Background:
The Base Manager provides strategic leadership and day-to-day oversight of humanitarian operations within the assigned state(s), ensuring alignment with World Vision’s strategic objectives and humanitarian commitments. This role is responsible for managing multi-sectoral programs, overseeing effective project implementation, monitoring and evaluation, and ensuring quality, accountability, and integration across interventions. The Base Manager represents World Vision at the field level, fostering coordination and collaboration with local authorities, humanitarian actors (including local authorities), donor representatives, and community stakeholders. A key focus will be on operational excellence, staff development, and resource mobilization to meet the needs of affected populations and deliver impact in line with donor expectations and organizational standards.
Provide decisive strategic leadership, direction, and support to World Vision Sudan teams operating within designated state(s) and other relevant locations, under the supervision of the Zonal Operations Manager. Ensure that emergency and development interventions are implemented with urgency and precision to deliver life-saving services to vulnerable communities as swiftly and effectively as possible.
Actively engage with key national and international stakeholders, including participation in relevant clusters, sectors, working groups, and coordination meetings at the field level to facilitate operational access, strengthen coordination, and support resource mobilization for rapid emergency response.
Contribute to the development, review, and monitoring of national strategies and programming guidance, ensuring they align with both humanitarian and development principles and are responsive to the urgent needs of affected populations.
Lead and support operational teams (Project Managers/Coordinators, Officers, and sector specialists) in rapidly identifying and initiating interventions in new operational areas. This includes area selection, needs assessments, project design, and the development of concept notes and proposals aimed at expediting service delivery to at-risk communities.
Represent World Vision at the field level, ensuring consistent coordination and information sharing among internal teams and external partners — including UN agencies, local government authorities, and humanitarian actors — to optimize joint efforts and avoid duplication in emergency contexts.
Engage with local authorities and relevant entities to quickly secure necessary authorizations and clearances, minimizing bureaucratic delays in project start-up and implementation.
Foster strong community relationships and maintain active engagement with local government structures to ensure acceptance, trust, and smooth program delivery in target areas.
Grants Acquisition and Management Oversight
Provide operational leadership, coordination and oversight of all WVS programs/projects within the designated state(s) to ensure implementation is in alignment with overall WV Sudan Country Strategy, approved projects DIP, donor and WVI regulations/policies;
All grants within the area of supervision should be implemented on time, on target, and on budget to ensure they close with at least 90% spending rate.
In consultation with the Zonal Operations Manager, and in collaboration with the Program Department, provide guidance on programs to be designed and implemented within your state, and ensure integrated programming as much as possible, and scout for new funding opportunities at state/cluster levels and communicate timely with Programs for support/guidance.
Conduct regular field visits to project locations to monitor compliance and support project teams to deliver quality programs
Work in conjunction with the Programs Department to ensure there is an effective community complaints and feedback mechanism (CRM) in all project areas across the state to enhance Accountability to Affected Population
Build strong transforming partnerships and support Project Managers and Coordinators, Project Officers, Sector Officers, and support services to strengthen World Vision Sudan’s relationship with WV Support Offices and donors. This includes the fulfilment of agreed donor requests, managing SO/donor visits and meetings.
Budget Management:
Provide oversight for all grant budgets within approved spending levels and ensure accurate and timely financial reporting to donors and internal WV stakeholders.
In conjunction with state finance and Project Managers, ensure projects exhibit strict fiscal discipline whereby project expenditures are reasonable, allocable, prudent, and spent in accordance with donor rules and regulations to avoid disallowed costs.
In conjunction with project and state finance managers respectively, institute a robust monitoring mechanism for projects expenditures, review monthly expenditure reports of all projects and provide feedback given to finance and project manager(s) prior to reports dissemination.
Lead regular completion of ITT, DIP and additional requirements as per the M&E plan of each project
Ensure timely preparation and submission of high-quality project reports as per the prescribed reporting formats and requirement of both donor and World Vision
Coordinate assessments in the State/counties that will help in project design and portfolio growth.
Donor relations, networking and coordination:
Develop partnership relationships with local organizations and communities to assess the effectiveness of current projects and to identify possibilities for new projects and funding in the assigned State/localities
Liaise with state Humanitarian Aid Commission (HAC) and other local authorities, local government and other humanitarian and UN agencies operating in the state
People Management Oversight
Under the direction of the Zonal Operations Manager, provide on-site supervision to project managers and coordinators, and support staff, ensuring equitable distribution of tasks, effective performance management, continuous capacity building, and adherence to all safety protocols in the operational area.
Identify staff development needs and lead efforts to strengthen individual and team capacities through mentoring, coaching, training, and other relevant learning opportunities.
Monitor, track, and effectively manage staff contracts in collaboration with P&C, Project Managers, Operations, and other SLT Directors.
Ensure all project staff comply with WVI values and conduct themselves in line with the organization’s policies and regulations.
Risks Management and Accountability to Affected Population
In collaboration with the Programs Department, ensure that there is an effective community complaints and feedback mechanism to promote transparency, accountability, and responsiveness to affected populations.
Ensure all projects within the assigned state maintain updated risk registers with periodic reviews in line with changing operational and financial contexts.
Work closely with the Finance Department to identify, assess, and mitigate financial risks, including fraud, budget overruns, misappropriation, and cost inefficiencies.
Ensure that financial risk controls and mitigation measures (e.g., segregation of duties, budget monitoring tools, compliance audits) are implemented and regularly monitored.
Promote financial accountability by ensuring community members are informed about project budgets, expenditures, and fund utilization through appropriate communication channels.
Minimum Qualification, Skills and Experience Required:
Strong background in project management is essential.
Proven experience managing multi-sectoral projects, particularly with UN agencies (WFP, UNHCR, UNICEF, FAO) as well as with major donors and partners (ECHO, EU, USAID, GAC, GFFO, ADH, BMZ, and KFW, JPF, KOICA etc).
Demonstrated ability to coordinate effectively, with prior experience working within or leading consortiums considered an added advantage.
Excellent communication skills in both English and Arabic (oral and written).
Willingness and ability to travel within the country, across states, and internationally for training, assessments, and regular monitoring and evaluation.
High level of diplomacy and strong networking skills required.
Strong capacity-building and facilitation skills.
Culturally sensitive, with a flexible worldview, emotional maturity, and physical stamina to work in diverse contexts.
Self-motivated and capable of managing responsibilities independently, while maintaining a healthy work-life balance.

University degree or qualification in Social Sciences, Management, or any other related field.
3-5 years of proven experience in emergency programmes or social development with at least 2 years of that at middle management level.
Strong project management background is required.
Experience working with local partners, NGOs, CBOs
Proven experience in the management of multi-sectoral projects, and proven experience in working with UN Agencies and other major donors/partners
Strong coordination skills and working with/in consortiums are an added advantage.
Excellent English communication skills (oral and written)
Knowledge of Arabic communication skills an added advantage.
Ability to travel in country to all states and across the border for training, assessment, regular monitoring and evaluation a must.
A high level of diplomacy and networking skills is required
Experience in working with clusters and working groups/community of practice an added advantage.

Position is based in the state and requires the willingness and ability to travel within the state to project sites and stay in different locations including camping if accommodations are not available. This travel will require 30% of the time.
