 Background:

General Description of the Programme:

GOAL has been working in Sudan since 1984. GOAL currently has programs in 2 states – North Darfur and South Kodofan. In North Darfur, the program is in Kutum, Alwaha, Umbaro, and Serf Umra localities, while in South Kordofan the programs are in Dillenge, Abukarshola, Habila, Rashad, Abujubeiha, and Talodilocalities. The current GOAL programs are in the following main sectors:  health care, nutrition; food security and livelihood; water, sanitation and hygiene promotion (WASH).

 

General Description of the Role:

The main purpose of this position is to manage, monitor, and ensure quality implementation of GOAL’s Nutrition program in South Kordofan State, including Community Management of Acute Malnutrition (CMAM) programming offered to targeted beneficiaries in GOAL’s PHC programme, ensuring programmes are executed in line with MoH and GOAL guidelines and recognised international humanitarian standards, as well as community-based behavior change program called Nutrition Impact and Positive Practice (NIPP). The Nutrition Coordinator is expected to provide technical support to the nutrition staff in the field locations and to ensure that programme implementation is progressing in line with donor proposals and agreed timelines.  The Nutrition Coordinator will be required to ensure coordination of nutrition activities with the health, community health and WASH activities as part of the integrated health and nutrition program. This position is based in Khartoum with extensive travel, up to 70%, to the field sites in South Kordofan (and elsewhere as requested by ACDP), in order to supervise and provide technical support to the field program teams.

 



 
 Duties and responsibilities:

Key Duties:

General Responsibilities:

  • To provide technical direction and oversight to the Nutrition programme, responsible for all Nutrition activities, indicators, outputs, and program quality in South Kordofan State. The activities will include development and review of surveys, proposals and reports, input into strategic planning, strengthening of program design and implementation and monitoring and evaluation. 
  • Ensure that all GOAL-managed Outpatient Therapeutic Program (OTP) sites and Stabilization Center (SC) are functioning properly and according to MoH Guidelines
  • Ensure all locations have regular and unbroken supply of necessary inputs.  Assist field teams to forecast all program needs to ensure that all supplies are procured and delivered in a timely manner.
  • Ensure that all community engagement programming, including NIPP, Family MUAC, defaulter tracing, IYCF, and other approaches, are implemented in accordance with GOAL and Sudan approved guidelines and protocols, and are well-coordinated integrated with other sector
  • Lead the South Kordofan nutrition team to develop, implement, and keep updated a Detailed Implementation Plan , including Activity plan and Procurement Plan.
  • Manage the Nutrition sector South Kordofan budget lines, monitoring spending and work plans to ensure appropriate use of funds according to donor agreements, GOAL and donor policies, and principles of cost-effectiveness and efficiency.
  • Undertake regular field visits to South Kordofan and elsewhere as requested, to  review and report on nutrition program progress specifically in relation to their efficiency and effectiveness and determine any future program recommendations. 
  • Co-ordinate nutrition activities with relevant bodies: Ministry of Health, UNICEF, WFP and International and National NGOs and cultivate relationships by attending regular coordination meetings and communicating issues arising.
  • Ensure that all IEC materials are properly designed and field-tested in each location; update and improve the supply of good quality and culturally sensitive nutritional promotion materials that can be used effectively in the field in a timely manner.
  • Participate in nutrition and Multi Indicator Cluster Surveys and impact assessments in all project locations and assist in formulating the results into reports.
  • Ensure HIV and gender is mainstreamed across the nutrition programme.
  • Any other activities as directed by the Area Health & Nutrition Coordinator, ACD-Programs or Country Director.

 

Reporting & Proposals

  • Ensure the timely collection, presentation, analysis and distribution of monthly nutrition activities and statistics. Provide constructive feedback to staff on the data collection and analysis.
  • Lead the preparation of reporting on nutrition activities and indicators for donor reports, as well as updates and reports requested by Sudanese government , project partners
  • Lead drafting of donor proposals and budgets for the Nutrition / CMAM sector, in collaboration with the Assistant Country Director-Programs & Health Coordinator, and working closely with Nutrition and M&E teams in the field to understand the needs and latest data from GOAL operational areas.
  • Maintain up-to-date information on the nutrition situation and needs in GOAL’s operational areas, as well as on the latest issues, current good practice and training strategies for all aspects of GOAL’s nutritional programming and pass on newly acquired information to respective field coordinators.
  • Utilize the current, and assist in development of further, appropriate monitoring tools that allows assessment of the program quality and achievement of targets.
  • Ensure all relevant information from the projects are accurately filed and lessons learned are documented and shared.

 

Team Leadership:

  • Together with other senior health & nutrition staff, provide technical leadership and guidance to the Nutrition staff in South Kordofan, always promoting a positive work environment and close integration between nutrition activities / teams and other sector teams
  • Liaise with the field nutrition and health managers on health and nutrition programme issues, ensuring good lines of communication and follow up as needed.
  • Build the capacity at field level of nutrition staff, including developing training plans and mentoring senior field health and nutrition staff to develop their supervision & reporting skills.
  • Submit weekly activity plans and monthly reports to the Area Health & Nutrition Coordinator and ACDP as requested.
  • To keep the Health Coordinator, ACD-P and other senior management team apprised of all nutrition activities and any difficulties that may arise – including external influences in the operating environment.
  • Co-ordinate activities with other sectors i.e. health care; community health; water, sanitation and Hygiene (WASH); health promotion, food security and livelihood, women empowerment programs so as to build sustainable community approaches.

 

Security & Safeguarding

  • Full adherence to GOAL Sudan, Security procedures.
  • Full adherence to GOAL South Kordofan field communication protocols and standard operating procedures, informing the Local Security Officer immediately of any security incident.
  • Full adherence to GOAL Sudan safeguarding and protection policies, and promoting environment of understanding and adherence to policies by nutrition team in
  • To maintain confidentiality and enhance GOAL’s reputation and acceptance strategy by acting in a professional and responsible manner.

 
 Minimum Qualification, Skills and Experience Required:

  • Degree in Nutrition / Nutritionist or other relevant medical field, with advantage for Masters level.
  • 5 years’ experience working on nutrition programs, including at least 2 years in NGO or other agency in program and budget management role.
  • Experience managing teams.
  • Good team player, flexible and capable of working with a multinational country team.
  • Ability and willingness to travel to rural locations and live in sometimes basic conditions.
  • Excellent written and spoken English and Arabic languages.
  • Good computer skills, including familiarity with Microsoft Word and Excel and statistical packages.
  • Teaching and or training experience
  • Demonstrated analytical and conceptual skills to effectively identify and solve problems, to design projects, make timelines for agreed activities and oversee staff activities.

                                                                                 

Other Desirable Criteria

  • Strong understanding of CMAM guidelines / protocols and managing CMAM database
  • Experience in conducting nutritional assessments.
  • Knowledge of some statistical packages of analysis (EPI-INFO, SPSS or SMART)
