace, and disseminates values of peaceful coexistence, and building capacities to transform conflicts and promoting social cohesion and integration focusing on capacity building of community actors, natural resources management, increase access to basic services and providing assets of livelihoods.

AORD programs emphasize the role of youth, children and women in Sudan. It works in sectors of Peace Building, FSL, Education, Child Protection, WASH and Capacity Development. AORD targeted beneficiaries from diverse ethnic, cultural and religious backgrounds.

AORD is currently working in many States of Sudan including West, North and South Kordofan, Blue Nile, White Nile, Kassala,Sennar ,Darfur and in Khartoum.

The purpose of the job:

The Human Resources & Administration (HR&A) Manager will lead, direct and manage the day-to-day Human Resources and Administrative activities for the AORD organization. The HR&A Manager will provide oversight and guidance to the development and monitoring of processes related to recruitment and retention, compliance, compensation, benefits, training and development; as well as oversee administrative functions.



 
 Duties and responsibilities:

Job Duties and Responsibilities include, but are not limited to:

Recruitment and Retention:

  • Develop and oversee a recruitment process, and follow through on hiring procedures in line with the policy.
  • Review job advertisements prior to posting, screen CVs, conduct telephone screenings, coordinate interview teams, participate in interviewing candidates and ensure that documentation is collected and recorded/filed.
  • Oversee all labour engagement for the HQ office and manage the new hire orientation and exit process.
  • Develop and apply talent management and staff development system.
  • Develop and apply succession plan/system.

Compliance and Record Keeping:

  • Annually review the Personnel Manual recommending amendments needed due to changes in local conditions or labour laws.
  • Reviewing the Employment Contract, Job Descriptions Manual and recommends amendments wherever is applicable.
  • Manage timesheets for office, ensuring timely submission, approval, accuracy, and filing.
  • Develop and apply staff “Performance Management System”.
  • Staff leaves Management.

Compensation and Benefits:

  • Monitor compensation - ensuring internal equity & compliance and benefits.in accordance with the organization regulations and the labor laws
  • Facilitate job analysis and update job descriptions.
  • Review and update regularly the organization’s organizational structure.
  • Review and regularly update the organization salary scale.

Payroll and Budget:

  • Lead and Coordinate with Finance Manager in the preparation of monthly Payroll.
  • Advise General Director on appropriate staffing levels and assist in budget preparation.
  • Review employee final payments for accuracy and compliance with labour laws.
  • Develop and apply “After service” entitlements system.

Training and Development and Performance Maintenance:

  • Evaluate the need for employee training and development and make recommendations.
  • Oversee the coordination and implementation of annual performance reviews.

Employee Relations:

  • Work with senior management to resolve employee relations issues pragmatically.
  • Investigate employee relations issues &work to ensure human resources related decisions are consistent and fair.
  • Promote team building and internal relations strengthening.

Administration:

  • Ensure smooth running of all administrative functions in the HQ and field office.
  • Supervise all travel and accommodation arrangements for staff and visitors, including visas and work permits as applicable.
  • Participate in developing AORD Strategy.
  • Conduct regular visits to the field offices to ensure regular monitoring, supervision and coaching of staff on relevant operation support issues, coordinate and maintain good relations with relevant Government authorities (i.e. HAC, Labour office, different ministries, etc).
  • All AORD assets must be recorded, labeled, tracking on the Fixed Asset Register.
  • Follow up office management, cleaning, meetings, and water, food items, electricity and internet and telephone bills, weekly and monthly.
  • Any other appropriate duties assigned by supervisor and management.

Logistics:

  • Record and store all goods received in in accordance with the AORD logistics manual and internal stocks management systems. Prepare and issue Goods Receiving Note.
  • Receives, examines and processes requisitions; prepares bid specifications and other necessary documents related to the purchase of supplies, materials and equipment, locates source of supply, and places orders with appropriate bidder(s).
  • Compares costs and evaluates the quality and suitability of supplies, materials and equipment.

Fleet Management:

  • Make sure all vehicles are always in good, clean and safe running conditions.
  • Keep registration- and Insurance files (vehicle data/history file) of all AORD Vehicles mainly containing, registration & licensing, insurance, in accordance with the local laws.
  •   In case of accidents, ensure proper report procedure is made on time and follow up necessary procedure (insurance company, traffic police, lawyer, reporting, visiting scene, etc).
  • Ensure daily movement log sheets are up-to-date signed by the driver and user for each travel.

 
 Minimum Qualification, Skills and Experience Required:

 (a) Required Qualifications

  •  Bachelor ’s Degree in human resources or related discipline, or equivalent combination of education and experience

(b) Relevant Work Experience

  •   Aminimum of 5 year’s relevant  management experience in Human Resource and Administration management.

(c) Other Competencies/Abilities/Skills Required

  • Must be familiar with country specific laws and regulations governing Human Resources.
  • Ability to work with managers to assess complex issues pragmatically.
  • Ability to define problems, establish facts, analyze situations and make Decisions.
  • Full professional proficiency in English and Arabic.
  • Ability to interact with and lead employees at various levels.
  • Strong understanding of confidentiality as it relates to Human Resources.
  • Proficient in MS Office, including Word, Excel and Outlook.
  • Establish “personnel management” systems at field offices capitalizing on focal persons
  • Communication skills.
