Context

Following the conflict in the Tigray region of northern Ethiopia, more than 50,000 refugees fled to neighboring Sudan in Kassala and Gedaref States. An IRC emergency team is currently carrying out assessments in the region to open an office in Gedaref and support the needs of the refugee population in Um Rakuba camp and Tenedba camp with programs such as: Health, WASH and Child protection.

Job description

Under the direct supervision of the Humanitarian Access and Safety Manager (HASM), the Humanitarian Access andSafetyOfficer (HASO) is responsible for facilitating humanitarian access and the safety and security of IRC staff and assets at the local level (Gedaref state + other states), and will be responsible for monitoring the security situation in neighboring countries.

1. Network &Access

• Establish and maintain contact with various actors (local authorities, HAC, NGOs, UN agencies, security forces, etc...).
• Work with program teams to build acceptance in local communities where IRC implements projects
• Advise the leadership on the possibilities of access to the different zones
• Identify local procedures for access to program sites and ensure staff are briefed and internally following those procedures. 
• Act as focal person for securing approvals from local authorities in the area of operation

2. Planning and Documentation

• Organize and produce risk analyses in a participatory and regular manner as needed.
• Participate in the development of Security Plans (SMP) including appropriate procedures and contingency plans.
• Ensure that all documents are up to date and operational.
• Evaluate and maintain contingency plans adapted to the local context, in particular for evacuation, hibernation and travel.

3. Information and Analysis

• Identify and report all the security information and events, especially those could have an impact on IRC operations.
• Work closely with all staff to ensure that safety and security incidents are reported in accordance with IRC standards.
• Share daily/weekly security updates with all staff as appropriate to inform field visits to program sites etc.

4. Trainings and Briefings

• Provide an on-arrival security briefing to all the visitors and new staff
• Identified staff training needs at the local level.
• Provide ongoing training for drivers and guards, as well as for other staff as necessary.

5. Building safety

• Ensure the monitoring and replacement of safety equipment in IRC buildings (fire extinguishers, etc.).
• Ensure the renewal of emergency stocks in IRC offices and guest houses.
• Ensure that each IRC office and guest house has an evacuation plan in case of fire
• Conduct regular building assessments to identify any vulnerabilities and recommend corrections.
• Ensure having security guards in all IRC facilities and supervision of guards.

6. Others tasks:

• The HASO will provide support in the event of a safety or security incident affecting an IRC staff member.
• The HASO may work on any other task requested by his/her supervisor, including support to the program or support services teams.

• Security training or experience in the field;
• At least 2 years’ experience in the field of security;
• Good knowledge of MS Office and computer tools used by IRC;
• Good knowledge of the environment and humanitarian principles;
• Highly organized and precise
• Ability to work independently;
• Flexibility to work in different locations.
• Excellent level of written and spoken English and Arabic - Other local languages will be a plus

Policy compliance – IRC way policies

• Ensure any violations of the IRC Sexual Abuse and Exploitation Code of Conduct are reported to the CD. The reporting of violations is an obligation on the part of all staff members.
• Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers.

• Ensuring the non disclosure of any information whatsoever relating to the practices and business of IRC acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.
