Background: The MEAL Officer is responsible for leading all Monitoring, Evaluation, Accountability and Learning (MEAL) activities for Human Appeal Sudan. This includes designing, implementing, and strengthening MEAL systems across all projects, ensuring high‑quality data collection and analysis, enhancing accountability mechanisms, and supporting evidence‑based decision‑making.

Duties and responsibilities:
Monitoring & Evaluation Systems- Establish and design MEAL systems across all projects, including feedback and complaint mechanisms.
- Develop and maintain standardized protocols aligned with the Country Office MEAL system.
- Conduct routine data quality assessments, audit, and ensure data protection and validity.
- Manage project documentation and ensure timely access to relevant information.
- Track project indicators, analyze performance data, and validate the accuracy of project reports.
- Lead surveys, assessments, evaluations, review missions, baselines, and end‑lines.
- Review MEAL approaches, systems, and log frames to ensure alignment with project objectives.
- Develop tools for needs assessments, monitoring, evaluation, and success story collection.
- Ensure cross‑cutting themes (gender, inclusion, protection) are integrated into MEAL tools.
Accountability & Learning- Strengthen beneficiary feedback mechanisms and ensure the Human Appeal CFM system is functional.
- Ensure regular collection, analysis, and reporting of monitoring data linked to agreed indicators.
- Document lessons learned, best practices, case studies, and Post‑Distribution Monitoring (PDM) findings.
- Support program teams with data required for proposal development, HNO inputs, and donor reporting.
- Coordinate internal and external assessments, surveys, evaluations, and stakeholder visits.
- Ensure learning is shared and used to improve project design and implementation.
Reporting- Produce regular project performance monitoring reports.
- Serve as reporting focal point at sub‑office level, compile sector reports and draft project progress reports.
- Contribute to baseline surveys, quarterly and annual donor reports, and other communication materials.
- Analyze MEAL findings with project teams and ensure timely adjustments and corrective actions.
- Develop and track reporting schedules for projects and share with Program Managers and Coordinators.
Capacity Building- Build the capacity of project staff on MEAL concepts, tools, data collection, and analysis.
- Conduct training, coaching, and workshops to strengthen MEAL systems.
- Support staff in maintaining high‑quality MEAL standards and workflows.

Minimum Qualification, Skills and Experience Required:
- Bachelor’s or Master’s degree in Statistics, Demographics, Public Policy, International Development, Economics, or related field.
- Minimum 3–5 years of experience in MEAL or related research roles.
- Strong knowledge of quantitative and qualitative data collection and analysis.
- Proficiency in MS Excel, SPSS, and digital data collection tools (Kobo, ODK, Comcare, Power BI, Tableau).
- Demonstrated experience designing and implementing MEAL and performance monitoring systems.
- Knowledge of evaluation methodologies (qualitative, quantitative, mixed‑methods, impact).
- Strong time management, attention to detail, and ability to meet deadlines.
- Experience implementing accountability systems (CFM, feedback loops).
- Strong facilitation, training, and coaching skills.
- Ability to travel to project sites when required.
- Fluency in English and Arabic.
