Peacebuilding and Conflict Mitigation Project Manager

 Liaise with: FSL Advisor, Project Field Supervisors (2), Finance Team, System Team in El Geneian office in West Darfur, and Area Coordinator WD, MEAL Officer, and MEAL TA, Grant Manager, and other technical officers (Health/Nutrition) program staff

 Background:

Concern has secured funding from Darfur Community Peace and Stability Fund (DCPSF), managed by UNDP to implement a 24-month project (1 Jan 2021-31 Dec 2022) called “Peace for All”, Peacebuilding and Conflict Resolution Intervention in El Geneina and Sirba Localities, West Darfur State (PFA).

The overall objective of this project to build local peace governance by ensuring communities in Geneina and Sirba can have confidence in the local and state level conflict resolution and reconciliation mechanisms.

Project Manager will provide overall leadership to the project, coordinate and oversee the day-to-day implementation of the project activities, provide technical support, and ensure that the project deliverables meet quality standards in a timely manner. The role holder will also be the ultimate focal point for the project, including budget, procurement, recruitment and activity implementation. He/She will hold responsible for tracking of the indicators to achieve success, provide draft report and periodic review of the project, fix delays and field level challenges. 



 
 Duties and responsibilities:

Programme Implementation:

  • Directly responsible for planning, implementation and reporting of all components of the project based on the approved proposal package.
  • Ensure that project Detailed Implementation Plan (DIP) is prepared, constantly tracked, implemented, updated and shared with project staff, Area Manager and Area Coordinator and relevant finance and system officers.
  • Ensure that communities and stakeholders are effectively mobilised, provided with project information and participate in project orientation, so they understand the purpose of the project with strong peacebuilding and conflict mitigation elements.
  • Hold monthly review meetings with the project team to review progress and challenges and develop plans and strategies for the next month with a strong focus on peacebuilding and conflict mitigation elements for each activity to reach the project objectives
  • Supervise the day-to-day operation of the project in the project areas: follow up weekly activity plans, procurement, recruitment, administrative tasks, expenses, with relevant project team members and other support officers/managers.
  • Ensure that the project staff have daily, weekly and monthly plan and that they are implemented with a strong peacebuilding and conflict sensitive component for each activity.
  • Oversee the implementation of the project activities as per the technical standards and best practices in FSL, WASH and peacebuilding in the community.
  • Work closely with the relevant government departments for their full participation in the project activities and create strong linkage between the community based peacebuilding committees and the locality/sate level peacebuilding actors (Nomad Associations, Women Associations, other peacebuilding actors)
  • Engage with community leaders, key informants and change agents through meetings, dialogues to promote peaceful coexistence in community/locality and state level.
  • Document success stories of the project with the support of the project team
  • Support the team in community mobilization, organizing peace trainings, technical workshops, exchange visits, meetings to negotiate over disputes, exposure visits with change Agents, community leaders, community members, and relevant authorities at locality and state level.
  • Where necessary, ensure crosscutting issues such as gender, HIV&AIDS, accountability are mainstreamed into the peacebuilding and other activities
  • Fully implement the Complaints and Response Mechanism (CRM) system as per Concern’s guidelines with the technical support of the MEAL Team and the MEAL officer in West Kordofan.
  • Liaise with MEAL Team in periodic data collection tools, technical inputs and guidance to ensure project is on track to meet required logframe indicators.
  • Supervise the work of the National Partner (SAWA Sudan) to ensure that activities assigned to them are implemented as per the partnership agreement, including tracking indicator performance, budget and delivery of services in the communities.
  • Receive partners reports, review, provide feedback and share the final report with the Area Manager and the Grant Manager.
  • Draft project reports as required using standard reporting templates (Concern and donor), including partner’s activities and work closely with the Grant Manager to meet standard requirement for report submission.

Capacity Building:

  • Organize induction/training workshops with the project team, and national partner and develop a common understanding of the project.
  • Provide technical in-house training and orientation e.g. peacebuilding and conflict mitigation skill set to staff and partners to ensure that they have adequate capacity to implement the project, and they understand the key indicators and project concept they need to deliver.
  • Provide technical support, coaching and mentoring project team and partner during the entire project implementation period e.g. collecting information on conflict cases, presenting stories of success from the field, negotiation skills with leaders etc.

Representation:

  • Take part in peacebuilding forums/clusters meetings at state level and also initiate the establishment of working groups where it is needed.
  • Participate in joint monitoring missions in related to FSL, peacebuilding, Emergency Response etc.)
  • May represent Concern in other coordination forum as delegated by the Area Coordinator.
  • Liaise with DCPSF fund local representative in West Darfur State through UNDP office in El Geneina, and provide periodic update about the project performance, and seek guideline and support if required.
  •  Coordinate and communicate with all senior management in West Darfur about the progress of the project during the monthly coordination meetings and raise concerns, challenges beyond his/her level of approval for support and solution.

Others:

  • Be aware of, understand and comply with all of Concern’s policies and procedures (Code of Conduct and Associated policies, finance, logistics, HR, security management etc.)
  • Contribute to ongoing security management and planning as necessary.
  • Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
  • Undertake other related duties as may reasonably be assigned by the Area Manager/Area Coordinator. 

Emergency response

Concern is committed to respond to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and Sudan Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.


 
 Minimum Qualification, Skills and Experience Required:

Essential

  • A relevant academic qualification- Masters Degree in Political Science, Social Sciences, Peace-Conflict and Conflict Mitigation, Community Development
  • Minimum of 7 years of relevant experience in Peacebuilding, community development, project management with national and international NGOs
  • Strong practice of workplace diversity and inclusiveness
  • Strong communications skills and fluency in written and spoken English and Arabic.
  • Experience in community based peacebuilding approaches, community dialogue, conflict mitigation skills
  • Understanding of Darfur context: culture, conflict drivers, community peace processes etc.
  • Good computer skills both Word and Excel necessary
  • Excellent organizational and multi-tasking skills
  • Strong community facilitation skills, especially working with community leaders, change agents, government authorities and other humanitarian actors
  • Excellent written communication skills and ability to use Microsoft Office (Word, Excel etc.);
  • Strong organizational and project implementation skills, and ability to deliver within tight deadlines;
  • Experience in working with partners and supporting their capacity development;

Desirable

  • Experience in using Digital Data Gathering tools;
  • Familiarity with UNDCPSC project/donor requirements
  • Experience in applying different humanitarian standards, e.g. Community Peacebuidling and Committee functions, Core Humanitarian Standards (CHS), and peacebuilding strategies, approaches and practices
  • Knowledge of and experience in working in Darfur region.
  • Experience in working with national partners
