 Background:

Background:

 

The Government of Sudan (GoS) has embarked on a series of economic reforms to stabilize its national economy. GoS heeds the importance of economic security and reducing inequalities, hence it intends to expand the umbrella of social protection through the direct cash transfer based; Sudan Family Support Program (SFSP).

 

SFSP aims at providing cash transfers to targeted families. It targets 80% of the population with monthly transfer of approximately $5 per person. Families should be able to enrol to receive benefits through multiple channels including interactive SMS, USSD gateway, via smart-phone application, and physical registration.

 

The Program implementation will be executed by a cross-Ministerial body chaired by the Ministry of Finance and Economic planning, co-chaired by the Ministry of Labor and Social Development, and includes the Ministry Interior, Justice, and the Central Bank of Sudan.

 

Objective:

 

The program objective is to deliver unconditional cash transfers and improve safety net systems to support 80% of Sudanese families. This objective will be measured through the following indicators (a) Number of households receiving cash/income support; (b) Percentage of households headed by females receiving cash/income support (c) Number of beneficiaries of SFSP; and (d) Percentage of female beneficiaries of SFSP.

 

Sudan transitional government is committed to gender equality and women well-being across Sudan. The gender officer will be working with different women groups, organisations and development partners to ensure the adoption of gendered and contextual delivery approaches, which will entail working with the communication and community outreach and enrolment teams.



 
 Duties and responsibilities:

  • Implement social risk management instruments including social assessment, gender action plan, stakeholder engagement plan and others.
  • Review and support the development of gender sensitive monitoring and evaluation procedures and system to build knowledge and improve SFSP program.
  • Organise special beneficiary outreach aimed at reaching female headed households and those most in need of assistance but least able to access information such as female farm workers, young married women and indigenous women.
  • Ensurelanguage in all publications about the project is gender-sensitive, non-discriminatory and sensitive to the cultural norms of indigenous and minority groups
  • Facilitate engagement with Women Civil Society groups, relevant Development Partners and Key Government stakeholders.
  • Ensure Gender-focused behavioural science is integrated into the community strategy for the SFSP
  • Analyse project data to ensure adequate gender representation
  • Perform other duties as required

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelors Degree in a social or humanitarian field (Economics, Sociology, Anthropology, Law or related fields), Masters or P.hD will be a plus.
  • Minimum of 3-6 years of experience working in development or humanitarian programs in a gender related role.
  • A strong team player, able to resolve differences, motivate and inspire team performance;
  • Excellent communication skills and the ability to effectively explain strategy and approach to external audiences;
  • Good interpersonal skills with experience in networking with partners at all levels (Ministry, Development partners, Private-sector, NGOs and Academia);
  • Strong written, analytical, presentation, reporting and computing skills
  • Strong competence in the use of standard software productivity tools (e.g Microsoft Office Suite).
  • Fluent in written and spoken Arabic and English. Other local dialects also desirable.
