Employment Initiative Khartoum (EIK): Prospects for the future of Refugees and the Local Community
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Delegation of the European Union, GIZ implements the Employment Initiative in Khartoum. EIKaims to improve the employment prospects for refugees and the local population and thus contribute to the sustainable development of Sudan. To this end, measures for vocational qualification and employment promotion are being implemented and information is made accessible to the target group. The offers are directed both at the local population and at refugees and internally displaced persons in Khartoum.
GIZ Sudan/ EIK is looking for a qualified person to fill the following position:
Monitoring and Evaluation (M&E) Advisor in Khartoum
The advisor will collaborate with an international M&E Junior Advisor and report to the Project Leader. The position is Khartoum-based.
Duties and responsibilities:
Responsibilities include:
Coordination of the project’sM&E in collaboration with the international M&E Junior Advisor
Support in the implementationof the projects’ systematic and conflict-sensitive monitoring system in consultation with the the international M&E Junior Advisoras well as the Project Leader
Support, guidanceand supervision of those contributing to the monitoring (including development of formats with external partners)
Development of quantitative as well as qualitative monitoring tools to collectrelevant data
Collecting, processing and drafting analyses of monitoring data
Provision of feedback to the Project Manager on strategies and activities
Within these responsibilities, tasks include:
Contributions to the development of the projects’ monitoring system; holds reviews / discussions with the project team to identify the feasibility of the monitoring format for implementation and introduces appropriate modification
Contributionsto the establishment of the monitoring system in the projectand a systematic and detailed planning of the project’s monitoring (annual work planning and reflection)
Support in monitoring of all project activities and progress towards achieving the project goals
Collection, compiling and analyses of quantitative data and qualitative information for the preparation of consolidated progress reports in accordance with the approved reporting formats
Coordination with the partners, to ensure they report the required data, to check on progress of data collection and to advice on problem solutions (e.g. together develop formats for data collection/ reporting)
Development and organisation of quality assurance measures, incl. suggestionsof necessary changes, improvements and initiatives
Provision ofappropriate input for various project reports including annual reports, and contribution to the other reports and presentation documents required by the project manager and GIZ Head Office; supervision and quality control of reports
Provision of training to project staff on monitoring and the monitoring system
Drawing up of ToRs for specific purposes (e.g. evaluation, baseline surveys, need assessments etc.)
Performing other duties and tasks at request
Minimum Qualification, Skills and Experience Required:
BA /MA/ MSc in Vocational Training, Private Sector Development, Development Studies, Social Sciences, Development Economics, Refugee and Migration Studies or any related field
Expertise and experiences with monitoring systems, preferably with GIZ, the EU or any other international organisation
Expertise and experiences with collecting, compiling and analysing quantitative data
Experience with qualitative tools
Experience with integrating gender and inclusion considerations into monitoring processes
At least 3 years‘ professional experience in a comparable position
Ability to work independently as well as in an international team, take initiative and manage activities concurrently
Ability to interact effectively with different stakeholders
A substantial understanding of the needs of vulnerable population groups in Khartoum, including the refugee population
Good command of English, Arabic and possibly one local language spoken among the refugee population
Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
Knowledge in GIZ’s Results-based Monitoring is a strong asset
