 Background:

Catholic Relief Service (CRS) is an International Relief and Development Agency committed to the alleviation of human suffering; the development of people and fostering of charity and justice in the world irrespective of race, creed or nationality. CRS is seeking a qualified Sudanese candidate to fill the post of Project Accountant in Zalingei.



 
 Duties and responsibilities:

  • Provide technical assistance to sub grantees in Khartoum and Darfur in financial management & grant compliance.
  • Conduct assessment of sub recipient financial system and internal control using CRS standard checklist.
  • Properly document Capacity assessment results and outcomes in in each sub recipient file.
  • Follow sub recipient implementation of the corrective action plan and provide technical assistance.
  • Organize orientation workshop as well as capacity building trainings in Khartoum and Darfur to sub recipientsinfinancial and fund management, agreement requirements and donor regulations.
  • Ensure subrecipient signature on the required certification and all required CRS offices approval have been obtained.
  • Review request for advances by sub grantees, and confirm release of money based on the sub grant agreement, previous expense reports and availability of budget.
  • Remind sub recipient about the reporting deadline and follow up on timely submission of financial report to CRS.
  • Oversee accuracy, presentation and timeliness of all financial reports; and ensuring reconciliation to prior report, bank statement & cash transfer.
  • Ensure consideration of the findings (questionable /unallowable cost) identified during monitoring visit in the finance report.
  • Detail review and testing of copy of sub grantees documentation received with financial liquidation report.
  • Conduct detail review of sub recipients finance transaction & documentation based on the finance monitoring checklist
  • Document the monitoring trip reports and communication result in sub recipient file.
  • Follow sub recipients action towards the identified findings and implementation of corrective action plan.
  • Provide ongoing technical assistance to the organization finance staffs; arrange training on financial management & procurement   and various donors regulations to comply with various requirements.
  • Track receipts of WFP food and Gift in Kind from donors; make necessary valuations and booking the respective values in the system.
  • Assist in grants management along with the Field Finance Manager.
  • Preparation of quarterly and final grant Financial reports to donors
  • Follow up on cash collection/ reimbursements due from donors (local Cash funds).
  • Assist in management of receivables and payables.
  • Assist in extracting of adhoc management or project expenditure reports to program managers.
  • Posting of liquidation of sub recipients and other related transactions into Insight System.
  • Keep a central database or file of each sub recipients according to the new sub recipient’s information system and documentation guideline
  • Perform any other task assigned by Supervisor or his designate.

 
 Minimum Qualification, Skills and Experience Required:

  • University Degree in either Accounting/Business Administration or its equivalent.
  • Minimum 3years professional experience in grant management or equivalent
  • Proven experience of different computerized accounting environments.
  • Experience working with INGO on USAID and other donor’s projects preferred.
  • Experience working in detailed, delicate situations with local partner organizations.
  • Ability to work in team setting, taking initiatives and performing multiple tasks.
  • Ability to analyze problems and provide systematic solutions in line with established policies/procedures
  • Strong analytical and problem-solving skills
  • Fluency of English Language written & spoken.
