 Background:

The Sanitation and Hygiene Coordinator will be responsible for leading the design, implementation, and supervision of emergency Sanitation, and Hygiene interventions, including; sanitation infrastructure, hygiene promotion, and waste management under WVS humanitarian response in line with other lifesaving interventions. The position will provide direct support and technical advice in community engagement, the planning, implementation, monitoring and evaluation of hygiene and sanitation components of WV Sudan Response, build the capacity of its partners in technical issues pertinent to the sector and develop and strengthen partnerships among sector stakeholders, government departments, and NGOs for effective collaboration and co-ordination in implementation of Sanitation and Hygiene.



 
 Duties and responsibilities:

Provide Technical support in Program Design, Planning and Implementation for WASH Sector

  • Lead planning and technical design for emergency WASH projects, such as sanitation facilities, waste management, and hygiene promotion campaigns.
  • Adapt and develop technical tools and methodologies for community-based activities.
  • Ensure timely and high-quality implementation of WASH activities, adjusting strategies as needed. 
  • Provide technical and strategic leadership in the development of detailed implementation plans, oversee implementation and monitoring of the Sanitation, Hygiene activities in compliance with donor’s requirements, WV and government policies and global standards
  • Provide technical support in preparation of National strategy, Response plan, annual operational plan and budget, support the incorporation of Sanitation & Hygiene project models, innovations, pilots, guidelines, and methodologies to help decision-making in a consistent, coordinated and scientific manner
  • Promote inclusion of major cross cutting themes including environment, gender, protection, disability, peace building and Faith & Development within the WASH Sector 

 

Provide Technical Expertise & Quality Assurance

 

  • Provide technical expertise on excreta disposal, solid waste management, and hygiene promotion, considering local context and customs.
  • Ensure adherence to established WASH standards and protocols, including for infectious disease outbreaks.
  • Monitor and evaluate project quality, ensuring objectives are met within allocated timeframes and budgets
  • Prepares hygiene and sanitation education materials, develops simple training modules, and carries out training activities for the community and extension staff on basic sanitation, including site selection, construction and use of pit latrines, nutrition, proper water storage and use, hygienic food handling, proper disposal of waste, cleaning of public places and eradication of other hazards to sanitation.
  • Takes water samples from constructed schemes and facilitates the water quality tests as necessary
  • Facilitate hygiene promotions at community and institution level together with WVS selected community Facilitators and Health experts using field tested and practical community participatory approaches and effective hygiene education techniques (such as CLTs, PHAST, etc.) for enhancing hygienic behaviour, sanitation improvements, and community management of water and sanitation facilities.
  • Mobilize community for Hygiene and sanitation related activities using agreed community engagement and water source development approaches in collaboration with other actors
  • Monitor and coordinate Hygiene & Sanitation projects implementation to ensure that all project activities are delivered within the scheduled time frame, budget, and acceptable quality.

Monitoring and Reporting 

 

  • Oversee timely and accurate reporting on Sanitation & Hygiene within WASH program activities.
  • Ensure proper management of financial, material, and other program resources.
  • Ensure data gathered is used for decision making and programme improvements
  • Support the Grants and PNS MEAL staff to collect Sanitation & Hygiene data and conduct meaningful analyses, establishment of accountability and learning mechanisms, with regular dissemination of strategic information to WASH Manager and other relevant staff to drive learning and improve program quality.
  • Work with Grant and PNS Managers and Coordinators and Communications to document stories of change or impact videos for Sanitation & Hygiene activities
  • Support National Office learning through promotion of WASH innovations and initiatives.

Provide Technical Support in Resource Acquisition and Accountability

 

  • Contribute to the development of project proposals and budgets. 
  • Undertake and assist with assessment of local conditions resulting from emergency situations affecting children and mothers, including determination of priorities for interventions, preparation WASH project proposals for emergency assistance, and other related documentation as necessary
  • Work closely with GAM Team, in developing competitive Concept papers, and proposals for WASH interventions focusing on Sanitation and Hygiene components
  • Identify and design innovative practices to improve organisational efficiency and effectiveness in WASH, humanitarian accountability and learning

Coordination and Representation

 

  • Liaise and coordinate with other WASH actors, government ministries, and local stakeholders to avoid duplication and ensure effective resource allocation
  • Participate in relevant coordination forums to represent WVS programs in Sanitation and Hygiene programming. 
  • Strategically engage with donors, and liaise and maintain good working relationship with external partners including WASH authorities, UN agencies, local and international NGOs and other stakeholders supporting the WASH sector at Zonal and State level 
  • Build a strong working relationship with relevant government ministries at field level
  • Establish and cultivate strategic engagements and partnerships with Faith Leader and other Faith Based organizations for contribution to child wellbeing and outcomes
  • Foster, develop and maintain partnership relationships with national partners and communities to assess the effectiveness of current Sanitation, Hygiene and Water projects and to identify possibilities for new Sanitation, Hygiene and Water projects

Team Management and Capacity Building

 

  • Recruit, train, and mentor WASH staff, health promoters, and hygienists.
  • Foster a collaborative team environment and promote continuous learning
  • Provide technical support to WVS staff in relevant WASH Project models and a social empowerment approach known as Empowered Worldview (EWV)
  • Communities trained in innovative water entrapment techniques
  • Ensure mentoring and coaching for performance is undertaken for direct reports

 


 
 Minimum Qualification, Skills and Experience Required:

  • 5 years relevant experience in Sanitation, Hygiene and Water in an international NGO or similar organization with minimum of 3 years at a Coordinator position 
  • Proven experience of managing donor(s) funded projects or programs;
  • Working knowledge of proposal writing and negotiation skills
  • Good computer skills including MS Word , Excel and internet;
  • Knowledge and Experience in CLTS-H, SLTS-H, DBC Framework, and PHAST;
  • Proven knowledge of community development; Appropriate skills and experience in the capacity building and training of staff and partners;
  • Emergency Response Experience, Significant experience in coordinating projects within emergency response contexts, particularly with CAT-111responses. 
  • Experience in emergency WASH projects
  • Experience in budget preparation and report writing;
  • Fluent in oral and written English 
  • Experience of training and capacity building and ability to carry out training needs analysis and develop capacity building, Mentoring and coaching skills
  • Ability to work in hardship and longer hours and good skill of data collection.
  • Knowledge of the government current systems and policy environment specifically at State level
  • Firm believe in teamwork, gender equality, and conceptual approach in sustainable development programming. 
  • Good understanding of World Vision and Sphere relief standards.
  • Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context
  • Experience representation and ability to represent WV effectively in external forums.
  • University Degree in Environmental Health & Sanitation, Public Health & related fields. 
  • Masters’ degree in Public Health, Social Science, Water Resource Management or related field will be an added advantage
  • Hostile Environment Awareness Training (HEAT), for critical and high-risk contexts is mandatory for candidate from outside Sudan
  • Very good computer skills especially excel, word and PowerPoint. 
  • Training or certification in integrated water resources management, behaviour change, market-based solutions, and other WASH areas (documented experience alternately accepted).
  • Proven capacity to supervise, train and coach staff in WASH Project Models and technical skills
  • Knowledge in GIS, use of mobile technology for WASH data collection and analysis
  • Fluency in English 
  • Good data analysis and reporting/ presentation skills
  • Project management skills
  • Excellent facilitation and capacity building skills through coaching, mentoring, trainings, etc.
  • Excellent interpersonal skills
  • Ability to learn new initiatives fast and disseminate them

  • Office-based with frequent travel to the field
  • Ability to travel, and to travel often. Travel could be up to 50% of the time
  • Effective written and verbal communication in English
  • Knowledge on Arabic language is mandatory
