Muslim Aid's Sudan Country office (MASCO) was set up in 1991 in response to the strategic need and to enable the continuation of effective aid work in the country. Currently, Muslim Aid is implementing projects in Kassala, Central Darfur and Red Sea State , Algazieera State , Gdarief State in Sudan.

 Background:

 Duties and responsibilities:

Program Quality and Strategy

  1. Develop and implement a monitoring strategy for MA Sudan program consistent with MA systems and guidelines and in line with global standards and best practices
  2. Lead the implementation of an innovative and digitalised MEAL system, including piloting and developing a Standard Operating Handbook to ensure streamlining in MA Sudan office.
  3. Ensure the country program utilises data collection tools that ensures quality data and use of data for action
  4. Support the program leads to focus on data being used for evidence and decision making through learning and reflection sessions.
  5. Support the establishment and management of a database that contributes to effective project implementation
    Develop and monitor Project Risk matrix and ensure its regular update (monthly, quarterly annually)

Monitoring/Evaluation

  1. Conduct systematic monitoring and evaluation of the various aspects of a project/programs, to ensure that standards of quality are being met.
  2. Conduct/facilitate the implementation of required evaluations (impact, baseline, others, etc) and analysis.
  3. Lead after project completion sessions with the team to collect information and lessons learned
  4. Promote and use multi-media for documentation purposes including photos, stories, videos etc.
  5. Promote and use of participatory documentation technique that involve community members, other project stakeholders and the staff

Training and Capacity Strengthening

  1. Ensure all MEAL Officers are trained on all MEAL-relevant technical needs to support MEAL in programming.
  2. Supervise MEAL Officers at MA sub offices and assist them meet project/program targets.
    Assess capacity building needs for partners and developing capacity strengthening systems in MEAL context to ensure program sustainability.
  3. Develop and implement capacity building on knowledge management and organizational learning including workshops, e-learning, participatory learning and participatory monitoring and evaluation.
  4. Produce high quality required monitoring reports as required (monthly, quarterly, bi annuals and annual).

Accountability, Learning

  1. Ensure project/ Program activities are responding to community needs and that the results obtained are in line with the pre-established indicators and targets.
  2. Ensure that MA complaint mechanisms are implemented and properly managed.
  3. Provide leadership to field staff to conduct case studies as part of the project’s learning processes

Leadership and Management

  1. Provide regular one to ones to the relevant employees, ensuring that you adhere to MA’s annual appraisal “PACE” framework
  2. Ensuring that relevant employees are set with annual SMART objectives and making sure that you are aware of your SMART objectives from your line manager

Other

  1. To ensure all records are maintained and stored appropriately in line with MA document management and IT policies.
  2. To comply with all policies, procedures, legal and regulatory requirements.
  3. Any other duties commensurate with the accountabilities of the post.

 


 
 Minimum Qualification, Skills and Experience Required:

This role is based in Khartoum with 50% field travel and open to individuals with unrestricted right to live and work in the Sudan.

To be successful in this role:

  • You will have demonstrated experience in program design monitoring and evaluation or management, having served at such a position before for at least three years.
  • Minimum Bsc. in Development, Statistics, Economics or related field.
  • At least 5 years field experience in a relief or development environment.
  • Excellent data management skills through Microsoft Excel and Access and database applications such as SPSS, STATA and others.
  • Must be conversant with both qualitative and quantitative data collection methods and analysis.
  • Capacity building experience in project monitoring, reporting, and evaluation.
  • Experience in implementing Information and Communication Technology for Development and Emergency.
  • Strong skills in written and spoken English
  • Demonstrated experience working with partners.
  • Previous experience with major donor proposal M&E requirements (EC, UN agencies preferable).
