Payments Officer
SFSP

 Background:

The Ministry of Finance, Republic of Sudan has received a grant from the World Bank (WB) and the Friends of Sudan through the Sudan Transition and Recovery Support (STARS) Multi-Donor Trust Fund in the amount of US $400 million and administered by the World Bank towards the cost of Sudan Family Support Program and it intends to apply part of the proceeds to payments for goods, works, nonconsenting services and consulting services to be procured under Sudan Family Support Program (SFSP) (P173521) project.

SFSP aims is to deliver cash transfers and improve safety net systems to support Sudanese families affected by economic reforms and other short-term shocks. Specifically, the program will provide five US dollars to each eligible family member per month, initially for six months. The end of the program target is to reach 80% of the population, about 32 million citizens. The identification of families that enroll should be validated against the national civil registry. Families should have the option of establishing digital wallets through which they will receive the cash transfer. Where digital payments are not possible non-digital alternatives must be provided. The business processes and information flows must be secure, auditable, and efficient, focused on citizens, and protect their privacy and rights.

 

The Objective:


The Payments Officer shall work closely with other team members in the SFSP Project Implementation Unit (PIU) to support the implementation of the cash transfers to enrolled beneficiaries, ensuring that the cash a transfer payment is transformed from the manual payment at the last mile to a complete end-to-end electronic payment delivery in a timely and high-quality manner. In addition, the Officer shall carry out the following specific responsibilities.



 
 Duties and responsibilities:

  • Prepare, maintain and update detailed Cash transfer program work plan(s) that support and achieve the overall implementation of the SFSP.
  • Work with relevant stakeholders in the development and appraisal of Government-to-Person (G2P) electronic payment platforms.
  • Assist with the design and implementation of new payment and monitoring processes required to support developments in new service initiatives.
  • Provide direction and monitor implementation of the Cash transfer program work plan and quality of technical activities, share relevant information and direction to improve quality of electronic payment and achieve timelines.
  • To ensure payments are made on time and within corporate targets, ensuring no duplicate payments are made. In a timely manner, identify and recommend solutions to technical issues regarding electronic payment.
  • To represent the team in meetings internally and externally and to provide cover for senior staff when appropriate.
  • To promote citizens and partner relationships, providing excellent service delivery within the scope of the post.
  • To ensure audit standards are met within an area of responsibility achieving quality and performance expectations, working collaboratively with auditors as required.
  • Develop and document an appropriate mechanism for cash transfers, ensuring that transfers adhere to the government’s policies and procedures and that effective, transparent accounting procedures are in place.
  • S/he will coordinate closely with the rest of the team, communicating effectively all updates on progress on payments.
  • Support monitoring and evaluation efforts and information requirements.

 
 Minimum Qualification, Skills and Experience Required:

  • Must have a bachelor’s degree in Business, Economics, Finance, or Information Technology.
  • (Master’s degree is preferred)
  • A minimum of 5 years experience in digital payments.
  • A minimum of 2 years experience in delivering a customer-oriented service.
  • Demonstrated experience in planning and managing Cash Transfer Programs.
  • Knowledge and experience in project development and management.
  • Experience creating detailed reports and giving presentations.
  • Extensive knowledge of Microsoft Office, in particular of excel spreadsheets and their application
  • Advanced technical skills.

 

Skills and competencies:

  • Good communication, presentation, training, and report writing skills.
  • Good Literacy & numeracy skills.
  • Competent user of common ICT applications, such as Word, Excel, Outlook, or equivalents
  • Ability to analyze financial information.
