 Background:

 

ORGANIZATIONAL CONTEXT:

 

The Protection Associate (SGBV) (Sexual and Gender-Based Violence) normally reports to Associate Protection Officer (SGBV) or the Protection Officer.  He/she monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.

 

The Protection Associate (SGBV) is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern (children, women, survivors of SGBV, including men and boys) and identify opportunities to mainstream SGBV protection methodologies and integrate protection safeguards in operational responses in all sectors.  He/she contributes to designing a comprehensive protection strategy and liaises externally with authorities and partners on protection doctrine and policy as guided by the supervisor.

 

The Protection Associate (SGBV) also ensures that persons of concern under area of responsibility are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

 



 
 Duties and responsibilities:

 

Responsibility 

  • Facilitate collection of relevant SGBV data, analysis and management; Provide monthly and quarterly SGBV trend reports that inform SGBV programming.
  •  Provide regular support and assistance to Case Worker, Women’s Support Officer, and Prevention Officers.
  • Help to develop and strengthen case management systems ensuring that SGBV responses are guided by respect for the choices, wishes, rights and the dignity of the survivor. 
  • Work with partners and community members to develop and strengthen community based protection and referral systems.
  • Conduct regular safety audits and use findings to advocate for SGBV sensitive programming.
  • Supervise partner implementation of activities in Women’s safe spaces.
  • Oversee routine outreach, information and awareness-raising activities resulting in multi-sectorial response to women, children and persons with specific needs.
  • Prioritise multi -sector SGBV integration during emergency and throughout program management cycle maintaining Gender lenses and protection of vulnerable children.              
  • Train UNHCR staff and key partners on SGBV prevention and response, including reporting, confidentiality and data management.
  • Through referral monitoring, ensure that survivors have timely access medical services, preventing unwanted pregnancy, STI’s, access to counselling, legal assistance and socioeconomic support.
  • Support establishment of community based SGBV networks to support SGBV risk monitoring and incident reporting.
  • Represents UNHCR at relevant Coordination forums highlighting SGBV and Child Protection  related concerns. 
  • Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
  • Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.

 

Regular SGBV activities that need to be followed up may include:

 

  • Ensure SGBV program undertakes periodic safety audits and findings shared with relevant stakeholders.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within UNHCR’s and amongst beneficiaries.
  • Monitor movement from camps, particularly for UASC (Unaccompanied and Separated Children) and cases of family reunification.
  • Monitor issues of child recruitment, and identification of potential MRM cases for referral to UNICEF MRM monitors.
  • Follow-up on education and development of self-reliance opportunities.
  • Follow-up on child Protection cases, including family reunification cases, alternative care arrangements, BIA/BID processes, including referrals (in accordance with SOPs).

 
 Minimum Qualification, Skills and Experience Required:

 

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

  • Education: Completion of secondary school.  Additional Training courses in protection related issues.
  • Job experience: relevant to the function: 4 years.
  • Fluency in English and working knowledge of another relevant UN language or local language.
