The Program Summary 

 

Mercy Corps has been operational in Sudan since 2004 and currently has a country office in Port Sudan and field offices in South Darfur, Central Darfur, South Kordofan, North Kordofan, Kassala, River Nile, Northern and Gedaref states. Mercy Corps’ current areas of programming include food security and livelihoods, WASH, health, nutrition, resilience, and Market Systems Development. Mercy Corps’ Sudan crisis response seeks to meet the humanitarian needs of vulnerable Sudanese and other conflict-affected people across the country. Mercy Corps Sudan is recognized as a leader in market systems, agricultural, and food security and building on this experience, the Mercy Corps Sudan humanitarian program will layer in resilience and other program activities where appropriate and feasible to do so. The Sudan THABAT AF1 - Enhancing Community Resilience Project is an initiative funded by the World Bank which has two interlinked components: 

 

Component 1: Community Led Basic Service Delivery. This component supports: 

(i) delivery of improved community led basic services. 

(ii) temporary engagement of frontline workers and volunteers in select sectors.

(iii) project management and technical assistance costs; and 

(iv) technical assistance and training to select local authorities. 

 

Component 2: Improving Food Security. This component supports: 

(i) increased resilience and production of select crops and protection of livestock assets in rural areas that supply food to the target communities. 

(ii) agricultural value chains. 

(iii) the scaling-up and strengthening of community consumer cooperatives and organizations and community food centers that distribute agricultural outputs and provide affordable food to vulnerable groups; and 

(iv) project management and implementation costs.

 

The Position Summary
The Project Officer- Grant management, is responsible for monitoring the SMEs Matching Grants and partnerships under component 2 to ensure compliance with the terms and conditions of the Matching Grant Manuel. The Grant management Officer is also responsible for tracking matching grantee requirements and for maintaining all matching grant financial files.
This role will focus on building strategic partnerships with private sector entities to enhance market access, promote inclusive economic growth, and strengthen value chains in the agriculture sector under the THABAT AF1 program. This role will involve liaising with local businesses, cooperatives, financial institutions, and other stakeholders to foster collaboration that supports Mercy Corps’ program goals in Gedaref.

 



 
 Duties and responsibilities:

Essential Responsibilities


1. Matching Grant Oversight and Compliance


 Monitor all SME Matching Grants and partnerships to ensure full compliance with the terms and conditions outlined in the Matching Grant Manual.
 Conduct pre-award assessments of grantees to evaluate financial and operational risks, recommending adjustments to grant agreements or monitoring plans as needed.
 Track grantee obligations, including co-investment and milestone achievements, ensuring timely fulfillment of all matching requirements.
 

2. Grant Agreement Management and Documentation


 Assist in the preparation, review, and execution of matching grant agreements, ensuring clarity, compliance, and alignment with program objectives.
 Maintain organized and up-to-date financial files and documentation for all matching grants in line with Mercy Corps' Field Finance Manual and Subaward Financial Management Policy.
 Support the timely processing of grant disbursements and reconcile financial records with the general ledger.
 

3. Capacity Building and Technical Support


 Provide continuous training, coaching, and technical support to grantees on Mercy Corps and donor financial procedures.
 Facilitate formal training workshops for grantees to improve their financial and operational capacity in managing grants.
 Support internal training sessions to strengthen Mercy Corps staff understanding of compliance procedures and financial monitoring.
 

4. Financial Reporting, Audits, and Close-Outs


 Review grantee financial reports for accuracy, completeness, and timeliness.
 Participate in site visits and internal audits of grantee operations, preparing site visit and audit reports with key findings and recommendations.
 Follow up on compliance issues and ensure documented resolution of any irregularities.
 Assist in grant close-out processes, verifying all contractual and financial requirements have been met and funds properly settled.
 

5. Strategic Private Sector Engagement


 Build and maintain productive partnerships with private sector actors, cooperatives, financial institutions, and business associations to strengthen value chains in the agriculture sector.
 Identify opportunities for collaboration and co-investment to support inclusive economic growth and improved market access for target communities.
 Coordinate joint initiatives that align with THABAT AF1 objectives and contribute to sustainable impact in Gedaref and beyond.
 

6. Professional Conduct and Other Duties


 Represent Mercy Corps professionally in all interactions with grantees and partners, maintaining the organization’s credibility and integrity.
 Conduct all duties in a manner that upholds Mercy Corps’ humanitarian mission, values, and policies.
 Perform other related duties as assigned by the supervisor or program leadership.

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding
international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.


 
 Minimum Qualification, Skills and Experience Required:

Minimum Qualification & Transferable Skills


● Three or more years of finance experience, including budgeting and grant management or auditing. 

● A university degree in finance, accounting or a related business field is required. 

● Two years of experience in the Finance Department of a non-governmental organization is preferable. 

● Good understanding of major international donor rules and non-profit accounting 

● Experience in private sector engagement and/or market systems development.
● Strong understanding of market linkages, value chain development, and inclusive business models.
● Proven ability to build and manage partnerships with diverse stakeholders, including private sector actors, community groups, and government entities.
● Strong communication and negotiation skills. 

● Advanced computer skills in MS Office programs, particularly Excel. 

● Strong analytical skills coupled with a solid understanding of financial and procurement systems; Prior auditing experience is considered a plus 

● Excellent oral and written English skills

A proven ability to manage multiple tasks simultaneously, prioritize effectively, and meet tight deadlines in a dynamic and evolving program environment is essential.
A high standard of professionalism, integrity, and accountability in financial and grant management is required, along with the ability to uphold and enforce compliance with Mercy Corps and donor policies and procedures. The candidate must be detail-oriented with strong analytical skills and capable of accurately monitoring grantee compliance, financial performance, and milestone progress.
Success in this role will also depend on the ability to foster strategic partnerships, support capacity building, and contribute to inclusive market systems development under the THABAT AF1 program. Adaptability, proactive problem-solving, and a commitment to Mercy Corps’ mission of promoting resilient and inclusive growth will be key attributes.


Living Conditions / Environmental Conditions


The position is based in Gedaref and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
