 Background:

The International Republican Institute (IRI) is a Washington, D.C. based nonpartisan, non-governmental organization dedicated to advancing democracy worldwide by developing political parties, civic institutions, open elections, democratic governance, and the rule of law. IRI provides technical assistance in the areas of political party strengthening, developing civic institutions and open elections, promoting democratic governance and advancing the rule of law.

In Sudan, as a partner in the Improving Electoral and Political Process for Change in Sudan program, International Republican Institute works with partners to enhance the responsiveness and accountability of governance institutions, improve political party inclusiveness and capacity to conduct issue-based, citizen-responsive campaigns, and to enhance the participation of citizens, civil society, media and other stakeholders in electoral and political processes.

IRI needs a local Monitoring, Evaluation, and Learning Specialist to perform programmatic duties on a full-time employment basis.

The Monitoring, Evaluation, and Learning (MEL) Specialist is primarily responsible for providing data collection, management, organization and analysis support to the projects and program staff in Sudan. The MEL Specialist also serves as the coordinator for all reports from Sudan to headquarters in Washington, DC and to the funder. This includes collating and ensuring the quality of data reported in PMPs and all other similar indices. The MEL Specialist will liaise with staff in IRI’s Washington, DC headquarters to answer questions and fulfill requests related to MEL activities, data collection and similar issues related to the programming in Sudan. The MEL Specialist may also be expected to provide training and capacity building support to IRI staff and partners on MEL topics.

 Duties and responsibilities:

  • Coordinate and engage with Sudan program staff in Washington, DC as it relates to MEL requests.
  • Liaise with members of the Washington, DC-based Office of Monitoring, Evaluation, and Learning, as needed or as requested by Office of Monitoring, Evaluation, and Learning (OMEL).
  • Provide technical support for IRI’s monitoring, evaluation and learning efforts, primarily to field-based program staff throughout the project lifecycle, especially during project implementation and close-out.
  • Work with field and headquarters team to ensure that Monitoring & Evaluation (M&E) data and initiatives accurately capture results toward project objectives.
  • Proactively advise and support IRI staff and partners on all M&E related matters, including proactively communicating M&E requirements, tasks, and expectations to staff.
  • Maintain a detailed understanding of and lead the IRI-Sudan office in executing all M&E requirements, tasks, and activities in Sudan This includes developing and maintaining a master M&E work plan for all active projects in Sudan.
  • Assist IRI staff to carry out all requirements and tasks in MEL plans and indicator matrices (PMPs, etc.). This may include but is not limited to: planning for data collection, preparing and piloting data collection tools, collecting data, storing and maintaining data, cleaning and analyzing data and providing MEL capacity building/training support to colleagues as requested.
  • Assist in reporting on activities, and associated output, outcome, and impact level results; this may include drafting sections of activity, weekly, quarterly or final reports and providing data analysis support to program staff drafting quarterly reports.
  • Help ensure that IRI- Sudan program’s data storage and data ethics meet IRI and funder standards.
  • Assist IRI Sudan program in implementing their learning strategies, including collaboration, learning and adaptation initiatives, after action reviews and reflection sessions, to ensure that data is both reported and used to improve IRI’s program.
  • Liaise with headquarters staff to support Data Quality Assessments, those led by IRI and the funder.
  • Performs other duties as assigned.

 
 Minimum Qualification, Skills and Experience Required:

Minimum Qualifications:

  • Undergraduate degree in political/social science, international relations or related field
  • Minimum three years of professional experience in the international development sector, including at least one year of experience with monitoring and evaluation.

Requirements:

  • Demonstrated understanding of the program theory-based approach to program design, monitoring and evaluation.
  • Familiarity with common MEL elements of projects including but not limited to: logical frameworks, performance monitoring plans and indicator matrices.
  • Familiarity with qualitative data collection and analysis required, familiarity with quantitative data analysis preferred.
  • Strong organizational skills, execution of tasks, and attention to detail required.
  • Ability to manage diverse activities and to meet deadlines required.
  • Ability to work independently and as a member of a team, coordinate and effectively meet program goals.
  • Excellent verbal and written communication skills in Sudanese Arabic and English.
  • Proficiency with Microsoft Office Suite.
  • Must be able to travel independently.
  • Must have the legal right to work in Sudan. Visas, resident permits and work permits are the applicant’s and staff member’s responsibility.

Desired Competency and Experience:

  • Experience with U.S. Government-funded projects strongly preferred.
  • Experience working on democracy and governance projects strongly preferred.
