1     The Government of Sudan has received financing from the Global Environment Facility being administered through the African Development Bank toward the cost of the Livelihood’s Adaptation to Climate Change in the Horn of Africa project – Phase II (RLACC II)], and intends to apply part of the agreed amount for this financing to payments under the contract for recruitment of Environment and Social Safeguards (ESS) Specialist.

2.    The Environment and Social Safeguards Specialist will assist the PIU and SPCs in the implementation of environmental and social safeguards instruments, and the institutionalization of best practices in environmental and social management planning and implementation of sub-projects at local level at the three targeted States (White Nile, Gedaref and Kassala).The expected duration of the assignment is one year, and it is expected to commence in June 2020.

3.    The services to to be provided under the Assignment include, but not be limited to, the following tasks:

                                                       

  • Oversee compliance with the RLACC11’s Environmental and Social Management Framework (ESMF) and Process Framework (PF) by the sub-project activities and implementing partners;
  • Oversee the preparation of any site-specific plans such as ESMPs, if required under the terms provided in the ESMF;
  • Provide institutional capacity building including training, orientation and awareness on environmental and social issues for relevant project staff at national, state and local levels, other project implementing entities and project partners;
  • Prepare environmental and social safeguards implementation plan as part of RLACC11 work plan and support the States in the preparation of site specific environmental and social management and monitoring plans;
  • Take part in recruiting and managing independent consultant(s) for end-term evaluation of ESMF and PF Compliance, including the development of TOR.
  • Assess and provide support for implementing entities, such as Pasture and Rangeland Management, Water Cooperation, Forest National Corporation and conduct necessary training workshops to the relevant State experts;
  • Assist State technical staff to conduct workshops to the beneficiaries aimed at empowering them to plan, implement, operate and maintain the system;
  • Assist the PIU in the preparation of discussion papers and any other related documents on environmental and social safeguards;
  • If required, oversee ESMP implementation (including such aspects as public consultation processes, restriction of access to and use of natural resources processes, grievance redress mechanism, implementation performance reporting, etc.);
  • Oversee project activities and policies related to gender equity, inclusion of vulnerable groups in the Project implementation, stakeholder engagement and updating the biophysical baseline;
  • Promote within the RLACC11the design and implementation of solutions which minimize potential negative environmental and social impacts and maximize potential positive benefits of the Project, including development of relevant sections of the Project Operations Manual, prepare guidelines, tools and notes for use in the project;
  • Assess potential environmental and social impacts of civil works planned under the Project, provide recommendations for adjusting designs for minimizing negative impacts to the extent possible, and identify measures for mitigating negative environmental and social impacts of the rehabilitation/construction and operation of these buildings;
  • Lead the design, and conduct stakeholder consultations (affected and interested parties) on project activities, environmental and social safeguards issues;
  • Undertake regular field visits to project sites to assess environmental and social impacts, provide feedback and ensure documentation of field visits and highlight findings in project implementation progress reports;
  • Keep records of environmental and social supervision of subproject activities in a systemic manner that allows easy search-and-find of all documents;
  • Prepare regular environmental and social safeguards monitoring reports for the RLACC11 PIU, to be included in project progress reports submitted to the African Development Bank.

 

4.    The Rural Livelihood’s Adaptation to Climate Change in the Horn of Africa (RLACC II) Project of the Higher Council for Environment and Natural Resource (HCENR) now invites individual consultants to indicate their interest in providing the above-mentioned services. Interested consultants shall provide information on their qualifications and experience demonstrating their ability to undertake the Assignment (CV, documents, references to similar service, experience in similar assignments, etc.).

5.    The desired candidate should have a minimum of a master’s degree in environmental sciences, environmental engineering, environmental studies or equivalent; at least 10 years of relevant professional and progressive experience in managing environment/safeguards related issues/areas; familiarity with the land and natural resources based issues; demonstrated expertise in project level environmental/social assessments /natural resources management in the rural and agricultural sector; strong skills on dialogue on environmental safeguards issues and ability to present them effectively, both orally and in writing; and familiar with the environmental and social safeguards policies and instruments of the Government of Sudan and the African Development Bank; He/ She should also have excellent writing skills in English and Arabic ability and willingness to travel to state capitals and other localities.

7.    Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operation, October 2015 edition, which is available on the Bank’s website at http://www.afdb.org.
