Muslim Aid's Sudan Country office (MASCO) was set up in 1991 in response to the strategic need and to enable the continuation of effective aid work in the country. Currently, Muslim Aid is implementing projects in Kassala, Central Darfur and Red Sea State , Algazieera State , Gdarief State in Sudan.

 Background:

Muslim Aid Sudan field office (MASFO) was set up in 1991 in response to the strategic need and to enable the continuation of effective aid work in the country. Muslim Aid current geographical coverage in Sudan includes, Khartoum, Kassala, Algadarief State new project, Algazira State new project, and Central Darfur States.

 

Job Purpose:

To provide functional and technical Human Resource Management support and implement operational plans to enhance the project’s performance through people.

As the Kassala HR Officer, this position is in charge of ensuring the implementation of the National HR practices in accordance to the Muslim Aid -UK National staff Hand book and that are in compliance to the Sudan labor laws. This position will also act as a first-stop advisor on HR and people issues in Kassala.



 
 Duties and responsibilities:

 

Recruitment

  • Plan, support and coordinate recruitment of national staff in Kassala.
  • Prepare recruitment documentation that include JDs, adverts and recruitment reports.
  • Provide Administrative support to the recruitment process that includes contacting candidates and giving feedback to non-successful candidates.
  • Responsible for ensuring recruitment reports are compiled and filed appropriately.
  • Responsible for development and maintenance of a proper filing system for recruitment documentation.

Contract Management

  • In consultation with the HR Coordinator or the recruitment manager, issue contract offers letters to all new National staff.
  • In consultation with the HR Coordinator and Area Coordinator, draft and issue contracts to all new national staff within two weeks of acceptance of the offer.
  • Monitor and advise Line Managers of the end of probation and follow through to issue confirmation letters.
  • Monitor national staff contracts, issue contract amendments and ensure legal compliance

Compensation and Benefits

  • Responsible for monthly payroll information preparation for national staff in kassala.
  • Ensure payroll is implemented appropriately and within set date lines.
  • Support review of national staff pay and benefits by taking part in pay and benefits survey
  • Responsible for managing annual and other leave types for the national staff ensuring there are plans to utilize the annual leave entitlements within the year of accrual.
  • Ensure all staff correctly and timely fill out the time sheets and copies communicated and filed accordingly.
  • Responsible for ensuring overtime requests are according to the National staff regulations and the Sudan Labour Act 1997.
  • Responsible for payroll management for the National staff based in Kassala ensuring communication on any deductions, new staff members and leavers details are sent to Finance for implementation by the 18th of the month.

Performance Management

  • Coordinate with the HR Coordinator and all line managers to ensure objective settings and annual performance appraisals take place.
  • Develop and continuously review the Kassala Induction pack.
  • Responsible for developing, implementing and monitoring of induction schedules while in charge of conducting HR specific induction for all new national staff.
  • Prepare and submit a Training Needs Assessment and Personal Development Needs report by 31st Dec for all staff in Kassala

Employee Relations

  • Support periodic HR Climate surveys for the National staff at Kassala.
  • Represent Muslim Aid-UK in the Labor Office for any staff issues that need dialogue with the Labor Office at Kassala.
  • Act as the first point of contact for all employee issues and escalate as appropriate.
  • In consultation with the HR Coordinator advise and take part in National staff disciplinary and grievance procedures to conclusion.

Record Management and HR Reporting

  • Ensure all new staff files are opened and all HR documentation filed according to the filing checklist.
  • Develop and maintain a proper HR filing system that includes both paper and electronic files for National.
  • Follow through to ensure all employees have submitted required documents and escalate if possible.
  • Prepare and submit HR monthly reports i.e. National staff Leave balances, and Performance Management status.
  • Ensure the National staff data base is up to date, properly maintained and communicated on a monthly basis.

Others

  • Perform any other duties as may be requested by the supervisor from time to time.
