World Vision Khartoum seeking to recruit qualified (Finance Manager) based in Khartoum.

 

PURPOSE OF POSITION

Reporting to the Director of Finance, the Finance Manager leads all day-to-day accounting operations, with functional responsibility for accounting, accounts payable, payroll, accounts receivable and tax compliance. The position is responsible for the production of financial reports; ensuring proper maintenance of accurate accounting records; accurate processing of financial transactions; and administration of a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of the company’s reported financial results, and ensure that reported results comply with generally accepted accounting principles (GAAP) and result in unqualified audits. The position will focus on implementing financial strategies that best serve program objectives in consistent with World Vision National strategy, Partnership Policies and donor requirements.

The position supervises all the staff in the Accounts team.

  1.  Financial planning and Budgeting

20%

  • Support the production of cash flow reports, annual budget, and forecasts.
  • Facilitate the preparation, review and consolidation of the WV Sudan annual budgeting process and provide technical support in line with budgeting guidelines, FFM requirements and donor regulation (including GIK).
  • Consolidate WVS annual budgets, including Overhead (CAL) budgets in accordance with GC and EARO budget guidelines
  • Ensure accurate and complete program budgets are uploaded on Horizon and in Sunsystems.
  • Review the alignment of budgets between projects, MyPBAS and support office ensuring MyPBAS is updated and reconciled monthly.
  • Prepare project spending analyses reports and track project spending against budget through Variance Analysis, investigation and follow-up with the respective project.
  • Provide technical support to projects in the Year-end closing procedures.

 

  • Accurate NO budgets developed and timely uploaded on horizon
  • All budgets updated on Sunsystems and updated on MyPBAS with monthly reconciliation done as necessary.
  • Monthly spending variance analyses prepared and variance explanations submitted to the region for review.
  • Year-end process conducted smoothly with books of account properly reconciled and carry forwards processed accurately.
  • Annual Operation plan prepared for the office.

 

2.  Financial Reporting and Analyses:

20%

  • Prepare and analyze accurate monthly financial and management reports, including income statement, balance sheet, budget and variance explanations, projections and forecasts, and the consolidate cash flow for all levels, including Senior Leadership Team and provide technical support to Field Finance Managers to prepare financial reports for the offices.
  • Provide financial analyses and models as needed for management decision making and strategic monitoring of project performance
  • Coordinate and oversee the preparation of organizational performance scorecards and monitor benchmarks against which to organizational performance is measured and implement agreed corrective compliance measures.
  • Coordinate the preparation of the draft annual financial statements and all required statutory tax and other returns
  • Coordinate roll out of NO/EARO/GC key initiatives

 

  • Accurate financial reports and analyses prepared and submitted monthly as per GC and Advisory Council requirements.
  • Monthly cash-flow forecasts prepared and submitted to treasury on time. 
  • Interpret financial analysis and provide recommendations to the Operations team and Cost center managers.
  • Monthly performance scorecards prepared and communicated to key stakeholders for action.
  • Year- end closing processes completed on time and coordinate performance of annual audit promptly to ensure compliance with NGO board requirements.
  • GC Key initiatives rolled out successfully to NO teams.

 

3.   Financial transaction processing and accounting

30%

  • Maintain Chart of accounts and ensure Sun Systems records are maintained for all transactions and assets.
  • Ensure that all financial transactions are processed accurately, in a timely manner, and in accordance with generally accepted accounting principles.
  • Develop, implement, and maintain processes and controls that are current best practices related to transaction processing.
  • Manage, oversee, process (as appropriate), and review processing for the following transactions: payroll, accounts payable, revenue and expense, fixed assets, cash, bank reconciliations, and account allocations.
  • Oversee and perform month-end closing procedures, including overhead allocations, account reconciliations, and updating schedules.
  • Maintain an orderly accounting filing system for accounting records
  • Accurate chart of accounts maintained aligned with GC requirements
  • Accurate books of account maintained.
  • Robust and effective internal control system in place
  • Accounting staff effectively supervised to ensure accurate processing of financial transactions.
  • Monthly closing done accurately and within GC deadlines.
  • Document retention and filing system in place.

4. People Management and capacity building

20%

  • Provide leadership to finance and accounting areas of the organization supervising Senior Finance Officers and Finance Officers in accounting.
  • Recruit, retain, supervise, train and develop all the staff in the department assigning jobs relevant to accounts payable, accounts receivable etc.
  • Oversee Finance new-hire orientation and onboarding, coaching and training for Finance and program staff on financial matters.
  • Support the Grants Finance Manager in ensuring accurate charging of allocated Support costs to grants.
  • Maintain up-to-date job descriptions for the Finance Accounts team and ensure Performance Evaluations and work plans are in place.
  • Share and replicate finance management best practices with the  project teams in order to ensure improvement in financial management
  • Performance Agreements with direct reports in place
  • Mid-Year and Annual Performance Appraisals conducted.
  • All Finance staff receive orientation and training prior to commencement of work.
  • All staff oriented on internal controls, policies, standards and procedures as well as organizational best practices replicated in all zones.
  • Capacity building plans for finance and support services staff developed and submitted.
  • Key partners orientated on internal controls, procedures and processes

4.  Audit coordination, Risk Management and compliance

10%

  • Prepare and assist with developing audit schedules for the annual audit.
  • Suggest improvements in processes to increase organizational effectiveness
  • Coordinate and support execution of Internal, External, and GC audits, resulting in no adverse audit results.
  • Conduct orientation of staff on internal controls, procedures and Fraud and anti-corruption awareness training when needed.
  • Regularly review and implement efficient and effective internal control systems.
  • Review and implement prior audit recommendations.
  • Identify, mitigate and report Finance and support services risks.
  • Efficient audit process as at year end and proper support provided for internal and other audits.
  • Updated organizational business processes in place that reflect changes in business systems and polices.
  • Audit recommendation implemented within 90 days
  • Acceptable Financial Audit ratings
  • Finance risk tracker regularly updated with emerging risks.
  • Annual risk assessment exercise conducted for Finance function.

 Minimum Qualification, Skills and Experience Required:

  • Proactive, hands-on manager who will own, in partnership with the Finance Director, responsibility for the Finance Department.
  • Strategic thinker who possesses solid business acumen and is able to organize and manage multiple priorities.
  • Exceptional verbal and written communications skills and the ability to interact effectively with others, both internally and externally.
  • Excellent time management skills, with the ability to perform multiple tasks and meet critical deadlines while maintaining accuracy and quality.
  • Proven ability to make complex and time-sensitive decisions in the best interests of the organization.

 Minimum education, training and experience requirements to qualify for the position

1.   Bachelor’s degree in accounting or finance. (MBA Preferred)

2.   CPA or ACCA required.

3.  Minimum of 5 years of finance and accounting experience, including finance, accounting, audit, and analysis (including gathering, evaluating, presenting, and reporting financial information to management and external stakeholders).

4.  Experience managing statutory and donor audits

Demonstrated high proficiency levels of Sun Systems

Other

1.     Substantive experience working in the NGO sector dealing with multiple donor funds and meeting different donor reporting requirements

2.     Proven experience in supervision of staff within different functions

Solid experience in coordinating audit activities and managing reporting, budget development and analysis, accounts payable and receivable, general ledger, payroll, and accounting for investments.

 3. Certified or Chartered Accountant- ACCA, CIMA, CPA, ICAM

  •   Master’s degree in Finance, MBA or related field
  • Proactive with a positive outlook and willingness to embrace change
  • ·   Ability to work using own initiative, but knowing when to consult.
  •     Relevant experience of the operations and processes NGO  including  financial accounting processes and controls
