 Background:

  1. Plan International is an independent child rights and humanitarian organization committed to children living a life free of poverty, violence and injustice. We support children to gain the skills, knowledge and confidence they need to claim their rights to a fulfilling life, today and in the future. We place a specific focus on girls and women, who are most often left behind. We have been building powerful partnerships for children for more than 75 years, and are now active in more than 70 countries. Plan International Sudan (PIS) has been working in Sudan since 1977, helping vulnerable children, young people, and their families to break the cycle of poverty and vulnerability. Plan Sudan’s country office is located in Khartoum. Sudan as a nation has been in a transitionary phase towards democracy since the latter half of 2019, and is currently under military leadership, and in this context, donor support is mainly limited to emergencies and disasters. Humanitarian needs are high, with approximately 30% of the population in need, which the UN reports is the highest in 10 years. This is compounded by a sharp reduction in funding from various donors as priority shifted elsewhere (e.g. Ukraine). Major issues are as a result of worsening intercommunal conflict, deteriorating economy, and natural disasters such as drought and floods. We work closely with government and UN actors in humanitarian programming and influencing across Sudan in 7 out of 18 states. We currently employ approximately 145 staff with a Country Leadership Team 12 members. Since the outbreak of the armed conflict in Sudan, Plan International has been providing lifesaving assistance and direct support to hundred thousand of children, girls and women. As of today, the organization is working in Darfur, Kassala, Gadaref, North and South Kordofan, White Nile.


 
 Duties and responsibilities:

STAKEHOLDER ENGAGEMENT/NETWORKING: 

• Develop good professional relationships with relevant authorities and stakeholders. 

• Build positive working relationships with personnel in similar roles at another NGOs/UN. 

• Attend relevant inter-agency coordination meetings. 

• Ensure that Plan International has a wide network of security contacts and sources of information, to triangulation and maintain these relationships. 

SECURITY RISK ASSESSMENTS:

• Conduct desktop and on-ground Security Risk Assessments for all new locations, helping to Evaluate risks to staff, beneficiaries, and Plan assets 

• Assess all potential facilities (offices, accommodations, warehouses, health facilities etc), and make recommendations on safety and security for the facilities Women strongly Encourage to Apply Updated NOV 2052 

• Ensure and regularly reassess the vehicles, facilities and equipment are compliant with Plan’s standards, advise and where necessary implement improvements

 • Co-ordinate with programs staff in implementation of projects plan and advice on how these relate to security ACCESS

 • Continuously monitor access challenges and advise on possible solutions 

• Maintain an up-to-date understanding of government requirements and processes for travel and project implementation. Support the one who lead on acquiring permissions.

 POLICIES AND PROCEDURES:

• Uphold the Field Operations Safety and Security Policy. 

• Make recommendations on SOPs and contingency plans to reduce staff risks and vulnerabilities 

• Ensure revised safety and security management policies and procedures are approved, publicized and implemented across the team 

• Ensure that contingency plans for Crisis Management, Evacuation, Relocation, Hibernation, and Medical Evacuation are in place and disseminated and adopted amongst staff

 • Ensure that security procedures are understood and always respected and support the field PAMs in taking the right steps in case of non-compliance to rectify the situation 

INFORMATION COLLECTION AND ANALYSIS:

• Research and analyze security dynamics in project areas from a variety of local and national sources in order to produce weekly security updates 

• Lead regular and ad hoc security meetings/briefings. 

• Maintain a clear centralized filing system of security-related documents 

• Systematically map all incidents and provide timely analysis to identify emerging trends and inform future security management. 

• Ensure all new staff have thorough briefing on SOPs and areas of operation and are updated as needed

 SAFETY AND SECURITY INCIDENTS:

 • Scenario plan most likely incidents and ensure Plan is ready to respond 

• Advise on appropriate actions and assist in incident management as needed 

REPORTING RESPONSIBILITIES 

• Report any information related to Access and security to the access and Security Manager/ and or the PAMs of the areas Women strongly Encourage to Apply Updated NOV 2052 

• Coordinate with Field teams, PAMs, and relevant stakeholder for any Security issues related to their area of operations 

• Seek the safety and security manager’s approval and the PAMs before execution of any action related to safety and Access • Ensure incident reports are completed in a timely manner and submit in the system (CAMMS) and or to S&S Manager/ PAMs 

• Ensure timely submission of Weekly report. 

SAFETY AND SECURITY TRAINING:

• Assist in defining training needs, lead training according to the Plan Safety and Security training Manual, and identifying external trainers as needed. 

OTHER DUTIES: 

• Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Plan International,

 • Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment free workplace policies

 • Utilize volunteers when appropriate. • Additional duties as assigned.


 
 Minimum Qualification, Skills and Experience Required:

EDUCATION, LICENSES, & CERTIFICATIONS:

• Bachelor's degree in security management, international relations & security, Political/Social Science, Management, Law enforcement or a relevant field. 

• Completed Personal Security, HEAT, or other similar security training (preferably in the last three • years) 

• Completed First Aid Citification Training in the last three years. 

• Completed security/risk management Certificate training or similar (desirable) 

EXPERIENCE:

• Minimum Three years’ experience in a similar role e.g. country security advisor, security manager, or security officer. 

• Minimum two years’ experience in the contexts with complex access challenges 

• Up to two years’ experience in insecure contexts 

• Two or more years’ experience working in a humanitarian organization is MUST. 

• Experience in conducting security risk assessments

  Experience in gathering and analyzing security information and recommending appropriate actions. 

• Experience in delivering security training. 

• Experience of managing security incidents 

• Experience with government / CIV-MIL liaison (desirable)
