Background:
The Zonal MEAL Coordinator reports to the Zonal Operations Manager (Eastern, Western, or Northern zones) and technically to the MEAL Manager at the Country Office. This role provides technical leadership to strengthen data management, operationalize digital remote monitoring systems, and ensure robust MEAL systems across projects. The Zonal MEAL Coordinator oversees data collection and analysis to assess progress against project and response objectives. They support MEAL integration in new grant designs, promote digital data platforms, and build staff capacity. Collaboration with Zonal Technical Coordinators and Grant Managers is key to ensuring evidence-based learning and adaptive programming.
Key Focus Areas:
Support MEAL system design and implementation aligned with project plans and donor requirements.
Coordinate MEAL activities, including planning, tracking, and reporting tools (e.g., MEAL plans, ITT, DIP).
Ensure timely, validated reporting (e.g., monthly MEAL and CRM reports) aligned with logical frameworks.
Promote quality and impact through innovation, monitoring tools, and staff capacity building.
Ensure compliance and accountability through quality assurance reporting and dashboards.
Duties and responsibilities:
Leading Project Monitoring:
Coordinate the alignment of relevant technical project models with the National Strategy and ensuring that all Zonal Programs/projects are developed and implemented to achieve the WV Sudan National level goals and objectives.
Support the implementation of M&E plans and the collection of reliable data for results-based management, including remote monitoring systems.
Lead all project data collection processes, including sampling, tool development/review, enumerators training, pilot surveys, data collection, data cleaning, and data analysis, and reporting.
Coordinate and facilitate regular monitoring visits using MoVs standard operating procedures guidelines, and prepare and share monitoring reports with relevant staff following visits.
Ensure that internal feedback systems (audit, evaluation, and review) recommendations for all assigned programs/projects are adequately addressed and utilized to influence the design/re-design processes for quality ministry assurance.
Support in the application of Design Monitoring and Evaluation (DME) tools according to Partnership standards, including Learning through Evaluation Accountability and Planning (LEAP 3).
Coordinate technical support in projects advising logical framework development according to guidelines and templates.
Ensure data quality through regular data quality checks/verification visits to ensure compliance with standard data recording and reporting procedures.
Review and update project logical frameworks and ITTs in DRMS.
Support in setting up MEAL systems using relevant technology to improve monitoring and reporting.
Coordinate multi-year/annual planning and budgeting processes, as well as semi-annual/annual reports for assigned program/projects.
Ensure DME tools are aligned with National office and Region guidelines.
Design a grant-compliant and output-focused monitoring system for the strategy and implement it within the assigned projects.
Ensure data quality for the ministry by conducting regular data audits.
Report and establish mechanisms for follow-up on the implementation of LEAP 3 standards, grant agreements, and policies, and systematize good practices and lessons learned related to their application.
Provide support in Data digitalization and remote monitoring system.
Provide technical support to enhance the remote monitoring systems in WV Sudan.
Spearhead the implementation of Zonal programme framework for digitalising the MEAL system.
Design, automate and roll out the key monitoring and data collection tools for tracking all project performance
Coordinate and provide technical leadership in integrating OIOS level 1 &2 indicators and WVS Strategy score card in the zones
Provide technical guidance and backstopping during the beneficiary identification, verification and registration using the Last Mile Mobile Solutions (LMMS).
In liaison with the MEAL Manager, lead the set-up of digital data management system based on the NO’s established M&E system
Build the capacity of the WV Sudan team in rolling out the remote monitoring system.
Support MEAL Processes
Lead and coordinate the process of conducting baseline surveys, end-line assessments, post-distribution monitoring, and any other assessments or special studies for World Vision Sudan in collaboration with the MEAL Manager.
Collaborate with the MEAL Manager to develop terms of reference (TORs) for external evaluations and M&E activities, and provide support to consultants as needed.
Ensure that the mainstreaming of cross-cutting issues is integrated into DME processes and products.
Coordinate with the donor-contracted Evaluation Team to conduct activities at the base and community level.
Provide project staff with after-action reviews and promote a culture of knowledge generation, lesson learning analysis, and reflection.
Project accountability
Ensure the SMAP online platform for accountability data is functional and enhanced the case-management system.
Ensure the community accountability feedback and response mechanism is functional and addresses beneficiary complaints in a timely manner. Ensure program managers are aware of delays in acting on any complaints and information requests.
Train beneficiaries, community stakeholders, and program participants on the WVI complaint and feedback response mechanism to promote downward accountability.
Support the creation of a system to ensure that information obtained is shared with communities, women, and stakeholders through a regular feedback mechanism.
In collaboration with MEAL Manager ensure that the Monthly CRM report is produced and shared with relevant team.
support in mapping out existing CRM channels and propose new channels based on community point of views/feedback.
Risk Management
Support the Compliance Officer to monitor Grants/ PNSs risks, maintain and manage an updated grant risk registers for each project.
Keep an updated Grants/ PNSs issues log and monitor its implementation.
Monitor (and build grants/ PNS staff capacity to monitor) context, including monitoring of projects assumptions on an ongoing basis.
Support grants and PNSs in preparations for operational audits
DME Capacity Building
Identify the MEAL training needs of the project team.
Develop and implement a capacity training plan related to project goals
Build capacity of staff and stakeholders in community-based monitoring as well as GESI DM&E toolkit
Ensure all MEAL staff are guided, mentored and their capacities built to deliver high-quality outputs.
Support the MEAL team members and the WV management team to engage in learning initiatives, and actively use MEAL findings to inform programme decisions.
Ensure that plans are in place and intentional efforts are made to establish capable and committed national staff-based teams.
Ensure partner capacity is built to comply with requirements and produce high quality M&E products in line with WV and donor standards and requirements.
Attend MEAL related inter-agency working groups and forums as relevant.
Minimum Qualification, Skills and Experience Required:
Minimum of 7 years of MEAL experience, especially in emergency contexts and with grant-funded projects, is critical, and including at least 3 years managerial experience.
Proven experience establishing a fully functional MEAL system for an organisation that is supported by bilateral and multilateral international donors.
Proven experience in leading large-scale data collection activities (applying mixed methods) from design to report writing.
Proven experience in frontline staff capacity building.
Experience coordinating MEAL functions at the national level for an INGO covering some of the following sectors / thematic areas is critical: Health, WASH, Cash and Voucher Assistance, Food Security & Livelihoods, Shelter, Education, and Child Protection.
Thorough knowledge of quantitative and qualitative data collection methods, and analysis is essential.
Thorough knowledge of writing technical MEAL reports is essential.
Thorough knowledge of Sphere, Core Humanitarian Standard, child rights, human rights, Do No Harm, and DAC evaluation criteria is essential.
Thorough knowledge of humanitarian operations coordination, cluster operations, and major donor MEAL requirements is essential.
Good understanding of database management and Experience in digitalizing the MEAL system and rolling-out remote monitoring system is essential for this position
Bachelor’s Degree in Social Sciences/Development Management/International Development/Statistics/ Public Health or relevant field
A Master’s program in related field will be an added advantage
Very good computer skills especially excel, word and PowerPoint. Knowledge of statistical packages such as SPSS, CSPro, STATA etc. will be an added advantage.
Knowledge in GIS, use of mobile technology for data collection and analysis, LQAS methodology and any other relevant technology
Fluency in English
Good data analysis and reporting/ presentation skills
