SAYARA’s Sudan Country Program operates from Khartoum, Sudan and is part of the East and Horn of Africa Regional Program. The regional team conducts projects in Djibouti, Ethiopia, Kenya, Somalia, and Sudan and delivers services to clients around the world, including the United Nations (UNDP, UNOPS, UNFPA, UNHCR, UNICEF, UN Women), the European Union, governments (US, UK, France), universities, international NGOs, and other major donors. Headquartered in the Washington, DC region with local offices in Kenya, Sudan, Afghanistan, Lebanon, Colombia, and France, SAYARA is responsive to client needs in complex environments through local expert knowledge and an ethical, evidence-based approach.



 
 Duties and responsibilities:

Financial Management and Reporting:

  • Ensure accounting and finance operations in SAYARA Sudan comply with HQ standards and donor obligations.
  • Provides support and assist in establishing and monitoring the projects budget,
  • Prepare financial reports for projects and ensure these are timely, complete, correct and appropriate.
  • Managing and tracking of budgets to ensure there is no overspend low burn rate, verifies budget availability for any commitment,
  • Reviews fund request and programmes work advances to ensure they are within budget and to ensure timely payments
  • Prepare and consolidate financial reports and cash flow projections, with supporting working papers and schedules.
  • Coordinates account coding with Project Managers and the Accounting team to ensure financial information allow proper internal monitoring and be linked to project work plan as well as financial reporting as per donor and clients requirements,
  • Serve as the main point of contact for SAYARA Programmes financial related matters that includes reviewing and uploading reports, conducting budget reviews, reviewing program invoices for accuracy before submitting for payment.
  • Coordinates with programmes staff as appropriate to ensure that financial information are complete and accurate, provide regular financial analyses to Project Managers,
  • Monitors individual project cost recovery, provides monthly reports on cost recovery and advises on areas that need addressing.
  • Responsible for establishing and maintaining Fixed Assets registerations.
  • Participate in the development of the SAYARA annual business planning process and ensure its implementation.
  • Work with operations manager and Programmes manger to ensure proper closure of projects, final reports submitted, all income collected, donor requirements on assets are respected
  • Along with the Finance Manager, respond to audit and Programmes requests for documentation and other financial data requests. Also supports Office internal and external audits,
  • In coordination with the operations manager, review the financial management of the projects, train field staff as required,

 Assets management and Procurement

  • Ensure SAYARA procurement policies alongside donor policies and procedures are respected in the procurement of goods and services.
  • Ensure control of inventory and carry out periodic inventory for materials and assets.
  • Maintain and supervise administrative processes.
  • Supervises clerical and administrative personnel by communicating job expectations, appraising job results.
  • Apply policies and procedures for training, coaching, counseling, and career development for staff.
  • Initiate and coordinates goals, deadlines, and projects for their department.
  • Develops and implements policies and procedures to improve operations and function of the department.
  • Monitor and procures needed supplies for office, reception, mailroom, and kitchen.
  • Ensure a safe, secure, and well-maintained facility that meets environmental, health, and security standards.
  • Manage the maintenance and repair of machinery, equipment, and electrical and mechanical systems.

 


 
 Minimum Qualification, Skills and Experience Required:

Required Qualifications:

  • Minimum Financial Management / Accounting degree;
  • Minimum five years’ experience as senior Finance Officer 
  • Experience in managing multi-partner project budgets would be advantageous
  • Experience working with international organizations and donors
  • Accurate and strong attention to details

Required Skills and Competencies:

  • Excellent advisory skills with high work standard and ability to promote team synergy in a multi-cultural work environment;
  • Excellent interpersonal skills (tact, diplomacy, discretion and impartiality) are essential for this position;
  • Excellent Oral and written communications skills in English and Arabic
  • Ability to work and communicate effectively with a broad spectrum of individual within a broad range of environments, especially in the east African context;
  • High level of good organizational and administrative skills with and ability to work well under pressure;
