Finance Assistant

 Salary Range: 411 USD - 521 USD

 Background:

The Finance Assistant will enable the smooth operation of the finance activities, maintains records, support finance Officers in overall management of financial resources, monitoring and financial controls. The Finance Assistant will assist in the consolidation of financial information for management analysis. S/he will ensure that the Concern Worldwide financial policies and procedures are implemented in a standardized manner and in true spirit. 



 
 Duties and responsibilities:

Bookkeeping and Financial Reporting

Management of Concern Worldwide’s financial resources by preparing receipts & payments for all bank and cash accounts in Khartoum

 

Duties include but are not limited to

 

1-           Acting as the main point of contact between the bank and Concern

2-           Updating all details in the cash and bank books on daily basis,

3-           Performing cash counts according to Concern policies and procedures

4-           Payment to suppliers, review the payments ensure that complete and accurate documentation available.

5-           Arranging bank transfers to field offices

6-           Providing floats to staff and ensuring the floats cleared on a timely basis as per financial policies

7-           Submitting month end cash books and reconciliations in agreement with the country timetable

8-           Preparing bank reconciliation on monthly basis for all Khartoum accounts

9-           Ensuring bank and cash balance are maintained at the correct levels as shown in the delegation of authority document.

10-         Maintaining a cheque log sheet for track the cancelled, stale and void cheques.

11-         Recording of bank charges on timely basis

12-         Arranging the sale of euros on a timely basis

13-         Preparing notifications to the bank of all new signatories when new staff join and removing signatories when staff leave

14-         Maintaining a file of all correspondence with the bank

15-         Preparing all year end bank returns for submission to Head Office in Dublin

 

International Personal Accounts

Management international staff personal accounts of Khartoum staff

 

Duties include but are not limited to

 

1-           Updating of personal accounts sheet on each time a payment is made to a member of international staff

2-           Ensuring that the personal accounts are not overdrawn Reviewing of the personal expenses (telephone bill etc) each month and updating the personal account records to reflect these charges

3-           Reconciling of the personal account sheets with the accounting ledger on monthly basis

4-           Sharing the personal account statement with international staff on a monthly basis

 

Maintaining Financial Records

The Finance Assistant will update the financial record and files properly.

 

Duties include but are not limited to

 

1-           Maintaining and updating on a timely basis neat and tidy files (hard &soft) for all cash and bank payments, correspondence and all other tasks covered by the Finance Assistant

2-           Keeping track/list of previous years finance files for audit trial.

 

Tax Management & Social Insurance

Deposit of Tax and Insurance to the respective departments on a timely basis

 

Duties include but are not limited to

 

1-           Depositing of tax and social insurance (statutory deductions) as per laws within the stipulated time.

2-           Ensuring that all field offices tax and social insurance have been deposited on timely basis.

 

Cash Forecasts

Preparation of monthly cash forecast request for the Sudan country programme for submission to Head Office in Dublin in accordance with the timetable

 

Duties include but are not limited to

 

1-           Receiving and review the monthly cash forecast from all departments in Khartoum  (HR,Admin,Transport) and all field offices, raising and resolving any queries

2-           Preparing a summary cash forecast in the standard template for review of cash forecast and forward to Country Financial Controller and Country Director as per agreed timelines.

3-           Sufficient funds are available all times in Khartoum Office  and advising CFC as soon as the cash and bank balances are falling below those forecast

4-           Transferring funds to each field office in line with the cash forecasts

5-           Liaising with the Dublin Treasury team to follow up any delays to transfers 

 

Audit (Internal, Donors & External)

The Finance Office will assist with all internal, donor and external audits as required

 

Duties include but are not limited to

 

1-           Preparing any year end returns delegated by the CFC as part of the annual Concern Worldwide audit

2-           Assisting in conducting internal audits in logistics/administrative in Khartoum and field offices 

3-           Supporting all audits by providing the necessary documentation  requested by auditors, reviewing the documentation and ensuring it is complete; following up where necessary

4-           Submitting documentation in the required format to auditors under the guidance of the CFC and other team members

 

Team working and cover for colleagues

As a member of the Sudan finance team, the Finance Assistant will support colleagues and provide cover for other members of staff during times of absence or vacancy.  This may include visiting field offices or taking on additional tasks for limited periods of time.

 

Emergency response:

Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and Liberia Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.


 
 Minimum Qualification, Skills and Experience Required:

Essential

  • University degree or diploma in accounting
  • Minimum of two years of related work experience
  • Fluent written and spoken Arabic and English
  • A good understanding of financial control systems
  • Commitment to working in a team
  • Willing to travel to field offices ( Kordofan /West Darfur)
  • Computer literacy (MS Word, Excel)
  • High level of discretion is required due to the confidential nature of some parts of the finance function.

 

Desirable

  • Working experience with INGO or UN
