 Background:

A GIS specialist will be responsible for building and maintaining GIS databases for SCRAMER and WVS and utilizing the GIS software to analyze the spatial and non-spatial information in the databases. The Candidate will be responsible for generating geographical maps through computer software programs, to serve as a logical reference in the analysis of risk and vulnerabilities during preparedness and recovery activities. The GIS Specialist will focuse on using geographic data and mapping technology to support disaster preparedness, response, and recovery efforts. This might include but not limited to: Tracking displacement and migration patterns during conflict, Mapping flood-prone areas, Supporting drought response, providing situational awareness, and Strengthening early warning systems S/he will collect, analyze, and visualize spatial data to create maps and reports that aid decision-making during emergencies across all sectors. This involves working with various GIS software, managing data, and collaborating with different stakeholders



 
 Duties and responsibilities:

Data collection and Management:

  • Collecting and verifying spatial data through gathering geographic information from various sources like satellite imagery, GPS data, and surveys
  • Organizing and maintaining databases and ensure data integrity and accuracy by creating, updating, and managing geospatial databases
  • Digitizing maps and converting data - convert paper maps and other data formats into digital GIS datasets
  • Ensuring data quality and accuracy through conducting quality control procedures and update databases regularly to maintain data accuracy

 Spatial Analysis:

  • Performing spatial analysis by using GIS tools to analyze spatial relationships, patterns, and trends within datasets
  • Identifying patterns and relationships in the response and sector interventions using techniques like buffer analysis and overlay analysis to identify patterns and relationships within geographic data
  • Creating predictive models based on geographic data for various scenarios, such as predicting flood risks or drought and conflicts patterns
  • Transforming raw geographic data into actionable insights that support decision-making across various sectors, including FSL, environmental management, and resource management. 

 

Visualization and Mapping:

  • Creating maps, dashboards, and other visual representations to communicate spatial information effectively
  • Developing web-based applications to share GIS data and tools with users
  • Presenting data in various formats by translating complex spatial data into understandable formats for different audiences 

Collaboration and Support:

  • Collaborate with professionals from different fields and within WVI Partnership to integrate GIS data into projects
  • Support Project Management through leading GIS projects and ensure that the design and implementation of GIS projects is in alignment with organizational goals
  • Developing custom GIS applications for specific needs and workflows
  • Mentoring staff who are practising GIS and fostering a culture of learning and professional development

Technical Support and Capacity Building

  • Response Support through Provision of GIS support during disaster events, including creating evacuation maps, identifying critical infrastructure, and tracking resource distribution. 
  • Providing technical support through offering guidance and troubleshooting support to users of GIS software and systems
  • Contributing to disaster preparedness and mitigation efforts by mapping hazard zones, assessing vulnerabilities, and developing early warning systems 
  • Providing training and support to other staff and stakeholders on GIS tools and techniques
  • Undertake training sessions to users on GIS software, procedures, and data management practices

 
 Minimum Qualification, Skills and Experience Required:

  • Five years’ experience in using geographic data and mapping technology in Humanitarian or development situation
  • Strong background in skills-transfer and GIS training
  • Knowledge and understanding of integrated GIS/GPS, cartographic principles, systems, and technologies.
  • Problem-Solving ability indicated by analysing complex situations and develop effective solutions using GIS technology.
  • Ability to communicate effectively with diverse audiences and work collaboratively with others. 
  • The holder of this position must have a minimum of Bachelor’s degree in Geographical Information Systems, Geography/Geodetic Engineering or related courses
  • A Master’s program in related field will be an added advantage
  • GIS Software Proficiency and expertise in ArcGIS Pro, ArcGIS Online, QGIS, or other relevant GIS software. 
  • Strong experience in Spatial Data Management including skills in collecting, managing, and analyzing spatial and aspatial data. 
  • Strong experience in Cartography and Visualization including the ability to create clear and informative maps and visualizations. 
  • Excellent Knowledge of Disaster Management: Understanding of utilizing GIS technology in disaster preparedness, response, and recovery processes

  • Office-based with frequent travel to the field
  • Ability to travel, and to travel often. Travel could be up to 20% of the time
  • Fluence in English is a must
  • Understanding Arabic language is added advantage
