 Background:

The SRCS aims to further increase its capacity within the field of psychosocial support and protection, in order to address psychosocial needs of people affected by emergencies or longer-term crises.

The Mental Health and Psychosocial Support Technical Officer (MHPSS TO), will be part of SRCS- HQ, Health Department. The MHPSS Technical Officer will spend 80% of the time delivering technical support in-person and remotely to MHPSS staff and volunteers and contribute to effective projects’ implementation including emergency response. MHPSS Technical Officer will work under MHPSS Coordinator supervision in collaboration with Health Department sectors. This position is primarily focused on the assuring quality and impact of the MHPSS activities, as well as capacity development, as per the RCRC Movement Policy, the Roadmap and tools from the IFRC PS Centre. The remaining 20% of the time is spent on coordination, advocacy, M&E, proposal writing and reporting.

 



 
 Duties and responsibilities:

Key responsibilities

Main tasks

Technical support, capacity of MHPSS staff to ensure ongoing program quality and innovation

  • Provide technical support and on job training to MHPSS staff and volunteers in the HQ and branches
  • Carry out regular monitoring of MHPSS interventions through meetings, field visits, to ensure that MHPSS services are relevant, appropriate, and in line with plans and RC/RC /SRCS policies and quality standards
  • Conduct technical MHPSS training and coaching for MHPSS staff and volunteers
  • Establish and/or strengthen MHPSS capacity building plans and standards
  • Review and/or develop MHPSS tools/training materials/resources/ IEC materials/ messages
  • Ensure mainstreaming of MHPSS in SRCS sectors and  programmes
  • Work closely with the Volunteer Development department to ensure psychosocial wellbeing of volunteers
  • Contribute to the development of SRCS MHPSS Framework, quality standard checklist and guidance
  • Assess and validate options for referral to specialized MH services
  • Assist in the recruitment of the MHPSS staff
  • Provide verbal and written translation of MHPSS tools and trainings

 

Project quality delivery support

  • Ensure quality of MHPSS service provision and intervention impact in respective projects
  • Support the branches in monthly reports and weekly updates
  • Develop and adapt tools for planning and reporting on MHPSS activities
  • Facilitate sharing of experience and best practices across branches

Engaging in program development and design

  • Support MHPSS coordinator to design programs and projects
  • Review technical quality of proposals, including review of technical MHPSS strategies and interventions, ensuring alignment to project outcomes

Coordination and representation

  • Coordinate with other departments to ensure smooth implementation of the MHPSS activities
  • When requested and needed, attend MHPSS Coordination meetings, liaise with other MHPSS actors, and represent SRCS- MHPSS sector as required
  • Participate in MHPSS internal meetings within the health department, and other meetings with the PNSs and IFRC
  • Build and maintain regular contact with relevant authorities, NGOs, partners and institutions at all levels, in coordination with the national MHPSS coordinator
  • Attend cluster and working group meetings when requested by the national MHPSS coordinator

  • The roles and activities may change based on the changing context
  • Any other related tasks as assigned by the Health Director
 

 


 
 Minimum Qualification, Skills and Experience Required:

Personal qualifications

Education

Professional qualification as a psychologist, with experience and commitment to community based psychosocial support

 

Experience and Knowledge

 

  • More than 5 years’ experience of working in the humanitarian or related field, with more than 3 years’ experience in the specific area of PSS and protection.
  • Strong facilitation skills and knowledge about adult learning methodologies
  • Material development skills (training material, manuals)
  • Advocacy skills (based on strong understanding of CBPSS)
  • Experience of report-writing, planning and managing a budget
  • Red Cross/Red Crescent experience (preferable)
  • Self-supporting in computers (Windows, spreadsheets, word processing)

Languages

 

  • Fluency in English-spoken and written
  • Fluency in Arabic -spoken and written
