 Background:

Concern has secured funding from Darfur Community Peace and Stability Fund (DCPSF), managed by UNDP to implement a 24-month project (1 Jan 2021-31 Dec 2022) called “Peace for All”, Peacebuilding and Conflict Resolution Intervention in El Geneina and Sirba Localities, West Darfur State (PFA).

The overall objective of this project to build local peace governance by ensuring communities in Geneina and Sirba can have confidence in the local and state level conflict resolution and reconciliation mechanisms. The purpose of these two position is to implement Concern’s DCPSF project on the ground in Sirba and El Geneina Localities, West Darfur state, according to the Detailed Implementation Plans (DIPs). The position holder will work day-to-day with community leaders, members to strengthen existing community structures to improve peace and support community based reconciliation mechanisms, through FSL and WASH activities that will bring together the entire community. The position holder will coordinate and liaise with other Concern’s sector supervisors in FSL, WASH, Health and Nutrition and field workers from other actors on the ground. 



 
 Duties and responsibilities:

Programme Implementation:

  • Participate in the baseline data collection about peace and conflict drivers on the ground using participatory involvement, respecting culture and local norms.
  • Prepare monthly work plan of activities to be implemented and submit to the Peacebuilding and Conflict Mitigation (project) Officer for approval;
  • Undertake community mobilization and awareness raising about project activities including harmful practices that are bottleneck for peacebuilding processes in the community level
  • Organize and conduct community meetings and focus group discussion about peacebuilding and conflict mitigation issues, according to the project plan, complaints and needs during the project roll out.
  • Provide correct information to the communities about the project, including their roles and entitlements;
  • Implement beneficiaries’ Complaints and Response Mechanism (CRM) as per Concern’s procedures;
  • Register all the beneficiaries who receive support from Concern’s DCPSF activities (FSL, WASH) using the format developed by Project Officer
  • Carry out training of beneficiaries, distribute of project inputs, make field visits, and supervise and support the community peacebuildling and conflict mitigation mechanisms in place, based on plans that set up during the project baseline.
  • Ensure the beneficiaries sign for any support given such as seeds, tools, kits, etc. using the standard Concern format.
  • Incur only expenditures which are budgeted, authorized and in according with Concern’s compliance procedures;
  • Implement activities according to Concern’s technical quality standards (manuals and guidelines) and the relevant ministries’ technical guidelines; 
  • Closely follow-up with the beneficiaries to ensure that actions agreed with them are implemented, with a particular focus on day-to-day coaching and mentoring peacebuilding actions that would bring together conflicted individuals and communities.
  • Report to the Peacebuilding and Conflict Mitigation Officer and the Project Manager about challenges in the field to enable quick resolution;
  • Plan and implement activities together with the local staff of technical Ministries (Ministry of Agriculture, Animals Resources), local leaders and beneficiaries as may be necessary;   
  • Take part in data collection using the Digital Data Gathering (DDG) system and other tools as per requested; including information about conflict and peacebuilding situations where context allow
  • Prepare and submit regular activity updates from the field, based on the DIP plan, and relevant compliance requirements requested by Project Manager/project officer
  • Support the preparation and roll out of trainings by organizing the selected participants (e.g. peacebuilding training, Voluntary Savings and Loaning (VSL), Income Generating groups and vegetable grower group), and follow up their work in their respective communities, based on the training they receive.
  • Work closely with other sectors to ensure implementation of activities is done in coordination with WASH, Health and Nutrition supervisors with crosscutting themes and integration of peace messages.
  • Take care and keep good custody of Concern’s equipment/assets that are issued for implementation of activities;

Capacity Building:

  • Contribute in the set up and mobilization of peacebuilding committees in each targeted locations, and work with the committees to mentor and support their peacebuilding and conflict mitigation efforts in the community.
  • Assist in the preparation and conduct of training, follow up and mentoring of beneficiaries, community groups and community-based extension workers in their performance after the training
  • Contribute in the development of capacity building plans on peacebuilding and conflicts mitigation, based on observations and discussion with the community.

 

Others:

  • Be aware of, understand and comply with all of Concern’s policies and procedures (Code of Conduct and Associated policies, finance, logistics, HR, security management etc.).
  • Contribute to ongoing security management and planning as necessary.
  • Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
  • Undertake other related duties as may reasonably be assigned by the Project Manager/Peacebuilding and Conflict Mitigation Officer. 

Emergency response

Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and Sudan Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.


 
 Minimum Qualification, Skills and Experience Required:

Essential

  • At least Diploma in Community Development, Peacebuilding and Conflict Mitigation, Agriculture, Animal Sciences, Agri-business or related discipline;
  • Minimum of 5 years’ experience in NGO setting in direct engagement with community members, leaders and decision makers
  • Good knowledge and understanding of conflict drivers in West Darfur, and local culture and norms
  • Knowledge of and experience in working in West Darfur.
  • Background experiences in agriculture and rural livelihood activities
  • Strong community mobilisation and facilitation skills;
  • Good communication skills and mediation between conflicted groups, community members.

 

Desirable

  • Experience in using Digital Data Gathering tools
