 Duties and responsibilities:

The position is based in Khartoum and is located in the Finance Unit, within Operations and Resource Management Section. The incumbent will report to the Finance and Budget Officer.

 

Responsibilities:

Within the limits of delegated authority, the Finance and Budget Assistant will be responsible for performing the following duties:

 

Strategic Resourcing and Stewardship

  • Assists in the review, analysis and preparation of cost estimates and budget proposals, in terms of mission's resourcing requirements such as staff and non-staff requirements, including programmatic aspects.
  • Assists with the review of justification for resource requirements for budget submissions in coordination with relevant Sections/Offices on related issues during preparation of the budget proposals.
  • Assists in monitoring extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Monitors budget implementation/expenditures and assists with the reallocation and re-deployment of funds as necessary.
  • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
  • Prepares budget performance submissions and provides support with the finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
  • Drafts or prepares correspondence to respond to enquiries in respect to budgetary and financial matters.
  • Assists in the maintenance of fixed asset register, as required.

 

Performance Monitoring

  • Assists in performing analysis, preparation and delivery of strategic support and business intelligence to operational counterparts and mission leadership on financial resourcing and stewardship, and organizational performance of the mission, in line with mission priorities and as directed by the supervisor.
  • Reviews requisitions for goods and services to ensure (a) correct coding blocks have been charged, and (b) availability of funds.
  • Monitors integrity of various financial databases.
  • Performs periodic reconciliation of accounts in Umoja.

 

Finance

  • Prepares disbursements or releases payments by check, cash, wire transfer; assists with exception payment for corrective actions.
  • Acts as the petty cash custodian and undertakes related functions.

 

Others

  • Ensures that the daily activities are compliant with UN Financial Regulations and Rules and Regulations governing all aspects of Budget and Finance and related Administrative policies.
  • Prepares and analyses reports with a view to identify anomalies and unusual trends and recommend corrective action as appropriate.
  • Performs data extraction and prepares various reports for management review.
  • Responds to queries and drafts correspondence to clients and other stakeholders in a timely and effective manner.
  • Ensures that accurate and complete accounting, reporting and internal control systems are in place and functioning.
  • Ensures that all relevant records and audit trails are maintained.
  • Performs other duties as required.

 
 Minimum Qualification, Skills and Experience Required:

Education: High school diploma or equivalent is required. Technical or vocational certificate in accounting, finance, budget, business administration, public administration or related fields is required

 

Work Experience:

A minimum of seven (7) years of experience in International Organizations or in the private sector in accounting, budgeting and financial management or related area is required.

 

At least 5 years of experience in application of UN Financial and Administrative Rules and Regulations within the United Nations system or a similar international organization is desirable, including administration of a broad range of Budget and Finance functions.

 

Experience in using the finance module of an enterprise resource planning (ERP) system is desirable.

 

Languages: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is required.  Knowledge of other United Nations language is desirable.

Assessment:

 

Evaluation of qualified candidates may include a written assessment followed by a competency-based interview.
