Digital Channel Enrolment Officer

 Background:

The Ministry of Finance, Republic of Sudan has received a grant from the World Bank (WB) and the Friends of Sudan through the Sudan Transition and Recovery Support (STARS) Multi-Donor Trust Fund in the amount of US $400 million and administered by the World Bank towards the cost of Sudan Family Support Program and it intends to apply part of the proceeds to payments for goods, works, nonconsenting services and consulting services to be procured under Sudan Family Support Program (SFSP) (P173521) project.

SFSP aims is to deliver cash transfers and improve safety net systems to support Sudanese families affected by economic reforms and other short-term shocks. Specifically, the program will provide five US dollars to each eligible family member per month, initially for six months. The end of the program target is to reach 80% of the population, about 32 million citizens. The identification of families that enroll should be validated against the national civil registry. Families should have the option of establishing digital wallets through which they will receive the cash transfer. Where digital payments are not possible non-digital alternatives must be provided. The business processes and information flows must be secure, auditable, and efficient, focused on citizens, and protect their privacy and rights.

 

Objective:

The objective of the Digital Channel Enrolment Officer is to support the Enrolment Manager and facilitate the enrolment process for families to ensure that families can easily through different registration channels that SFSP provide, ensure efficiently and accurately enroll and participate to avoid duplication and without fraud. Key performance metrics will include the level of complaints received, and the time required to register the targeted number of families in each state.



 
 Duties and responsibilities:

The Digital Channel Enrolment Officer will be responsible for ensuring that all Digital enrollment channels (through telcos, through MOFEP’s USSD Gateway, and web application) are all delivered on time, are operational, effective, and easily accessible to citizens, through the following tasks and responsibilities:

  • The Digital Channel Enrolment Officer will work with the team to support families enrollment processes;
  • S/he will work with technologists to Enhance the Digital Enrolment channel interfaces, menus, and questions after the Enrolment Manager Approval
  • S/he will ensure that the public is aware of how to use the digital enrollment channel by working closely with the communication team;
  • She/will obtain feedback from citizens and families on the digital enrollment channels and use this to deploy the improvements and new versions of digital enrollment channel technology or processes;
  • S/he will update digital enrollment channel processes after the approval of the Enrolment manager, to be fully accessible by everyone.
  • The Digital Channel Enrolment Officer is reporting directly to the Enrolment Manager and follows his directions.
  • The Digital Channel Enrolment Officer is to provide the Enrolment Manager with Periodic Reports address: (Enrolment Progress through different Digital channels, Follow up reports, Quality of Data Reports,).
  • Takes responsibility for data Validation and validation rule for digital channel registration to ensure the quality of data and minimize fraud.
  • Develop and enhance the Enrolment and Validation Guideline according to the data quality

 
 Minimum Qualification, Skills and Experience Required:

  • MSc in computer engineering, computer science
  • A minimum of five years of professional experience;
  • Good knowledge of PLSQL - SQL Database statements and queries.
  • Familiar with Web technologies.

 

Skills and competencies :

  • A minimum of five years of professional experience.
  • Supervisory experience with teams of at least three direct reports.
  • Has strong technical skills and familiar with different Digital channels management.
  • Ability to develop Technical requirement document to be handle by the IT team for the digital channel enhancement.
  • Commitment in observing deadlines and achieving results.
  • Deep knowledge of the national and local context of Sudan.
