 Grade Level: Grade 6, Monthly Gross Salary starting range from 948 USD.-1,047.38 USD
 Supervisor: Area Coordinator for North Darfur and Financial Controller in Khartoum
 No. of Post: 1
 Duty Station: El Fasher, up to approximately 30% travel to Kutum,Umbaro and Seref Umera localities.
 Duration: One-year renewable, with three-month probation

 Background:

GOAL has been working in Sudan since 1985. GOAL is currently working directly in North Darfur and South Kordofan States, managed by GOAL offices in these states and in Khartoum. The current GOAL program focuses on following sectors:  Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH) and Food Security and Livelihoods (FSL).

General Description of Role:

To ensure that GOAL and donor’s financial Policies, standards and procedures are strictly implemented, and day to day financial functions in El fasher office are addressed and financial supports to GOAL’s activities in El fasher, Kutum, Umbaro and Seref Umra localities are provided. Prepare and submit financial reports on a timely basis. And responsible that all financial documents and record are kept as per the policy. The Finance Manager, under the guidance of the Area Coordinator and the Healthpro Project Coordinator – will be responsible to manage the financial and accountabilities tasks that involve project partners such as NHIF, NMS, SMoH, LHA and national NGOs under the EU funded Healthpro project.



 
 Duties and responsibilities:

Responsibilities:

•          To prepare all staff salaries and benefits on a monthly basis.

•          Facilitate daily cash management (payment requests and recording in the cash book).

•          To prepare a monthly finance report GOAL Head office – Khartoum

•          Email monthly cash books to GOAL Head office – Khartoum.

•          Work with the Area Coordinator, Logistic mgr. and Office manager on managing the core cost budget and guiding them when necessary. 

•          Work with Program team to implement the activities as per PMP schedule.

•          Assist the FC on the preparation of Donor report.

•          To prepare the monthly cash requirements from El Fasher in consultation with the Area Coordinator and the relevant Programme Managers.

•          To perform daily, weekly and monthly cash count and reconcile to cashbook. Verify cash count on a weekly basis and at the end of the month.

  •  Check and sign Payment Requisition Forms and Cheque Request Forms. This includes checking signatures & approval, calculations, description of purchase, payee etc. Ensure the requester has indicated which budget to charge for the purchase, and the correct full budget codes are included on the forms. Ensure adequate support documents are attached including proper invoice and any necessary procurement forms (i.e., OQRF, Purchase Order or Contract, Goods Delivery Note etc)

•        To Taking responsibility of custody of El fasher Master safe key

•          To attend meetings and workshops as required.

•          To liaise directly with Khartoum based Office manager and financial controller for any finance related issues.

•          To ensure that Donor Compliance is being adhered to.

•          Any other tasks required by the Area Coordinator and Financial Controller.

•          Manage direct reports (finance officer etc.)

 


 
 Minimum Qualification, Skills and Experience Required:

 

 

•    University degree qualification in Accounting and / or Finance related subjects

•    Preference for a candidate with 3 – 5 years maximum experience in a similar role

•    Previous experience working for an international organisation.

•    Good organisational and planning/prioritising skills.

•    Well organised, highly motivated and willing to work long, flexible hours

•    Excellent level of written and spoken English

•    Self-motivated with good communication skills

•    Good attention to detail

•    Commitment to the achievement of GOAL’s programme aims

•    Computer skills including Microsoft Word, Excel, SAGE and email.
