Public Health Specialist
Improving Health Access and Systems Strengthening Project

The objective of the Improving Health Access and Systems Strengthening Project  IHASSP is to increase the demand for health care and improve the supply of health services to reduce the high rates of mortality and morbidity among women and children in four states of Sudan, namely El Gezira, Khartoum, Northern State and River Nile.

 

The IHASSP project financed by the African Development Bank (www.AfDB.org) and the GoS.


 Duty Station: Khartoum
 Duration: The contract is for a total period of two years’ renewable at the end of each year based on performance.

 Background:

The Government of the Republic of Sudan has received a grant from the African Development Fund (ADF) towards the cost of the Improving Health Access and Systems Strengthening Project. It is intended that part of the proceeds of this financing will be applied to payments of staff comprising the Project Implementation Unit (PIU). The Ministry of Health is interested in recruiting two Technical Specialists (Public Health and Research) to join the PIU team. The scope of services for the above assignments are described in the Terms of Reference.

 

Project Overview:

The Government of the Republic of Sudan (GoS) has received financing from the African Development Bank (AfDB) towards the cost of Improving Health Access and Systems Strengthening.

The project will address key health priorities of the country including reproductive and child health, nutrition, and cancer control. The three main project components are:
1) Institutional Capacity Building of Health Systems including subcomponents a) Capacity Building of Human Resources for Health and b) Support for Health Service Delivery;
2) Demand Generation for Health Care Utilization, and
3) Project Management.

The scope of Component 1 will be national, whereas Component 2 will focus on four States of Sudan, namely El Gezira, Khartoum, Northern State and River Nile.



 
 Duties and responsibilities:

The Public Health Specialist will perform the following duties:

  • Supervise the execution of project activities, coordination with partners, and liaison with MoH and AfDB.
  • Provide technical oversight for monitoring and evaluation of performance indicators and outcomes against the targets of the project.
  • Provide strong leadership in technical areas including Reproductive Health, Non-Communicable Diseases, Human Resources for Health, Maternal and Child Health, and Nutrition.
  • Conduct supervision missions to the four States and oversee the implementation of all project activities in accordance with the project implementation schedule.
  • Coordinate with the Procurement, Finance, and M&E Officers and other Implementing Partners in all the relevant activities to ensure timely implementation.
  • Coordinate with Project Implementation Unit, MoH at the Federal and State levels, and AfDB to ensure timely implementation of activities.
  • Collaborate with M&E officer and Project Coordinator on data collection and reporting for monitoring and evaluation at National, State and Locality levels.
  • Review and prepare progress reports/documentation on project progress, impact and lessons learned.
  • Respond to requests for documents and inputs from the AfDB, MoH, and other partners in a timely manner.

 
 Minimum Qualification, Skills and Experience Required:

  •   Essential: University degree in medicine, dentistry, public health, or in public health-related disciplines or health management-related field. 
  • At least a Masters's or Ph.D. (preferable) degree in Health Sciences with at least 8 years of experience in Public Health.
  • At least 5 years of experience in project management with five years of experience in the management of donor-funded projects in health.
  •  Strong technical skills and in-depth knowledge in technical areas including MCH, NCD, Communicable Diseases, Nutrition, and Human Resources for Health.
  •   Dynamic and goal-driven, with good interpersonal skills, strong verbal and written communication skills.
  •   Results-oriented, diligent, and with a proven track record of meeting deadlines and successful completion of assigned tasks.
  • Ability to work and collaborate as a team member and to produce results in a challenging and changing environment.
  •   Excellent written and spoken English and Arabic language skills.

  • The eligibility criteria, the establishment of the short-list, and the selection procedure shall be in accordance with the Procurement Policy for Bank Group Funded Operations dated October 2015 which is available on the Bank’s website at http://www.afdb.org.
