Introduction to the Country Office:

Norwegian church Aid is in Sudan since 1972 and works in the fields of relief, rehabilitation, and development, and works through national partners.
NCA’s Country Office is currently in Port Sudan. It has a Field Office in Al-Gadarif, Al-Gadarif State, where its projects activities encompass GBV, Climate Resilient WASH, Climate Smart Economic Empowerment, and Health. As well, its projects activities in Kosti, White Nile State are implemented by the national partners

 Background:

The position holder serves as the technical resource within the national Health and GBV Programme.



 
 Duties and responsibilities:

Programme Quality:

Representing the health thematic area in NCA’s integrated programme approach, ensuring health and GBV is an integral part of the overall programmes and that synergies with other thematic sectors are utilised.

Facilitate both internal and external trainings and technical support to NCA Programmes, NCA’s partner organisations, line-ministries, and other relevant bodies with the aim of increasing awareness and technical knowledge related to health and GBV.

Responsible for ongoing monitoring of the programme through maintaining programme data; annual evaluations, both internal and external; and regular reflections on lessons learnt. Close collaboration with NCA’s M&E team is expected.

Ensuring that NCA’s health and GBV programme interventions are culturally sensitive, and always respects the dignity of the persons and communities the programme aims to serve.

Ensuring that NCA’s health and GBV programme is in line with the sector’s best practice, within Sudan’s national health and GBV framework, and has a solid foundation in documented and proven approaches.

Develop strategy for utilisation of community volunteers, in line with the strategies of NCA’s other thematic areas, ensuring the volunteers receive the attention and training required to ensure sound representation while carrying out their commitments.

Coordination:

• Represent NCA’s health and GBV Programme in the health cluster coordination meetings and other relevant fora.

• Close liaison with NCA’s partner organisations within health and GBV thematic area to ensure an overview of NCA’s efforts; to monitor results achieved by NCA and its partners collectively at Outcome and Impact level; and to ensure synergies are utilised when possible. The collaboration with NCA partner organisations shall be in line with NCA’s partner approach.

• Liaising and coordinating with local government authorities, community leaders and other stakeholders on issues related to project implementation within the health and GBV thematic area.

Management:

  • Develop annual activity plans in collaboration with personnel, the national health and GBV programme and partner organisations and facilitate trainings and follow-up throughout       the project cycle, giving constructive feedback and ensuring implementation is in accordance with approved plans and meeting commitments.
  • The position has budget holder responsibility, entailing that the Coordinator is responsible for managing the budgets in line with NCA’s policies and procedures, and monthly monitoring of expenditure against approved budgets.
  • Timely delivery of procurement plans and cash forecasts.
  • Contribute to the development of project concept notes, proposals, reports and other project documents.

Work as a team member of NCA programme staff:

  • Establishing and developing effective working relationship with other staff.
  • Participating in team decision making, planning and joint activities at sector and Programme levels.
  • Supporting other sectors in their area of expertise whenever requested to do so.
  • Adhering to NCA programme’s policies and procedures.

Other Requirements:

The post holder is expected to be flexible and take on any other relevant tasks as required by his/her line manager. Furthermore; to, where necessary, to take on additional duties on behalf of other team members who are on leave.

Accountability:

The health Coordinator is accountable to the National GBV Programme Advisor for performance.


 
 Minimum Qualification, Skills and Experience Required:

Education:

  • Master’s degree in Public Health, Medicine, or equivalent.
  • Certificates in programme/project management and relevant subjects and methodologies in delivering relevant recovery and development programmes.

Job Related Experience Required:

  • Demonstrated staff supervision experience.
  • Demonstrated experience in working with communities and with civil society organisations.
  • Familiarity with, and a supportive attitude towards, processes of strengthening communities and civil society and building local capacities.
  • Minimum 5 years’ work experience in health.
  • Experience in reproductive health and GBV is a plus.
  • Demonstrated experience in integrating social inclusion, peacebuilding, environmental protection and advocacy into the programme.
  • Experience in integrated programme approaches is a plus.
  • Strong commitment to time bound delivery of project activities.
  • Willingness and ability to promote gender awareness and equality.
  • Minimum 5 years’ experience in working with I/NGOs.
  • Demonstrated proficiency in Microsoft office, including Word and Excel. Demonstrated effective communication skills and solid grasp of the English language, oral and written.

The post holder must also have:

  • Ability to work well under pressure and in response to changing needs.
  • Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders.
  • Excellent interpersonal and communication skills.
  • Leadership qualities and ability to coach, mentor and grow personnel, partner’s and communities’ capacities.
